City of Sunrise Utilities Department By Giovanni Batista, P.E., C.G.C.

The City of Sunrise Utilities Department WHAT WE DO: Water, Wastewater and Gas Services The Utilities Department has 267 employees and provides water and wastewater services to approximately 217,000 people in Broward County. The service area encompasses an area of approximately 70 square miles. We serve the entire City of Sunrise, City of Weston, portions of the Town of Southwest Ranches, and Town of Davie, and some unincorporated areas of the County.

Finances Sunrise Utilities has assets of approximately $600M. The City s annual Utility Budget is approximately $101M. About 25% of this budget are labor costs (salaries, health insurance, pension and payroll taxes), 75% operating costs. The City of Sunrise Utility Department has initiated a $600 Million Capital Improvement Program since 2010 (through 2020 as proposed in the new budget year), including projects for water and wastewater treatment plant and system improvements, and will complete numerous contracts with local engineering consultants and contractors. The Government Finance Officers Association of the United States and Canada (GFOA) awarded a Certificate of Achievement for Excellence in Financial Reporting to the City of Sunrise in 2013.

Brief History City of Sunrise was incorporated The City purchased the Springtree W & WWT facilities from Central Broward Utilities Corporation Built Sawgrass WWTP Plants underwent major Rehab & Expansions The City purchased the Southwest W & WWT facilities from Central Broward Utilities Corporation Built Sawgrass WTP s

Challenges Three different treatment locations that were pieced together throughout the years; therefore the system lacks full records, uniformity and design coordination. The water distribution system is long and intricate. The systems have very old components which need rehabilitation, replacement or improvements. Aging workforce. More stringent regulations require more planning and better treatment systems. Sustainability awareness brings new factors to consider when selecting treatment and operational approaches. i.e. Biosolids Handling.
