1 INTEROFFICE MEMORANDUM DATE: February 3, 2011 TO: Public Works Commission FROM: Heather Mink, Support Systems Manager SUBJECT: FY 2012 and 2013 CIP and Equipment Budget Recommendations ISSUE The attached are the Public Works Capital Improvement Project (CIP) requests for the General, Sewer, Solid Waste, and Geothermal Funds. This memo provides a brief overview of the projects. A list showing equipment requests by fund is also included. Replacement equipment is denoted by an R, and new equipment is denoted by an N. The memo focuses on explanation of the new equipment. General Fund Government Buildings BACKGROUND Government Buildings (GB) is requesting an annual budget of $125,000 for Major Repair and Maintenance (R&M) projects including HVAC digital control conversion, heat pump replacement, and generator replacement. The City Hall Code Upgrade project (phases 2 and 3) will bring City Hall up to current seismic and fire building codes and address remodeling needs in areas of significant work. Planning and design of the first phase is underway with construction to begin early summer. Municipal Lighting The City and County Street Light Trust projects are annually budgeted to allow for infill lights as requested within the City and recently annexed areas. Since this is dedicated funding, the projects do not compete with other General Fund priorities. 1
2 The Public Safety Lighting project is also annually budgeted for the installation of street lights in special needs areas as requested by the public in accordance with our street light installation policy. Equipment General Fund requested equipment is for replacement of computers and vehicles. Sewer Fund Engineering The Sewer Rehabilitation, Miscellaneous Trunk, and Mesa Rehabilitation, and Sanitary Sewer Odor Control CIPs are annually budgeted pipeline projects. Barber Valley Trunk provides additional trunk and lift station capacity to accommodate new and approved development in the Harris Ranch area. Cloverdale Trunkline project allows for the decommissioning of the Willandra lift station. The Esther Simplot Sewer CIP will rehabilitate, realign and relocate sewer infrastructure impacted by the construction of the 30 th Street corridor and Esther Simplot Park. Operations The capital budget request includes three projects for to NPDES compliance: Phosphorus Removal Phase 1, Phosphorus Removal Phase 2, and Temperature Mitigation. Other related projects include the Dixie Drain Compliance Alternative and the West Boise Capacity Improvements to Replace Lander Facility CIPs. The NPDES Compliance Improvements for Phosphorus Removal Phase 1 and Phase 2 capital projects comprise the bulk of the capital construction work at the West Boise Treatment Plant over the next six plus years. Both projects are required to meet the anticipated requirements of the forthcoming NPDES permit. The Phase 1 CIP is for the enhanced removal of phosphorus and struvite production. The planning and design for Phase 1 is currently underway. Construction is expected to start by FY This budget request will be added to the current budget to cover the full cost of the project. The Phase 2 CIP furthers compliance with the NPDES permit by construction of additional effluent pump station, a chemical addition facility, and an effluent filtration facility. The Temperature Mitigation CIP provides for addition of an effluent pump station and an alternate effluent disposal site to comply with the seasonal temperature requirements expected to be included in the NPDES permit. 2
3 The Dixie Drain Compliance Alternative is contingent upon approval from EPA. If approved, the City will utilize a treatment process to remove phosphorous at the Dixie Drain property, downstream from the West Boise treatment plant. This would reduce the amount of phosphorus removal that would be required at the West Boise treatment plant. The West Boise Capacity Improvements to Replace Lander Facility CIP involves modifications at the West Boise plant to increase firm capacity to 32 MGD. Once the West Boise capacity is increased, flows from the Lander Street plant can be redirected to West Boise. The West Boise Major R&M CIP is annually budgeted and will include safety improvements, building structural repairs, and odor and noise control improvements. Major R&M at Lander Street is also included, but is limited to safety and plant reliability needs until the plant is decommissioned. The West Boise UV Disinfection Channel is for addition of a third channel. The FY 2012 budget request will be added to the FY 2011 budget to allow for continuation of work. The West Boise Septage and Grease Receiving CIP is for construction of receiving facilities adjacent to the headworks facility. Septage will be screened to reduce solids and grease prior to introduction into the influent pipe. The brown grease will be processed to generate methane for use in production of electricity. The Watershed Parking and Landscaping project is included in the CIP plan in FY TMSF The TMSF Major R&M CIP allows for miscellaneous repair projects including irrigation pivot and well upgrades, bunker improvements, and structure and road maintenance. The Perimeter Fencing CIP is a continuation of the current project replacing the barb wire fence with drill pipe fencing. The Biosolids Bunker and Access Road project is to add a storage bunker and improve access roads near fields that are anticipated to be permitted for application of biosolids. The Maintenance Building CIP is for the addition of a building for maintenance of farm and irrigation equipment. Equipment Watershed exhibit and touch screen replacements are included in FY Central Lab is requesting a new total nitrogen-total carbon analyzer to improve testing capability for Stormwater NPDES compliance. Various new uninterrupted power supplies are requested for installation in the West Boise plant along with one for the new Metals Lab building. 3
4 A new sprayer is requested for TMSF. The sprayer will reduce operating costs related to contracting for spray application. Geothermal and Solid Waste Funds The Miscellaneous Geothermal Improvements CIP allows for pipeline improvements and system line extensions. The Geothermal System Interconnection project will improve hydraulic capacity and system reliability by replacing aging infrastructure and adding system loops. In the Solid Waste Fund, the Gowen Field Remediation project provides for six replacement and two new ground water monitoring wells at a former landfill site on South Orchard Road at Gowen Field. Equipment A replacement hazardous waste vehicle is being requested for the Solid Waste Fund. The vehicle will use CNG fuel. RECOMMENDATION Staff recommends approval of the FY 2012 and FY 2013 capital improvement and equipment budgets. MOTION I move that staff forward the General, Sewer, Geothermal, and Solid Waste capital improvement and equipment budgets to Mayor and City Council recommending approval.
