4 Project Driver: Town of Davie Water Supply Needs & Availability Projections increase Comprehensive plan and water use permit projections Population projections nearly triple (~30,000 to ~90,000) Water demand projections increase (4.4 million gallons per day (MGD) to almost 16 MGD) Water supplies needed for growth and the Regional Water Availability Rule Adopted by SFWMD in 2007 Limits Biscayne aquifer allocations (to max withdrawals any 12 months prior to April 2006) Reduces Davie water supply ~ 1MGD Requires utilities develop alternative water supplies for future demands No Biscayne aquifer allocations for additional needs

9 Two Stage Design-Build Implementation: Stage I - AECOM and Davie Formal Partners on Project Goals Davie retained and exercised substantial design input and control During design, Davie benefited from early inclusion of AECOM S expertise on constructability, scheduling, and construction costs

10 Two Stage Design-Build Implementation: Stage I - AECOM and Davie Formal Partners on Project Goals Cost estimates developed and refined at design milestones allowed Davie to modify priorities based on overall project budget At 60% design, Davie and AECOM agreed upon a guaranteed maximum price for final design and construction
