2 Requirements towards low emissions Local initiatives are applied in areas with poor air quality: Biomass heating systems cannot be operated if certain thresholds values (PM) are exceeded Italy (Po valley), Germany, Austria (city of Graz) Different local initiatives set different actions towards biomass sector No distinction (or weak distinction) among technological standards of different products
3 Quality label to differentiate products Aria Pulita by AIEL and ENAMA The label applies to technologies for domestic use: fireplaces, stoves, cookers, boilers The label classifies products based on efficiency and emissions: 1 to 4 stars can be achieved Customers and legislative bodies have a tool to differentiate products and recognise highest technical standars (4 stars) certificazione

5 Proposals to adopt the same measures over larger areas June 2017: Nuovo Accordo del Bacino Padano, by Regions Emilia Romagna, Lombardia, Piemonte, Veneto sets measures starting from the heating season 2017/2018. Some measures affecting the biomass sector Only products with at least 3 stars can be installed and only products with at least 2 stars can be operated Since 01/01/2020 only products with at least 4 stars will be installed and only products with at least 3 stars will be operated Only pellet of ENPlus A1 quality can be used Coordinated action: same measures adopted in all regions Technical standard is acknowledged All emissions are targeted
6 Resulting challenge on the biomass sector Manufacturers will have to improve products to fulfill the new targets, otherwise products won t be allowed in the market All emissions must be reduced: Not only PM but also CO, OGC, NOx Primary measures (optimization of combustion conditions) may not be sufficient Secondary measures (flue gas cleaning) may be necessary, using catalysts, filters and other secondary technologies to reduce emissions

9 Changes in building stock The residential building stock is characterized by increasingly low heat demands Renovation of existing building Better standards for construction of new buildings Individual homes and prefabricated buildings Lower heat demand for whole building, but also for single rooms Need for products with MINIMUM HEAT OUTPUT Especially challenging for STOVES: the use of stoves in high-performance building risks to overheat the room where the stove is installed
