1 Workshop on Eco-innovation Parks Eng. Cartoni Jacopo BERN (CH), Sept. 20 th 21 st, 2012 Eco-innovation Park: SCCPA experience in the 1 st Industrial Macrolotto in Prato

2 Objectives: To improve the social and environmental impact of whole productive areas; To improve the competitiveness of the enterprises working in the productive areas, thanks to the economies of scale that can be obtained on whole industrial areas instead of single enterprises; To avoid expensive preliminary investments for the centralized infrastructures and services.

3 Italian legislative framework of reference The Legislative Decree 112/1998 provides that the future productive areas: a. must be ecologically equipped; b. must have their own managerial body (public, private or mixed); It also provides that every single Region must produce the necessary rules and regulations.

4 Tuscan legislative framework of reference: The Legislative Decree nr. 74 dated December 2 nd, 2009 describes the procedures to be followed in order to obtain the APEA appreciation. Weak points: many bureaucratic procedures; no return for the productive areas and its enterprises. Strong points of the 's experience: few procedures; centralized services and infrastructures that the market does not offer; economies of scale in favor of the micro and small enterprises (mses) too.

5 LIFE + ETA BETA is a partner in this European project aiming at the dissemination of clean technologies, especially among the mses (visit the website 's experience is considered useful to encourage the dissemination of clean technologies also among the mses working in the ecologically equipped industrial areas instead of reaching every single mse.

6 SEEPAs TUSCAN NETWORK: no-profit association Within the European project LIFE+ ETA BETA, promoted the realization of this no-profit organization to put its own experience as a managerial subject at disposal of the interested private and public bodies. Three Tuscan provinces, four industrial areas and some important companies are already members of this association

11 WATER Centralized plant for recycling waste water, industrial and fire-extinguishing aqueduct cooperated with the Ministry of Environment to propose a law able to encourage the use of recycled water in the productive activities

12 WATER Centralized plant for recycling waste water, industrial and fire-extinguishing aqueduct In 1999 the Ministry of Environment accepted 's proposal: the industries that pollute primary water must pay a higher depuration rate. The industries that pollute secondary water must pay a lower depuration rate By doing this, even the 'non righteous' enterprises will be encouraged in becoming 'righteous'

13 WATER Centralized plant for recycling waste water, industrial and fire-extinguishing aqueduct Thanks to this law, from 2000 to 2011 the waterneeding enterprises working in the First Macrolotto not only regained the previous extra costs ( ) but they also saved more.

15 ENERGY In 2011 subscribed an agreement with a local bank in order to realize no-cost photovoltaic works and the recovery of asbestos roofs. The bank financed this intervention and totally covered the related costs. Its financing will be regained by the facilities provided by the law. The enterprises use for free all the electrical power produced by these plants. Up to now 's initiative promoted the realization of photovoltaic roofs (over 20 hectares) and the consequent elimination of the asbestos roofs.

16 KINDERGARTEN for the children of the employees working in the 1 st Macrolotto The kindergarten was realized so as to be energetically self-sufficient with solar panels to produce hot water and photovoltaic panels to produce electrical power.

17 KINDERGARTEN for the children of the employees working in the 1 st Macrolotto As required by the Municipality of Prato, the children's parents have to pay for the 's kindergarten as much as they would pay for the municipal kindergarten.

18 KINDERGARTEN for the children of the employees working in the 1 st Macrolotto Since is a no-profit company, the costs for the energy and the maintenance of the kindergarten are extremely low. In this way it can be saved enough money to provide the children's parents with free services.

19 KINDERGARTEN for the children of the employees working in the 1 st Macrolotto Moreover when the parents leave their children to the kindergarten they can also leave a list with the errands to be run (laundry, drugstore, shopping, etc.). When the parents come back to pick up their children, all the errands have been run for free.

20 KINDERGARTEN for the children of the employees working in the 1 st Macrolotto Two years ago another important free service was introduced: nanny call. In other words, if the children are sick and their parents have to go to work, they can call the kindergarten and ask for a baby sitter. The baby sitting service is free and domiciliary.
