The District s nickel variance expired at the end of June and due to opposition from U.S. EPA, was not extended. No other exceedences of NPDES permit limits occurred during December. The total amount of stabilized sludge sent to storage at the Wyckles Road Land Application Facility last month was 255 dry tons. Rain limited land application of sludge to thirteen days in November. Sludge was hauled on two days in December and the total volume hauled for the year was 17.3 million gallons. While the volume removed was less than desired, sludge production in 214 was also below average; 35 dry tons of sludge were transferred to Wyckles and 27 tons were removed from the lagoons and land applied. Activities The state s draft Nutrient Loss Reduction Strategy was released for public comment on November 25. We are continuing to review the document and expect to submit District comments before the January 23 deadline. We are also working with IAWA on comments through the Association s Nutrients Subcommittee. Black & Veatch finalized the Preliminary Engineering Report for the diffuser replacement project in December, and is developing plans and specifications for the project. The target for 9 percent design documents is January 3 and we expect to send the project out for bids in February. On October 6, we received a violation notice letter from Illinois EPA regarding nickel permit limit exceedences in July and August. We submitted a compliance plan for IEPA review on December 11; IEPA has requested a waiver of their response deadline until the end of February.
2 Monte Cherry and I met with U.S. EPA (with IEPA participation by phone) in Chicago on January 8 to emphasize our need for them to complete their review process and enable us to pursue our site-specific water quality standard proposal. The meeting went well and we received a commitment for timely reviews by U.S. EPA. They did emphasize that since this is the first site-specific standard request based on the model to predict nickel toxicity, it is important to U.S. EPA to develop a technical record that can withstand any possible legal challenge. We have received final reports from Red Oak on the IT Strategic Planning project and expect to begin implementation of their recommendations during the next few weeks. Last summer the District worked with the Macon County Soil & Water Conservation District and Agricultural Watershed Institute to prepare a grant application for a water quality improvement project through the Regional Conservation Partnership Program. The project was approved for funding and I attended the press announcement event on January 14. The project involves construction and monitoring of structures that reduce nutrient losses from cropland. The City of Decatur, ADM, Tate & Lyle, the Macon County Conservation District, and the Chicago water reclamation district are among the other partners. SDD s participation will be in the form of inkind support, primarily laboratory analyses. I led a plant tour in January for middle school students who are part of a youth group at a local church. 3 SANITARY DISTRICT OF DECATUR 51 DIPPER LANE, DECATUR, IL MEMORANDUM TO: Tim Kluge DATE: 1/2/15 FROM: Larry Arnold SUBJECT: Laboratory activities for December 214 Routine : Monitoring of treatment plant, industrial users, and receiving stream samples for compliance purposes and process monitoring continued. Laboratory personnel continued to perform additional background nutrient monitoring in preparation for anticipated permit limits to assist with process design. Safety meetings have continued and there was no first report of injury in the laboratory during this period. Non-Routine : 1) The laboratory continues to investigate the potential role of amounts of incoming Total Kjeldahl Nitrogen (Ammonia plus forms of Organic Nitrogen) in affecting the plant s nitrification ability. Effluent NH3-N levels for the month were all below permit limits. 2) Personnel have finished up their Personal Development Plans for fiscal year and meetings to discuss these were held in the first week of June. Ongoing personnel shortage continuing during August prevented any activities related to these plans from being conducted. Two newly hired lab technicians, Alyssa Harper and Markesha Davis started work beginning September 2 and after they are adequately trained, we will resume catalytic coaching activities. Efforts were continued to train Alyssa and Markesha in the other half of the work they will be performing as part of the laboratory rotation schedule which ensures that individuals are cross trained and not performing the same repetitive tasks all the time. As part of the transition process, Jeff Runyon and Latishia Greve completed leadership training with Mark Sturgell of PDN during December. 3) Work continues on a laboratory manager position standard operating procedure. A generic calendar was setup indicating at what time of year certain actions need to be taken in relation to infrequent events and also indicates primary daily activities. This effort is related to transition planning for the laboratory. During 215, this calendar will be reviewed again on a daily basis to ensure that no activities are overlooked or new ones have been added. Transition documents prepared to date are stored on the laboratory intranet. As part of the laboratory manager s personal development plan, a document has been prepared and submitted for review indicating general characteristics needed for to fill the Laboratory Manager position.
4 4) Laboratory management continued updating the district lab data handling manual as part of the transition effort and we continued in house training for all interested laboratory personnel in some of the laboratory data handling functions. In House Excel training commenced with the two lab manager succession candidates and involved the waste hauler manifest billing procedure. This included introduction to the Visual Basic for Applications (VBA) programming code developed by the lab manager to automate this function. Comprehensive documentation prepared to accompany this training included detailed procedure, explanation of formulas and command buttons included in the spreadsheet, and explanation of VBA code used to prepare report. This approach will continue in a similar manner for all key laboratory/pretreatment reports that have been developed to date in house. 5) Lab Management prepared a guide to district land application analytical requirements as part of our transition activities to prepare the way for my successor. It may also be useful for operations personnel to remind them each season of what our sampling and analysis requirements are. This guide will be posted on the lab file server using the following Path : \\SDD-LAB\Lab Data\Lab Procedures\Sampling\Land App Sampling & Analysis.xls along with our other standard operating procedures. 6) Laboratory staff conducted comprehensive annual fume hood exhaust testing (in addition to our less rigorous monthly checks) using our Mannix CFM Master II Digital Air Flow Meter. All fume hoods met or exceeded minimum airflow requirement of 9 cfm. Pretreatment Activity during December 214 Verbal Notices We issued a Verbal Notice to Stripmasters Services, Inc. on December 8, 214 because they exceeded their monthly average limit for BOD in November 214 and they collected the wrong sample type when they did their self-monitoring. We issued a Verbal Notice to Decatur Correctional Center on December 18, 214, because they had not submitted a required flow report by the date it was due. We issued Verbal Notices to Prairie Farms Dairy (PFD) on December 3, 214 because they exceeded their daily maximum limit for total Fats, Oils, and Grease (FOG-T) on December 15, 214 and they discharged wastewater with a ph above the maximum limit on December 31, 214. Warning Notice We did not issue any Warning Notices during December 214. Notice of Violation We did not issue any Notices of Violation during December 214. Executive Orders We did not issue any Executive Orders during December 214.
5 Penalty Assessment We assessed the following industrial penalties for December 214: Prairie Farms Dairy $7,. General Activity 1. We monitored eight industrial users (IU) and we performed one industrial user inspection during December In December, I did the calculations to see if any industries would be in significant noncompliance (SNC) at the end of the last semester of 214 and found that we needed to resample at Prairie Farms Dairy. The resamples for total fats, oils, and grease (FOG-T) showed that Prairie Farms would once again be in SNC unless additional compliant samples were collected. 3. I sent letters to all permitted users in December to remind them to submit the required annual report before the end of January 215, and to let them know when we would do a scheduled inspection at their facility. 4. In December 214, I completed the evaluation of our local limits and how they relate to our plant loading capacity and to the plant upset that occurred on May 27, 214. I have given a copy of my report to Larry Arnold and Tim Kluge for their review.

Malone, I&C Manager DATE: 1/12/215 SUBJECT: I&C Shop Monthly Activity Report for December 214 Work Orders Completed: 23 Corrective 1 Improvement / New 234 PM Process 1 Project Safety Training Asset Management I&C Tech Monthly Activity: Final design and layout for the Wyckles motor control center upgrade is being worked through. We had initially designed as a direct replacement. We are now working on adding additional capacity for additional mixers and pumps for possible future expansion. Updates to SCADA and process control are under way. We are working in conjunction with operations to improve operational efficiency and verify accuracy of data displayed on the screens. (Ongoing project) We winterized the Chlorine analyzer system. New parts order for refurbishing the units in the offseason is being put together. The units will be serviced and ready for operation next season. An upgrade quote to improve the pumps was received from Ressler and Associates. The installation of the new pump motors should reduce system failures and increase reliability. We have run conduit and installed lighting in the new bleach building. All automation is to be completed by March 215. Installed new lighting in the 43 building (Old Polymer building) and ran conduit for the future installation of electric heaters. As part of the bleach building expansion, new conduits have been run to the ammonia building. This will allow for the running of network cabling between the bleach and ammonia buildings. After installation of the network cabling, automation work can begin. This work should be completed and tested prior to next disinfection season.
7 The St. Louis Bridge upgraded motor control center is functioning well. The wiring has been cleaned up and the new touch screen has been installed. Programming improvement will be made as time passes to optimize station operation. Installed heat trace and controllers in the 314 and 231 buildings. Insulation to be installed by Sprinkmann in December Building insulation completed, blower building to be completed January 215. Installation of new soft starts for the Lincoln Park interceptor pumps is under way. The soft starts have been mounted and the conduit has been run. Installation to be completed in early January 215. Transistion and debugging has begun and full transition will be completed soon. Obtaining quotes for replacement bleach pumps for next disinfection season. Pumps should be ordered January 215.
