43 Substation Upgrade Deferral Conclusions In this example, storage needs stacked benefits to break even Can provide flexible ramping, RTM participation, primary frequency response, and resource adequacy capacity (all not considered) Batteries have small footprint, so can be added to alreadyowned property relatively easily Need to decide on how to prioritize land ESSs have the potential to be moved, but not often done in practice 43
