3 Project Concept What is oilfield and oilfield equipment? An oilfield is a region which has abundance of oil wells used for petroleum extraction from below the ground. Specialized machinery is required to perform extraction in an oilfield. Oilfield equipment is used to extract oil and gas from natural reservoirs of oil wells. Project overview The proposed project involves establishment of a manufacturing facility for oil field equipment at Dahej Petroleum, Chemical, and Petrochemical Region (PCPIR) The manufacturing process in the proposed unit includes casting, inspection, heating, and forging ingots. Other processes include heat treatment of metals, first inspection, mechanical machining, final inspection etc. The total cost of setting-up of the proposed unit at Dahej will be ~INR 6.75 billion for a production capacity of 1,200 units per annum. 7 Growth Drivers Shifting focus to unconventional reserves Increase in oil and gas drilling activities Technological advancement Government initiatives in the sector Increasing Capital investment by Indian players Explorers are shifting focus to complex hydrocarbon reserves like oil sands, heavy crudes, shale oil and bitumen due to decline in production from conventional oil and gas reserves. Since these resources cannot be easily recovered through conventional drilling methods, this would result in growth of oilfield equipment industry. High demand for oil and gas has resulted in an increase of drilling activities worldwide. New gas field discoveries along the eastern coast of India could mark a significant increase in gas production and distribution. An estimated 650 billion cubic meters of gas reserves of Oil and Natural Gas Corporation (ONGC) and Reliance Industries lie untapped in the Krishna-Godavari basin. Tapping these unexplored resources will boost production of oilfield equipment significantly. With advancement in technology, explorers are adopting different drilling methods, such as horizontal and directional drilling. As a result, oilfield equipment manufacturers are increasing their investment to improve their production efficiency, enhance the oil and gas production techniques, and reduce the impact on the environment. Government of India (GoI) has targeted reducing oil import dependence of country by 10% over a period of 6 years. GoI plans to add 91 Million barrels to its crude oil capacity to protect the country from supply disruptions by India projects an increase of the country s refining capacity to 310 million tons per annum (tpa) by 2017 from 216 million tpa in 2012 based on its current Five-Year Plan ( ) to meet rising domestic demands and export markets. These projections by GoI is expected to attract investments in oilfield equipment industry. Indian oil and gas companies are investing across the value chain in order to bridge the demand and supply gap from indigenous sources, which would in turn support investment in oilfield equipment industry. During FY15 17, oil and gas companies plan to invest ~INR2.8 trillion across the value chain. Out of this, ONGC accounts for 34.2% of the total investment, followed by RIL with 28.4%. Alternatively, other suitable locations along the coast in Gujarat can also be considered. 12 Project Information Oilfield equipment manufacturing process 1 Ingot Inspection Heating Forging Heat treatment Ingot is a piece of metal that is cast into a suitable shape for further processing Inspection of ingot is carried out in order to detect faulty parts at an early stage in manufacturing Heating is a metal working process which is used to alter physical and chemical properties of the ingot at extreme temperature Forging is a metal forming process that involves applying compressive forces to a work piece to deform it and create a desired geometric change to the material. Heat treatment involves heating the metal above the critical temperature and cooling at a rate fast enough to allow the material to transform to a much harder, stronger structure and then tempering. First inspection Mechanical machining Final inspection Packaging Delivery First inspection is performed to check if the manufactured equipment meets all engineering, design and specification requirements In mechanical machining, the inspected equipment is cut into a desired final shape and size by a controlled materialremoval process. 14 Project Information Potential collaboration opportunities Participation in Artic Ocean oil exploration with Russian collaboration: US$4 billion deal between Indian and Russian oil companies provides a big opportunity to India to give a major boost to its oil assets overseas. India would be able to participate in Artic Ocean oil exploration programme with Russian collaboration. Thus, giving a boost to oilfield equipment manufacturing industry in the country. Hydrocarbon collaboration with Africa: India is looking for opportunities to collaborate with Africa to explore new opportunities in hydrocarbon exploration and production, export of oilfield services and construction of fertilizer plants. With several mature oil fields across Africa facing decline in production volumes, it will be an opportunity for Indian manufacturers having enhanced oil recovery techniques and expertise to provide support to the African industry. India, with the fourth largest oil-refining capacity in the world, is an ideal partner for Africa s needs. Collaboration with Myanmar and Bangladesh: As GoI plans to make the north-eastern region the energy hub, the Myanmar-Bangladesh gas pipeline project, which was stalled for years, may be revived. Under Hydrocarbon vision 2030, GoI aims to double the north eastern region s oil and gas output, increase refining capabilities and expand product pipelines through this project. Key Considerations Significant competition from low cost Chinese and foreign manufacturers: Global players capture a dominant share of Indian oilfield equipment market as domestic companies are unable to establish themselves due to limited technology availability. Infrastructure constraints: In order to meet global demands, oilfield equipment facility needs to have a large capacity in order to manufacture large size equipment. Due to logistic issues, It takes far less time to import goods from Middle East & Europe than to move the equipment over 200 km on Indian roads. 18 Approvals / Incentives Gujarat Industrial Policy 2015 Government of Gujarat has announced an ambitious Industrial Policy, in January 2015, with the objective of creating a healthy and conducive climate for conducting business and augmenting the industrial development of the state. Quantum of incentives The incentives under this policy will be available to all the Talukas listed in Government Resolution dated 25/7/2016 except areas falling within municipal corporations. VAT related incentives: Only 70% of eligible fixed capital investment of eligible unit will be considered for reimbursement. The eligible unit shall be entitled for reimbursement up to 1/5th of eligible limit in a particular year. Payroll assistance will be per person & additional INR 300 per women employment. In case of expansion this payroll assistance will be provided only for additional domicile employees. Assistance will be eligible to new enterprise as well as to existing enterprise for one time expansion. Page 18
