2 The Process Taking Action Takes Time The process The Climate Action plan was developed throughout It took more than one year to plan involving many departments at the City of Copenhagen and hundreds of stakeholders including NGOs, citizens groups, the private sector, ministries etc. Autumn 2009 the Climate Action Plan was approved by the politicians at City Hall and partly financed By the end of 2009 many projects started their implementation and 34 followed in 2010 A high level steering committee has been formed and a climate action plan secretariat is in the process of being formed The project implementation is decentralised meaning that the individual projects will be implemented in the respective departments, centers and offices where the specialists are at hand already The secretariat solely functions as a coordinating mechanism and has a monitoring mandate
3 What We Want! 20% emission reductions by 2015 (we have already reduced our emissions by 20% since 1999) Carbon neutrality by 2025 as the first capital in the world
4 How We Will Do It 75% reduction will be found in Energy Supply 10% reduction will be found in Transport 10% reduction will be found in Buildings 4% reduction will be found via the Copenhageners 1% reduction will be found in Urban Development
5 How We Will Do It We have developed 50 projects that will lead to the 20% reduction by are being implemented as we speak This is just the action plan for 2015 but we are aiming for carbon neutrality in 2025 so another big project that is in the pipeline is simply a new climate action plan that establishes how we will get from 2015 to 2025?
6 The Establishment of Windmills in Copenhagen 75% of the reductions will be found in the energy supply. That is a lot and requires new technology, innovation and a complete upgrade of our energy supply We already have a broad spectra of energy sources in Copenhagen ranging from wind turbines to natural gas and coal. Coal stands for 42% of the energy supply and is by far the largest individual source of energy We will change that by using greener energy sources in the near future We have 50 project to tell about, but I will use this opportunity to say a little about our wind energy project and visions
7 The objectives of the Copenhagen wind turbine project Our objectives are (among others): To ensure that wind turbines are established in Copenhagen To analyze the possibilities of establishing wind mill farms out side Copenhagen, off-shore and/or on-shore To give the Copenhageners and businesses the opportunity to buy shares in the wind turbines Our goal is that wind turbines will contribute with CO2-reductions of approximately: On shore tons/year in 2015 Off shore: tons/year in tons/year in 2025
8 Phase 1: Sights for wind turbines in Copenhagen Environmental impacts - noise, shadows, distance, landscape, airspace, flora and fauna etc. Recommendations about types and sizes of windmills Estimation of the production from the wind mills Estimation of the project economy Result: 4 possible sights, 14 turbines, 3,6 MW, max. 150 meters to the tip, 116 GWh a year and a reduction of tons CO2 a year
9 Organization and financing of the first phase Copenhagen Energy (100 % owned by the municipality) will be responsible for the construction etc. Copenhagen has access to advantageous loans in Kommunekredit with a municipal guarantee The total price is estimated to 525 million dkkr. Dialogue and involvement of citizens and local partners in the cities is important The Copenhageners can contribute by buying shares and join the wind turbine cooperatives
10 Wind turbines for the Copenhageners There is a tradition in Denmark for local ownership of the wind turbines in wind turbine cooperatives Shares are sold to people and once a year the shareholders will be paid the profits from the electricity sold on the market (with a national subsidy of 25 øre on top of the standard electricity price for each kwh sold) Depending on the wind levels and electricity prices, it is a good investment especially due to advantageous taxation Each share will be equivalent to a production of 1,000 kwh
11 Phase 1: Project status In December 2009 the physical planning process was initiated, involving the public (approx. 1½ years) Designing of projects, calls for tender by Copenhagen Energy (½ -1 years) Construction (½ -1 years) If all goes well - the first wind turbines will be up and spinning by late 2012/ early 2013
