2 Introduction Spea Engineering, more than 50 years experience in integrated engineering services. From feasibility studies and consultancy to design, works supervision and maintenance services. Spea set up its environmental monitoring department in 2002 to ensure its activities conform to the relevant environmental norms. Environment factors and Intermodal solutions Environmental Monitoring
3 OPERATING STRUCTURE SPEA s Environmental Monitoring Department is made up of 3 distinct work groups, which look after environmental, geotechnical and topographical matters respectively, with 51 FTE. 4 Environmental Monitoring Dpt The purpose of Environmental Monitoring is to conform to the current norm and indications by the Control Bodies, especially following Environmental Impact Evaluation procedures, in relation to checking the impacts of works in the construction phase, and checking the efficacy of mitigation in the operating phase. o o o o o o Analysing conditions prior to the works in order to understand the existing environmental dynamics. Guaranteeing control of specific situations while the works are in progress, so that carrying out the works can be adapted to particular environmental and social needs. Checking environmental interference that may arise due to carrying out the works, distinguishing them from the changes induced by other natural factors or related to anthropic activities in the area, not related to the motorway works. Reporting any emergencies that arise, in order to avoid seriously compromising events from developing, in relation to the quality of the environment in the area. Checking the efficacy of the steps taken to mitigate any impacts induced by the motorway works. Checking the phase in which the works come into operation.

13 The landscaping involves the entire system of noise barriers; The system of access ramps and exit from the parking lot; The project envisages:the vegetation of the new plant with different characteristics for the various areas, use in the parking plant species that offer colours and forms of effect Seasonal-use rustic and still resistant plant species.
14 #4 CIRCULAR ECONOMY IN ROAD DESIGN THE BENEFIT OF USING RECYCLED ASPHALT PAVEMENT (RAP) Drivability, Sustainability, and Recycling The circular economy builds on concepts including zero waste, cradle to cradle and biomimicry. It is focused on creating economic value and reducing environmental impact through design, highest and best use of materials, and efficient use of resources and energy. The goal is to eliminate waste going to landfill, which ultimately creates a circular economy loop Road construction is a major source of landfill waste. Even if in Construction and Demolition the valuable materials are not always identified and recovered. The solution to minimizing waste and using resources most efficiently lies in development of innovations that reduce the need for new raw materials and products that enable reuse of recycled asphalt. The goal is to totally eliminate bitumen waste while maintaining the quality standards of roads (drivability) that use only virgin asphalt pavement.
15 RAP advantages: RAP offers the same quality, durability, and longevity of virgin asphalt. Using higher percentages of RAP in pavement mixes has the potential to favourably impact the environment and the economy in multiple ways. In addition to sending less asphalt to landfills, opportunities include: Reduced carbon footprint: A mix containing a higher percentage of RAP can reduce CO2 substantially, primarily due to reduced emissions from the transport of virgin asphalt materials. Significant cost savings: It is cheaper than traditional asphalt as the cost of asphalt often depends on fluctuating oil prices. When recycled asphalt is used, less oil is needed, stabilizing the price. A reduction in necessary aggregates also cuts labor costs, material costs, and transport costs.
16 Conclusions The development of a major road system is an orderly, continuous process. The process follows several steps: assessing road needs and transport options; planning a system to meet those needs; designing an economically, socially, and environmentally acceptable set of roads; obtaining the required approval and financing; building, operating, and maintaining the system; and providing for future extensions and reconstruction. In general, transport projects that improve overall accessibility (i.e., they improve businesses ability to provide goods and services, and people's ability to access education, employment and services) and reduce transportation costs (including travel time, vehicle operating costs, road and parking facility costs, accident and pollution damages) tend to increase economic productivity and development. Nowadays the design of new transport systems is aimed to increase the resilience of the infrastructure applying all necessary environmental meatigation measures.
