Sustainable Consumption and Production (SCP) Planning for the future - SCP in Industry Gerhard Weihs, Team Leader SCP Policy Support, Malaysia, EPU
SCP Policy Support Malaysia Project duration: Feb 2012 Jan 2016 EU funding: EUR 2,000,000 Beneficiary: Government of Malaysia: EPU, MOF, KeTTHA, NRE, MITI + dozens further ministries and agencies, industry and civil society Resources: Beneficiaries resources Expert team + incidentals (EU funding) Project value: A multiple of the EU funding
Contents Introduction on SCP To explain on why we engage in SCP What is SCP: definition and objectives, the history and recent developments SCP Policy Framework of Malaysia SCP Blueprint, Input to the 11 th Malaysia Plan ( ) Why SCP in Industry is needed? The crucial role of industry Where industry can make a difference along the life-cycle Challenges for the Plastic Industry Closing the loop of materials
The challenge We recognise that fundamental changes in the way societies consume and produce are indispensable for achieving global sustainable development. (Rio +20)
The menacing perspective It now takes the earth already one year and six months to regenerate what we use in a year. If current consumption and production trends continue, by 2030, we will need the equivalent of two Earths to support us.
We need to regain the balance The ecological rucksack as result of todays unsustainable patterns in industry and unsustainable consuming is a burden limiting our way forward.
The approach that we need Sustainable Consumption and Production (SCP) is a holistic approach to minimising the negative environmental impacts from consumption and production systems while promoting quality of life for all. (UNEP 2011)
Some Definitions/Clarifications The terms SCP, Green Growth and Green Economy are closely linked and support the same overall objective which is: => Sustainable Development!!!
SCP is an Agenda to Change and to achieve Sustainable Development Change patterns in industry SCP Change behaviour of consumers
SCP and Development SCP is closely linked with poverty alleviation, increasing quality of life, and with the development goals of Malaysia
The Malaysian context To become a high income fully developed nation which is both inclusive and sustainable by 2020 To enhance the standard of living, quality of life and well-being of its people Be a global leader in the green revolution Recognition that practices of production and consumption patterns will impact negatively on the quality of life of the present and future generations, if left unabated.
SCP means: Gain more through less! INCREASE Productivity footprint (More income, better quality of life) REDUCE Ecological footprint (Less emissions, waste, etc.) SCP is a win-win solution for environment, society, and economy!
SCP aims at achieving a better quality of life a low-carbon and resource efficient society an efficient and prosperous economy a safe and healthy environment SCP is based on four key principles
SCP principle 1 Quality of life Improving the quality of life without increasing environmental degradation and without compromising the resource needs of future generations.
SCP principle 2 - Decoupling Decoupling economic growth from environmental degradation.
SCP principle 3 Life cycle thinking Applying life-cycle thinking which considers the impacts from all life-cycle stages of the production and consumption process - from cradle to grave (cradle)
SCP principle 4 Against rebound effects Guarding against the rebound effect, where efficiency gains are cancelled out by resulting increases in consumption.
SCP in brief Harvesting the benefits! SCP is a comprehensive crosscutting concept. SCP aims to do more and better with less, by reducing resource use, degradation and pollution along the life cycle of goods and services. It is anticipated that SCP will support the transition to a resource efficient (green) economy, while turning environmental and social challenges into business and employment opportunities.
SCP How to get there?
Key questions What government can/shall/must do to support the change of unsustainable patterns and behaviour on side of industry and consumers, and in key sectors? Shaping the policy conditions for a better uptake of SCP practices!
Current unsustainable practices Overuse of natural resources and generation of emissions, waste and pollutants, are negatively affecting the quality of life Industry Sourcing Production/Operation Distribution Products and Services Patterns and Behaviour Consumers Government Procurement Private Consumption Life styles Key Sectors Building Transport Food Tourism Waste Management
Converting negative into positive impacts Areas Components Sub areas MINIMIZING the use of natural resources and generation of emissions, waste and pollutants, will positively affect the quality of life Addressing the Change of Patterns and Behaviour Industry Sustainable Sourcing Sustainable Production/Operation Sustainable Distribution Sustainable Products and Services Sustainable Waste Management Consumers Government Green Procurement (GGP) Sustainable Buying, Use, and Disposal Sustainable Life styles Key Sectors Sustainable Building Sustainable Transport Sustainable Food Sustainable Tourism
Main result SCP Policy Framework National SCP Blueprint / SCP Input to 11th Malaysia Plan 4 Areas Components Effective Coordination Addressing the Change of Patterns and Behaviour Industry Consumers Key Sectors Work packages Activities and tasks National SCP Focal Point (EPU) Mapping the State of Play SCP Indicators and Monitoring Sustainable Sourcing Sustainable Production-Operation Sustainable Distribution Government Green Procurement (GGP) Sustainable Buying, Use, Disposal Sustainable Lifestyles Sustainable Building Sustainable Food Sustainable Transport Sustainable Tourism Networking and Synergies Sustainable Products and Services Timelines SCP CEPA Sustainable Waste Management Objective Strengthened policy framework to MINIMIZING use of natural resources, emissions, waste and pollutants, thereby INCREASING wealth and quality of life ALONG THE LIFE-CYCLE of SCP 23
Why we need SCP in Industry? Industry operations have significant impact (on economy, environment, and society) through Consuming raw materials, energy, water, chemicals, equipment, etc. Generating emissions and waste in their processes Operating complex systems of distributing goods Supplying products for consumer use Having responsibility to close the material loop at the end of life
SCP in Industry along the life-cycle Industry life-cycle Sourcing Processes Distribution Products and Services Waste
SCP options in Industry along the life-cycle Industry life-cycle Sourcing Production Distribution Products Waste Sustainable raw materials Greening supply chains Emission control Cleaner Production Environmental Reporting Environmental Management Waste treatment Packaging Transport Warehousing and storage Retailing Product standards Green labelling and rating Take and buy back Waste logistics Addressing industry with SCP means to look at each stage of the life-cycle how industry can adopt SCP options to make a difference to business as usual.
SCP Challenges for the Plastic Industry Industry life-cycle Sourcing Production Distribution Products Waste Upstream measures in petrochemical industry Biological raw materials with questionable LCA aspects Cleaner Production and good housekeeping, energy efficiency, substitution of toxic materials E.g. packaging beverages in PET plastic is estimated to save 50% in transportation energy; however, smart systems can be applied within the industry Lighter systems, less number of compounds. The right choice of plastic for different purposes. The biggest challenge of plastic is in the recycling logistics. From an SCP perspective it is much desired that the plastic manufacturers take responsibility in this respect.
