4 Section 1.0 Introduction and Executive Summary to the 2013 AER Introduction Tralee WWTP was built and commissioned in 1997 to provide preliminary, secondary and tertiary treatment of waste water prior to discharge to Tralee Bay. The combined effluent from the agglomeration collects at the Mulgrave Bridge and Lohercannon/Ballyvelly pumping stations. A flow of up to 6DWF is pumped to the gravity inlet sewer serving the Plant. A flow of up to 3DWF is treated at the plant and the remainder flows to the storm tank, with an overflow to the plant outfall. The plant was granted a waste water discharge licence, D , on the 23 rd of August This is the First AER for the plant. It covers the period from August December 2013 Tralee WWTP Process Description Preliminary Treatment. Incoming flows up to 475 l/s arrive at the inlet works. This consists of a new step screen with a 6mm aperture. There is a smaller rotating auger type screen to assist the step screen and to provide a standby in case of emergency. This is followed by a grit trap. Screenings and grit are collected in skips and disposed at the North Kerry landfill. Flows up to 237 l/sec (3DWF) continue to secondary treatment while the excess overflow to the storm tank. There is a facility to return the contents of the storm tank for secondary treatment. Secondary Treatment This consists of an anoxic tank to provide nitrification and three aeration basins. These are followed by three clarifiers. Aeration is achieved by a sub surface diffuse air system. Activated sludge from the clarifiers is returned to the aeration basins. Waste Activated sludge is pumped to a picket fence thickener. Thickened sludge is pumped to the sludge treatment area and supernatant liquid is returned to the aeration basins. Page 4 of 36
5 Tertiary Treatment UV treatment is provided to reduce the e-coli levels in the settled effluent. It comprises of twin banks of 60 UV lamps and associated controls. This was upgraded in 2013 to allow UV treatment of the full 3 x DWF (220/sec). Flow Measurement and Tidal holding tank. Flow from the UV treatment passes through a measurement flume. The composite sampler for the treated effluent is located in this area. This is followed by a tidal holding tank. This is designed to retain two hours flow during low tide. Sludge Treatment Sludge treatment consists of a picket fence thickener and sludge holding tanks. Dewatering is carried out using centrifuges. Sludge cake is taken off site for lime stabilisation and spreading on agricultural lands. Primary settling tanks, Trickling Filters and Sludge digester. The primary settling tanks, Trickling filters and sludge digester were not used in 2013 as they compromised the hydraulic loading for the plant. Arrangements were made to use one of the primary settling tanks as a leachate balancing tank. This will commence operation in Process Improvements in 2013 The Tralee Wastewater Treatment Plant has never been capable of treating its design hydraulic load. Significant improvements were carried out in 2013 to improve the hydraulic capacity. These included A new inlet screen Additional hydraulic capacity in the UV treatment. These were commissioned in November/December It is hoped to show a significant increase in the hydraulic performance of the plant in Page 5 of 36
6 Executive Summary This AER covers the period 23 August to 31 December. Therefore not all of the annual AER requirements are included. The combined nature of the sewer collection system from the Tralee Agglomeration results in a very dilute influent to Tralee WWTP. It also results in a significant fraction of the sewage from the agglomeration overflowing and thus not receiving appropriate treatment. Based on period of dry weather the estimated BOD loading from the Agglomeration is 24,000 p.e. The average annual p.e. treated at the WWTP is measured at 16,461. This would indicate that 31% of BOD loading from the Agglomeration is not receiving treatment. It period of wet weather the average treated P.E. can be as low as 9,000. The effluent treated at the WWTP is within the ELV s set out in the discharge licence. One ammonia result was in excess of the ELV (allowable under section A4 of the WWDL). The ammonia levels/plant treatment process will be carefully monitored in 2014 to assess the ammonia reduction. The ambient monitoring results for the receiving waters would indicate poor quality. The receiving waters are also influenced by the untreated effluent fraction and other sources of pollution. This will be furthered monitored in The storm overflows are required to comply with the DoEHLG guidelines by the December The study required to achieve this will need to be commenced early in 2014 to achieve this deadline Page 6 of 36

This can be caused by low dissolved oxygen and/or high mixed liquor suspended solids/sludge age within the plant. 9 Interpretation of Ambient Monitoring Results: Only one set of results has been taken at the designated ambient monitoring sites. This is due to the difficulties in organising a suitable boat that met Kerry Co Council s insurance/safety requirements. The results show a poor water quality at these locations. However it is not possible to attribute the poor water quality to the outfall from Tralee WWTP as other factors need to be taken into account, namely untreated discharges from the Tralee Agglomeration and the effects of the rivers that drain into Tralee Bay. 2.4 Data collection and reporting requirements under the Urban Waste Water Treatment Directive This data has been forwarded via electronic submission to WasteWaterReturns@epa.ie on the 25 th February Pollutant Release and Transfer Register (PRTR) This data has been submitted electronically to Eden on 3 rd March A copy of the PRTR is attached in Appendix 5 Page 9 of 36

11 The Tralee WWTP never achieved its design hydraulic loading (20,476 cum/day).
