3 NEWSBRIEF On 4/11/2015, Mr. Juergen Koppelin, Former State Secretary who was in charge of the Budget Committee of German Parliament had a meeting with Dr. Nguyen Mai, former Deputy Minister of Industry and Trade and President of VAFIE about financial support of German government to Vietnam, as well as investment opportunities of enterprises at two markets. On this occasion, Mr. Koppelin also met leaders of two universities as National Economic University and Hanoi University of Science and Technology in regards of ODA Projects sponsored by German government. In two days 17-18/12, DEVIWAS project cooperated with Binh Duong Water Supply, Sewerage and Environment Co., Ltd to organize a Seminar on Internal Audit and Finance with participation of more than 40 people from 6 Southern water supply companies. This was the advance seminar to follow up on the previous one which was implemented from 17-18/8/2015. Proposed by VWSA branch in Central and Highland, DEVIWAS project organized a Seminar on Asset management in water companies in Hoi An town from 17-19/11/2015. The trainer was Mr. Uwe Kollrodt, a specialist of Sachsen Wasser GmbH with 20 years of experience, who participated in a series of projects in developing countries such as Vietnam, Serbia, Albania, and others. Hai Phong City, 9/10/2015. With support from the DEVIWAS project, the Northern branch of VWSA in water supply organized the international workshop Technology in water supply and management. Attendants at the workshop included Mr. Cao Lai Quang, Chairman of VWSA; Mr. Nguyen Dac Hoan, DEVIWAS Project manager, and international guests from Japan, Germany, etc. New technology in water supply and management was introduced and discussed at this event. 4 1 Connecting Vietnam s and Germany s competence in the water sector Mr. Gunther Adler, State Secretary at the Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety On the 1st of November 2015 in Vung Tau city, Ba Ria Vung Tau province, the conference Starting a Cooperation among GIZ-GWP-DEVIWAS on Connecting Vietnam s and Germany s Competence in the Water Sector was hosted by Vietnam Water Supply and Sewerage Association (VWSA), Wastewater Management Programme of GIZ and German- Vietnamese Cooperation for the Competence Development of the Vietnamese Water Sector (DEVIWAS) under German Water Partnership (GWP). This is one of the tributes to the 40th anniversary of the establishment of diplomatic relations between Vietnam and Germany. The conference participants included Mr. Gunther Adler, State Secretary at the Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety; Mr. Olaf Malchow, German deputy consul general in Ho Chi Minh City; Mr. Michael Prange, Managing Director of GWP; Ms. Phan Thi My Linh, Deputy Minister of Construction in Vietnam; and leaders of key enterprises in the water sector in Vietnam and Germany. Vietnam has been a strategic and key partner of Germany as Dr. Gunther Adler confirmed. As such, Germany has provided the largest ODA packages to Vietnam among EU countries. At the conference, representatives of GIZ and GWP expected further cooperation with VWSA on strengthening capacity activities, playing a networking role among their members and relevant authorities, especially on key aspects such as capacity building, technology transferring for institution development and environmental awareness raising. At the same time, three important memorandums between the two countries were signed, witnessed by the participants. The documents included a memorandum between GWP-DEVIWAS project and Academy of Managers for Construction and Cities (AMC), a memorandum among GWP/ DEVIWAS, VWSA and German Tilia GmBH Company and a memorandum between BUSADCO and Dresden Sewerage Company. Vietnam has actively encouraged the German government s supports for the establishment of the Center of Competence Development in the Water Sector in Vietnam through assisting tools, techniques, training programs, pedagogical methods, experience sharing visits and so on. Trainings for 20 teachers should be prioritized for the center s activity. 4 Germany Vietnam Partnership Project for Competence Development of Vietnam s Water Sector

5 German assistance on human resources 2 training in wastewater treatment On November 25, in Hanoi, an experience sharing forum between the German and Vietnamese water sectors was organized with participants from both countries. The forum also brought in solutions for Vietnam to increase efficiency in the water sector. At the forum, the specialists in both countries re-confirmed the effectiveness of the cooperation between GWP and VWSA. This partnership aims at strengthening technical competency for VWSA and its members, particularly in the sewerage and wastewater treatment sector. The initial achievement of the German-Vietnamese partnership in the water sector is the DEVIWAS project, which focuses on competency development for the water sector in Vietnam. The first phase runs from 2013 to Mr. Nguyen Dac Hoan, DEVIWAS project manager, stated that the DEVIWAS project has been provided support to VWSA s competency effectively and actively through needbased surveys, training courses, technical information system advancement as well as organizational professionalism improvement. After two years of implementation, 28 training courses for more than one thousand participating students coming from VWSA s members in all three regions of Vietnam. The training courses are diverse, and they provide technical knowledge and skills as well as practical problem-solving for enterprises in the water sector. Under the partnership, the Vietnamese water sector in general and its members in particular will benefit from the knowledge, management and leadership methods, as well as modern system operation management from German lessonlearnt and German technologies. Besides, through collective action the enterprises from both countries have a chance to exchange experiences and develop opportunities for trading and investment cooperation [ ], Mr. Hoan shared. Speaking at the forum, Mr. Nguyen Hong Tien, Chief of the Technical Infrastructure Agency under the Ministry of Construction, discussed the Current situation of the water sector in Vietnam: Opportunities and Challenges. Mr. Tien stated that the percentage of collection and treatment of wastewater reached only 12% of the practical needs, and therefore many rivers were contaminated. This severely affected the living environments as well as the ecology. Based on urgent needs, many urban cities have actively deployed sewerage and wastewater treatment projects, in which wastewater treatment plants and sewerage channels construction is focused. However, Mr. Tien was also concerned that infrastructure development needed human resource quality improvement so that it could draw out the most effective results. Therefore, DEVIWAS plays a very important role in strengthening Vietnamese human resources capacity in the water sector. 6 3 Forum on How to Approach ODA Funds and Bank Credit Mr. Juergen Koppelin, Former State Secretary On November 5, 2015, in Hanoi, Vietnam s Association of Foreign Invested Enterprises (VAFIE) cooperated with DEVIWAS project under the German Water Partnership (GWP) to organize a forum on How To Approach ODA Funds and Bank Credit. Attendants at the forum included Dr. Nguyen Mai, former Deputy Minister of Industry and Trade and President of VAFIE; Mr. Juergen Koppelin, Former State Secretary who was in charge of the Budget Committee of German Parliament and a great number of companies, as well as institutions and enterprises that were interested in reveicing and/or had already received ODA. The keynote speaker, Mr. Koppelin, introduced the partner selection criteria of the German government and provided advice for Vietnamese companies on working with internal and international banks. Mr. Koppelin said that the EU-Vietnam free trade agreement started in August and would complete negotiation rounds before the final decision at the end of this year. Regarding to that, 90% of tax to exported goods of the two countries will be removed. It is a recognition of the quality of Vietnamese and German products and an opening-up to the service sector. Regarding the Vietnamese side, it also determines the equality to enterprises and investors. He believed that thanks to FTA Vietnam could enjoy a flourishing investment from the EU. Mr. Koppelin, however, noted that Vietnam needs more investment in infrastructure like a human being needs its breath and blood for existence. However much the products have advanced and progressed, if there is no power it is impossible to operate. He especially emphasized on wastewater treatment in Vietnam where 90% wastewater is directly flushed into rivers. This causes severe dangers to people s health and living. According to the plan 80% of households will be directly connected to the wastewater treatment system by Without financial support it is hard for Vietnam to fulfill this ambitious plan, he stated. The German government currently committed to assisting Vietnam in three aspects which are supporting the Ministry of Construction in sewerage and wastewater treatment; providing consultation to relevant departments and supporting responsible units. Up to 2013, Germany supported Vietnam with 200 million euro in the wastewater treatment sector and has been Vietnam s most active partner. Only half of it, more than 100 million USD, however, has been spent. Indeed, among the EU countries Germany has provided the largest ODA packages to Vietnam. In 2015, the German government provided 1.5 billion euro of ODA for Vietnam on vocational training, environment, climate change and energy. It is funded through the World Bank, ADB, AIIB, KfW and so on. 6 Germany Vietnam Partnership Project for Competence Development of Vietnam s Water Sector

7 4 A lesson-learned from a Dresden company: It never happens in Germany that the electricity and water fee increases annually to cover the deficit It never happens in Germany that the electricity and water fee increases annually to cover the deficit so the consumers suffer from this. If any enterprise cannot make profits then it should be shut Why do some Vietnamese companies face such challenges with the banks whereas others get offered a loan even if they don t require one? Ms. Gunda Roestel, Managing Director of Gelsenwasser in Germany raised a question in the forum Approaching ODA and Bank Credits: Need to Know. The forum was organized by Vietnam s Association of Foreign Invested Enterprises (VAFIE) and DEVIWAS project under GWP. As an experienced leader of the largest company in the water sector in Germany and a member of the Berlin government, Ms. Roestel confirmed that the efficiency and capital utilization of the cooperation is the key. 99% wastewater treated in cities Dresden Sewerage Company, operated by Ms. Roestel, is the only one using a lights system under the 1,800 km of channels. The wastewater treatment plant provides direct connections with the pipe for 740,000 households, accounting for 99% households in the city. Treated water can be drunk from the tap. An annual revenue from wastewater treatment reaches 75 million euro out of total 614 million euro. Even with such high revenues, the company needs only 409 staff. The biggest pipe s diameter is up to 2 m, which is big enough for a bus to go through. The consumption of electricity for the company s operation equals the total consumption of city s public lights. This also leads to an enormous electricity cost. Our solution is recycled energy. We collect almost all the city s oil, make it into mud, then produce bio-gasoline. This solves 75% of the electricity needs of the company. We only pay 25 million euro annually for the rest, Roestel shared. A To Lich river version in Germany It is believed that Germans are so privileged that they don t know what pollution is, but that is not the case, she revealed A typical example is the Elbe River which often appears in Germany s fairy tales. 20 years ago, it was seen as a dead river due to its contamination. 8 Germany, she said. Part of its pollution was poor behaviors of the citizens. In 1989, the wastewater fee accounted for 10% of the total water fee, which was almost free. Germans believed that it was the government s business so they wasted a lot of water. Individuals could use up 260 liters per day. In the early 90s, after the reunification, the government began applying environmental protection methods including the rule revenues covers expenditures to the water fee. By doing so, enterprises could raise the water fee to pay for water treatment and water supply. It took 4 years for the local authorities to negotiate the water fee increase. This adjustment changed the locals water usage behavior, which saves more water and the environment. Besides, the government saved a part of the budget for other investment. German foolishness The table below is a comparison of wastewater treatment fees in big cities in Germany. The green color is wastewater treatment fees and the red color is rainwater treatment fees. Dresden citizens only pay 1.81 EUR for each m3 of treated water which is medium low level. On the other hand, the rainwater treatment fee reaches 1.69 EUR/m3, almost at the highest level in Germany. This is the German foolishness that Vietnam needs to avoid. Germany has to pay for this for about 100 years, she shared. It is caused by the high percentage of concretism in Dresden. Rain runs along the roof and concrete and absorbs poison before rushing into the sewerage channels and then lakes. This needs to be treated through the plants. If the water is in natural soil, the cost of this treatment would be avoided. Dresden and Hanoi share a common thing which is a high percentage of concrete. It is urban architecture. However it increases the cost of wastewater treatment and also causes congestion since water rushes into the sewer and gets stuck, Roestel shared. This is a lesson-learnt for architects in the future. They need to know how to flip the concrete, spare a certain space so that water can absorb naturally. It doesn t only provide a greener space but also reduces the water cost for citizens, she said. From now until 2020, the Vietnamese government needs 20 billion USD for wastewater treatment. In the coming year, the government will invest in about 40 wastewater treatment plants. Where is the money coming from? Can Vietnam apply the rule from Germany that revenues covers expenditures? the businesswoman wondered. If any enterprise cannot make profits then it should be shut When your company uses capital efficiently the banks shall come to you instead, Ms. Roestel stated. In budget allocation of Dresden plants, only 25% of the total is spent on human resources, depreciation occupies 29% and the rest is for investment. The percentage of capital application of the Dresden company is high which strengthens its credibility of investment efficiency to the bank. If any enterprise cannot make profits then it should be shut, she said and continued, Let us think about a simple issue. Citizens don t rely on the government to pay their mobile phone bills. So why do they expect the government to pay their water fee? 9 The second seminar of Germany 5 Vietnam Experience Sharing on operating residential wastewater plants On 13 November 2015 in Ho Chi Minh City, the project German Vietnamese Cooperation for the Competence Development of the Vietnamese Water Sector (DEVIWAS) and the activity field 3 Vocational Training for the Wastewater Sector under the Programme Reform of TVET in Viet Nam (GIZ) successfully co-hosted an experience sharing seminar on Operating residential wastewater treatment plants. The seminar attracted a number of engineers from southern sewerage companies in Ho Chi Minh City, Binh Duong, Vung Tau and Can Tho that will operate wastewater treatment plants. At the seminar, two specialists from Dresden Sewerage Company, Norbert Lucke and Gert Bamler presented the management method of industrial wastewater draining of the public sewerage system in Germany. The basic principle is that industrial plants are permitted to drain within their activity s scope of sewerage system and public wastewater treatment, including total flow as well as content of poisonous elements. In fact, garbage is often thrown to sewers and manholes which causes congestion and damage to the sewers and pumping machines. The participants exchanged communication methods in order to improve citizens awareness. One of the most effective methods was to provide environmental education to children because it is easier for them to absorb new knowledge and eager to share it to adults such as parents and grandparents. Another issue which was actively discussed was the plan of buying replaced equipment for wastewater treatment plants in order for the operation to function properly. At the end of the seminar, the participants expected to take part in similar forums in the water sector. By doing so, the efficiency of the operation would be improved. It also created a chance to collect ideas for the development of management institution in the water sector. 10 6 Result of the 2nd National Photo Exhibition Contest Water for Life, 2015 On the 17th October 2015 at Vietnam Water Supply and Sewerage Association (VWSA), the 2nd national photo exhibition contest Water for Life 2015 was organized with the cooperation among VWSA, DEVIWAS project and Vietnam Associations Photographic Artists (VAPA). The event attracted Mr. Cao Lai Quang, former Deputy Minister of Construction, President of VWSA; Mr. Bui Hoa Tien, Vice-President of VAPA; and a number of journalists and photographers. In his opening speech, Mr. Cao Lai Quang, president of VWSA recognized and highly appreciated the organizers efforts and the leaders of companies in the water sector, who had fully supported the photographers to carry out their tasks at the site. Particularly, Binh Duong Water Supply - Sewerage - Environment Co., Ltd (BIWASE) organized a pre-contest, inviting artists from Binh Duong as well as other provinces to serve this event. Mr. Cao Lai Quang expressed his belief in the Board of Judges who were capable, fair-minded and objective to select the most suitable photos for the prize. After 6 months, the organizers received almost 1000 entries from over 114 photographers all over the nation. According to the organizers, this year s entries followed the rules and contents and truly reflected most of the aspects of the water sector in Vietnam as well as advanced technologies that the water sector has applied and promoted during the industrialization and modernization process. On this occasion, the photos also illustrated and commended progressive groups and individuals that had made great contributions in the water sector. By doing so, it caused behavior changes in water protection as well as rural and urban sewerage system protection. Speaking at the event, Assoc. Prof. Ung Quoc Dung, Vice- President of VWSA and head of the organizers, acknowledged the journalists, photographers, photography supporters, water supply and sewerage and urban environment companies that participated in this contest. He expected to receive more support for coming Water for Life events. The organizers selected twelve prizes after a hard-working day, which included the first prize for clean water in rural area, two second prizes, three third prizes and five encouraging prizes as well as 100 photos for the exhibition. After the announcement, the organizers displayed them at The Fifth Conference of National People s Congress of Vietnam Water Supply and Sewerage Association taking place from 28 to 31 October 2015 in Binh Duong Convention Center and Expo as well as the 7th Vietwater 2015, the largest international expo in the water filter technology and wastewater treatment sector in Vietnam which tentatively occurred during November 2015 at Giang Vo Exhibition Center, Hanoi. 12 7 Launching training course on enterprise controllers Based on the members needs and technical and financial supports of the DEVIWAS project, the Vietnam Water Supply and Sewerage Association (VWSA) organized a training course on Capacity building for Enterprise Controllers on December 3rd The training lasted for two days and attracted Mr. Ung Quoc Dung, Vice-President of VWSA; Mr. Pham Xuan Dieu, Head of the Training Department of VWSA; and Dr. Le Quang Binh, Deputy Director of the State Audit Department, who was the trainer of the course, as well as forty other participants who were directors, vice-directors, finance team leaders as well as controllers of enterprises that are members of VWSA. Through the course, the participants thoroughly learned about techniques of controllers including Executive Committees and General Director Controlling Board; Overview Regulations of Enterprise Controlling Board; Executives Committee and General Director Evaluation; and Internal Controlling. The participants had a chance to discuss technical issues so they highly appreciated the training. Many trainees proposed to open other training courses on finance management for the leaders of these enterprises in the future. At the end of the course, Mr. Ung Quoc Dung, Vice-President of VWSA, shared that the course was short, but it was nonetheless very effective and successful. The trainer was enthusiastic and the trainees participated actively, which created positive interaction among them. 13 Training on business strategy 8 German experience The DEVIWAS project cooperated with the Southern Water Supply Branch and the Center and Highland Water Supply Branch to organize two training courses on business strategy development for water supply companies. Within the days of December 7-8, 2015, and December 10-11, 2015, the German and Vietnamese associations for the competence development of water sector in Viet Nam (DEVIWAS) cooperated on a project with the Southern Water Supply Branch and Center and the Highland Water Supply Branch to organize two two-day training courses on Business Strategy Development for water supply companies. The trainer of the course was Dr. Jürgen Wummel, CEO of the Sachsen Wasser GmbH company, Dresden, Germany. The two courses brought in helpful required knowledge, skills and methodologies for planning a business strategy to nearly 80 participants, who were leaders and senior officers of enterprises in Vietnam. An effective business strategy together with good operation is a guarantee certificate for the success of an enterprise. In such a challenge and unpredictable environment as present, planning a systematic business strategy becomes essential to many enterprises. The courses on Business Strategy Development closed cooperation activities between the DEVIWAS project and the two branches in From this solid partnership, in 2016, the DEVIWAS project has set up a plan to continue the cooperation with VWSA and its branches to implement training courses for the development of its members competency. 14 9 Training course: Operation, service and technical solutions to increase pump efficiency In the Project German - Vietnamese Cooperation for the Competent Development of the Vietnamese Water Sector (DEVIWAS), on 09/12/2015, Thua Thien Hue Water Supply and Construction Company Limited (HueWACO) held the training course, Operate, service and technical solution to increase pump efficiency with attendance of 70 trainees coming from HueWACO, Quang Tri, Quang Binh, Ha Tinh and Nghe An. With high knowledge and experience, experts coming from Wilo Vietnam, HAWACO and ABB had transferred main knowledge for selecting, counting pumps for water supply works, technical solutions for increasing pump efficiency; installing, balancing, operating, servicing and troubleshooting pumps; electric controlling and protecting systems, central control, SCADA and so on. After the training course, many questions were answered properly so trainees can apply creatively, efficiently knowledge they had learned; they can deploy to apply proper solutions to reduce costs and increase business results; build and speed up partly their companies developed stably, catch up the penetrating and growing way of the region and the world. 15 Department of Training of VWSA: Closing Ceremony and 2016 Planning On December 25, 2015, in Ha Noi, the Department of Training of VWSA organized a 2015 closing ceremony and a plan for 2016 at the Academy of Managers for Construction and Cities (AMC). Attending the ceremony were Mr. Cao Lai Quang, President of VWSA; Mr. Ung Quoc Dung, Vice-President of VWSA; Mr. Pham Xuan Dieu, Head of Department of Training; Mr. Nguyen Dac Hoan, DEVIWAS project manager; together with representatives of Water Supply and Sewerage Branches in the North, South and Center region as well as equipment production units and key training agencies in the water sector. Training activities in 2015 has achieved remarkable results. The training department actively set up plans and cooperated closely with branches and companies in order to select suitable programs and lecturers to organize training courses based on the needs of VWSA s members. VWSA and its branches organized 28 courses with the participation of almost 2000 trainees from VWSA s members. These courses were highly appreciated in content and organization. Regarding the plan for 2016, beside short courses that focus on technical topics such as leadership, financial management, enterprise auditing, human resources and salary management and so on, the Department of Training will host dialogue on advocacy as well as courses on updated policies. These activities will be tentatively supported by DEVIWAS project. In addition, the Department of Training will carry out a need assessment survey of Technicians engineering training activity for sewerage companies as well as organize workshops on this topic with financial support from Technical and Vocational Education and Training (TVET) project and continue TOT trainings and technical courses under Wastewater Management Programme of GIZ (GIZ- WMP). Mr. Truong Cong Nam, President and Manager of Hue Water Supply Company (HueWaco) and Deputy of Department of Training, shared that Human resources is the most valuable capital of enterprises.
