2 THE NATIONAL VISION The strategic program of long-term development of the Republic of Armenia for Our national vision of sustainable development, biodiversity, green economy and ecosystems for the Republic of Armenia is: Complex protection, improvement, restoration and rational use of the environment and natural resources are not only an important prerequisite for the harmonious coexistence of people and nature, but also a guarantee of sustainable development of the country, which is the constitutional norm. The 12th article of the Armenian Constitution states: "The state promotes the protection, improvement and restoration of the environment, rational use of natural resources guided by the principle of sustainable development and taking into account responsibility to future generations." The principle of sustainable development dictates the implementation of a policy of a balanced approach in the integrated management of environmental, social and economic issues. 2

3 THE NATIONAL VISION The strategic program of long-term development of the Republic of Armenia for Within the framework of the current national development plan and strategic policy, a number of documents regulating these relations have been adopted. Decisions of the Government of Armenia: "On the program of the Government of the Republic of Armenia for " "On the strategic program for the long-term development of the Republic of Armenia for " Annual programs of activities of the Government of the Republic of Armenia on activities and priority issues. "Strategy on specially protected areas of nature, state program in the field of protection and use", etc. The decision of the Government of the Republic of Armenia "On the actions / contribution of the Republic of Armenia defined at the national level" in accordance with the United Nations Framework Convention on Climate Change. 3

4 ENVIRONMENTAL PROBLEMS Стратегическая программа перспективного развития Республики Армения на гг. The country's leadership in the coming years set the task, in parallel with raising the pace of economic growth, if possible, to reduce new risks from an environmental point of view. This concerns: Environmental risks in the context of the increasing pace of the mining industry in connection with the rise in prices for metals, Illegal logging in connection with the rise in gas prices, Excessive exploitation of water resources, due to the rapid development of infrastructures using groundwater resources and climate change, Increased danger of desertification. 4

ENVIRONMENTAL PROBLEMS PROGRAM OF THE GOVERNMENT OF REPUBLIC OF ARMENIA FOR There are some institutional problems, existing at the same time: The absence of a unified system of governance and policy in the field of ecology The lack of an ecosystem approach to environmental protection and natural resource management. Lack of a unified information system / national portal / and monitoring of the environment and natural resources. Absence of modern mechanisms for managing the territories of water basins and biodiversity. 5

Political priorities and policy instruments PROGRAM OF THE GOVERNMENT OF REPUBLIC OF ARMENIA FOR PROTECTION AND SUSTAINABLE DEVELOPMENT OF WATER RESOURCES In 2017, a package of legislative changes was developed that streamlined the process of drainage and treatment of contaminated water. Since 2017, the process of installing automatic online water meters was started, with automatic water management for agricultural and fish consumers in the Ararat Valley. Until the end of 2021 it is planned to develop and adopt management plans for the Sevan, Hrazdan and Northern territorial water basins. (There are 6 basins in Armenia in total). Also for each year a number of measures are envisaged for the continuous restoration and protection of the ecological balance of Lake Sevan, as well as the cleaning of the banks in connection with the raising of the lake level. 6

PROGRAM OF THE GOVERNMENT OF REPUBLIC OF ARMENIA FOR CONTROL OF AIR POLLUTION The new law "On atmospheric air" and a number of other legal acts on atmospheric air protection are planned to be adopted by the end of The law will fix modern approaches to the protection of atmospheric air: the legislative basis for creating a unified emission accounting system, introducing new emission control technologies, e. By 2018, the National Adaptation Program (NAP) is expected to be adopted. 7

Political priorities and policy instruments PROGRAM OF THE GOVERNMENT OF REPUBLIC OF ARMENIA FOR MANAGEMENT OF HAZARDOUS SUBSTANCES AND WASTE In 2017, 17 by-laws regulating the management of subsoil user wastes and their objects were developed and approved. In 2018, a new law will be developed on Chemical Substances" and other legal acts that will regulate the safe use of chemicals. 8

PROGRAM OF THE GOVERNMENT OF REPUBLIC OF ARMENIA FOR BIODIVERSITY By the end of 2018, the Concept and Action Plan for the implementation of the system of illegal deforestation using modern technologies will be developed. Since 2018 it is planned to adopt management plans for all specially protected territories of the Republic of Armenia. With the aim of utilizing the existing potential of biodiversity and ecotourism, from 2018, the certification and assessment of business potential in the area of biodiversity will commence, as well as the creation of the Electronic Information System by By 2022 the national park Djermuk" will be established with the cooperation of the "State-private sector. (In December 2016, a memorandum was signed with the Lidian-Armenia company for 5.7 million dollars). Negotiations are underway for the implementation of the Exchange of Debt for Environmental Protection program, which will provide a unique opportunity to raise capital to solve environmental problems and achieve other national policy goals.
