CITEPA Status A non profit-making association AND a technical institute Ind E As an association, CITEPA carries out activities (interactive exchange and dissemination of information on air pollution and climate change) AND Conducts studies (emissions inventories, projections, ad hoc studies, consulting) and dispenses training courses at local, national and international levels. Created in 1961 Annual budget: 2.5 million, Staff around 25. 2

3 2. Some definitions Ind E Emission inventory: annual balance of direct GHG or air pollutants in the air occuring in the perimeter of a territory, usually on a yearly basis. UNFCCC (United Nations Framework Convention on Climate Change): defines rules and methods (IPCC guidelines) to report informations on GHG inventories for all the Parties that are part of the framework (annex I and nonannex I). CRF (Common Reporting Format): Tables used by all Annex I Parties to report their GHG emissions. 3

Some definitions Ind E Building in UNFCCC inventories: this category can not be extracted directly CRF 1A4a&b: Tertiary-Residential Fuel consumptions for heating/cooking/lighting % fuel consumptions given the uses, if known CRF 2F&G (partial): Use of fluorinated gases (HFC) Refrigeration, air conditionning, etc. CRF 1A1a: Public Electricity and Heat production Fuel consumptions for Elec and Heat production «BUILDING» category % heat and Elec consumption for building At a national level, Scope 1 and 2 can be covered (except for electricity imports). 4

Source of data and calculation Energy consumptions (fuels / electricity) are available in national energy balance Data on use of fuels and share of heat consumptions per sector depend on national statistics details CO 2 emissions based on consumptions are calculated in the inventories In the previous example: - RESTER consumptions: national energy balance - Share of Electricity consumptions for RESTER: national Energy balance - Share of Heat consumptions for RESTER: annual survey on heat network - CO 2 emissions: French national inventories based on national energy balance and individual emission declaration (french registry for EU- ETS) 6

Availability and Reliability of data Ind E Most data can be found in the UNFCCC inventories (CRF tables) : - Annex I Parties: annual inventory - Non-annex I Parties: every 2 years (BUR and NC) => not always avaible yet UNFCCC ensures that data are comparable between countries (use of IPCC guidelines) and reliable (annual reviews for annex I Parties/ international consultation and analysis (ICA) for non-annex I Parties) 7

Associated subjects 1) Scope 3 emissions At an international level, CO 2 emissions from scope 3 may be taken into account: - Emissions «contained» in construction materials given the producing country - Emissions for the transport of these materials - Waste management, - Etc. Difficulties to find statistics applicable to the BUILDING sector 9

10 5. Associated subjects 2) Biomass CO 2 emissions from biomass are not considered in combustion categories in UNFCCC inventories. Use of biomass is one of the measures set to reduce CO 2 emissions BUT all impacts should be considered and especially air pollution (local and short terms impacts: PM and black carbon) Integration of GHG and pollutants in the decision process to address short and long terms impacts 10

11 5. Associated subjects 3) Projection of emissions Countries produce estimates of projected emissions (e.g NDCs) based on politics and measures that could be set up. For France, the Building sector is based on a detailed building stock and its thermal characteristics to reconstitute energy consumptions for the RESTER (more details in french Interest for the use of such models in the GABC perspective? 11
