5 Document Information 1 PURPOSE The purpose of this management plan is to provide an overview of environmental monitoring conducted at Drayton, and to demonstrate compliance with condition S5.2 of the Project Approval 06_0202 requiring Drayton to have an. 2 SCOPE This procedure describes the various environmental monitoring requirements for the following environmental aspects: Meteorology; Noise; Air Quality; Blasting Airblast Overpressure and Ground Vibration; Surface water; Groundwater; Rehabilitation; Coal Transport; Greenhouse and Energy Efficiency; Waste; and Spontaneous Combustion. This monitoring program also assists Drayton in maintaining compliance with ISO14001 requirements, the Anglo American Metallurgical Coal SHECMS and the Anglo American (AA plc) Environment Way protocols. Active mining operations ceased at the site in September Monitoring will continue to be conducted as outlined in this document and reported in the Annual Environmental Management Report (AEMR). 7 Ensuring all environmental equipment is calibrated according to equipment specifications and Australian Standards. 4.2 Audit / Review Schedule This monitoring plan is to be reviewed at least every three years or as otherwise directed by the Director-General of DP&E. In accordance with Project Approval (06_0202), Drayton will commission an independent environmental audit to the satisfaction of Director-General of DP&E every three years. The audit will include an assessment of the adequacy of all management and monitoring plans. Where necessary, following the audit, this monitoring plan may be updated and action taken to improve environmental monitoring practices at Drayton. 4.3 Records Management All records of environmental monitoring must be kept on file at the Drayton mine site for the duration of the life of mine. 4.4 Revision Status June 2008 This version supersedes the 2003 Environmental Monitoring Procedure, and was updated per the requirements of the 2008 Project Approval. July 2013 Procedure reviewed and updated to reflect changes in organisational structure at Drayton and regulatory office reference changes February 2016 Procedure reviewed in line with recommendations from the 2015 Independent Environmental Audit conducted by AECOM, and updated with the current monitoring locations, and regulatory office references. June 2017 Minor wording changes and monitoring figure revised to include current ground and surface water monitoring locations. 4.5 References Environmental monitoring at Drayton is conducted in accordance with the following Regulatory and Corporate requirements: The Protection of the Environment Operations Act, 1997 (PoEO Act) administered by the EPA and the associated EPL (1323); Environmental Planning and Assessment Act, 1979 (EP&A Act) administered by the DP&E and associated project approval conditions (PA 06_0202, and DA ); DOC # DRA_12-001_PRO_ Page 7 of 22

14 4.7 Meteorological Monitoring An automatic weather station has been operational at Drayton since Temperature, relative humidity, wind speed, wind direction and rainfall are recorded on a five minute basis, with summaries being obtained hourly and daily. This station is operated in accordance with the requirements of the Approved Methods for the Sampling and Analysis of Air Pollutants in New South Wales (EPA, 2005). 4.8 Noise Drayton has a well-developed noise monitoring program that was established at the commencement of mining operations. This involves a combination of unattended real time monitoring and independent attended monitoring as detailed in the Noise Management Plan. All results from this monitoring are analysed and summarised in the AEMR and presented at the CCC meeting Independent Attended Noise Compliance Monitoring Monitoring is conducted at eight representative residential locations to quantify the overall ambient noise amenity criteria for the site as detailed in Table 1 and shown in Figure 1. This monitoring is conducted by a qualified acoustic consultant. The information obtained in attended monitoring is used to model noise levels at 23 other receivers listed in EPL1323. Results of any independent monitoring assessments are reported in the AEMR. Environment personnel can conduct attended noise monitoring at the request of a resident in the vicinity of Drayton, however this is indicative only and not included in compliance monitoring Real Time Noise Monitoring Real time noise monitoring stations (Barnowls) operate at Lot 9 Antiene and Balmoral Road conducting 24 hour directional noise monitoring. Current information relating to noise emissions is available to key personnel through a website should an enquiry be received. 4.9 Air Quality An Air Quality Management and Monitoring Plan has been in operation at Drayton since This details the monitoring of dust deposition, PM10 and TSP concentrations using a network of dust depositional gauges, TEOM and high volume air samplers Dust Deposition A network of eight dust depositional gauges exist in the Antiene area to assess air quality impacts on the Antiene subdivision, directly to the north of the mine lease and are collected on a monthly basis. These gauges have been in operation for over 20 years and have well established baseline levels to compare current ambient levels with. Dust depositional gauges locations are shown in Figure 1. Monitoring is undertaken per Australian Standard and gauges are collected monthly and analysed for ash, combustible matter and insoluble solids. 15 reported in the AEMR, discussed at the CCC meeting and posted monthly on the Drayton website Total Suspended Particulates A high volume air sampler is used to monitor atmospheric suspended particulate matter having an approximate equivalent aerodynamic diameter of less than 50µm. This sampler has been in operation for several years and has established baseline levels with which to compare current ambient levels. The location of the HVAS is shown in Figure 1. This high volume air sampler is operated for 24hrs on a six day cycle with monitoring undertaken per Australian Standard This information is reported in the AEMR and posted monthly on the Drayton website Particulate Matter PM10 Two TEOMs are used to monitor particulate matter less than 10 µm in size. Their location is shown in Figure 1. These samplers operate on a continuous basis per Australian Standard This information is reported in the AEMR and posted monthly on the Drayton website Proactive and reactive monitoring Drayton maintains 4 E Samplers on site, located to the North, South, East and West of the pit (Figure 1), and an associated weather station. EnviroSuite software is used to provide alerts when: Unfavourable weather conditions are forecast at Drayton; and Real time dust monitors exceed predefined triggers. The E Samplers provide feedback of real time PM10 dust levels to the Drayton operation where employees can monitor the data and make operational decisions based on this real time data Blasting Airblast Overpressure and Ground Vibration A Blasting Management and Monitoring Plan is well established for the site, which includes real-time monitoring of airblast overpressure and ground vibration levels for all blasts. Drayton has been monitoring blasts in excess of 20 years and has an extensive database of airblast and ground vibration results. Ground vibration levels are monitored at the Ash Dam Levee Monitors to comply with NSW Dam Safety Committee requirements. Monitoring locations in relation to residences are shown in Figure 1. These permanent stations have been commissioned to represent levels in the Antiene estate. This information is reported in the AEMR, discussed at the CCC meetings and posted monthly on the Drayton website. In addition, supplementary airblast overpressure and ground vibration monitoring can be undertaken on an as needs basis utilising portable monitors. DOC # DRA_12-001_PRO_ Page 15 of 22

16 4.11 Surface Water A Water Management Plan has been in place at the Project since Monitoring locations are shown in Figure 1, and are monitored for the parameters given in Table 1. This includes monitoring of the ES Void tailings emplacement on a quarterly basis. Surface water quality monitoring and sample collection, storage and transportation are detailed in the Drayton Water Management Plan and undertaken per Australian Standard All analysis is undertaken by a NATA accredited laboratory. The results from the surface water monitoring are discussed in the AEMR Groundwater A groundwater monitoring program has been in place since Monitoring locations are shown in Figure 1, and are monitored for the parameters given in Table 1. Groundwater monitoring and sample collection, storage and transportation are detailed in the Drayton Water Management Plan and undertaken as per Australian Standard Analysis of these samples must be analysed by a certified NATA accredited laboratory. The results from this monitoring are discussed in the AEMR Rehabilitation Rehabilitation performance is monitored on an annual basis to assess vegetation establishment and to determine if there is a need for additional maintenance measures to be implemented. Figure 2 and Table 1 outline the monitoring locations and the parameters monitored. The results of this monitoring is discussed in the AEMR Coal Transport Records are kept regarding annual tonnages and coal tonnages transported from site on an annual basis. This includes recording total number of coal haulage train movements on a daily basis. Information is also received from Mt Arthur Coal regarding train numbers and coal tonnages transported along the Antiene Rail Spur. This information is reported every six months to the DP&E and in the AEMR Greenhouse and Energy Efficiency Anglo is a signatory to the Greenhouse Challenge and as such diesel, electricity and explosives are recorded on a monthly basis from which carbon dioxide (CO 2) equivalent emissions can be calculated. These parameters as well as fugitive gas emissions are reported in compliance with National Greenhouse and Energy Reporting (NGER) requirements. These CO 2 equivalent greenhouse gas emissions will be reported in the AEMR Waste Waste generation has been recorded at Drayton for several years and requirements are detailed in Drayton s Waste, Overburden and Hazardous Materials Management Plan. This practise shall continue, with any waste products removed from site being recorded and reported in the AEMR. DOC # DRA_12-001_PRO_ Page 16 of 22

17 4.17 Spontaneous Combustion An Open Cut Examiner inspects the mining area on a daily basis and observes for the presence of spontaneous combustion outbreaks. Spontaneous combustion is monitored on a monthly basis as outlined in the Drayton Spontaneous Combustion Management Plan. This monthly monitoring is a visual assessment of areas supported by the use of a thermal imaging camera. Monthly maps of areas affected are reported to the EPA, with six monthly reports of remediated areas also being provided QA / QC Monitoring instructions exist for the following monitoring requirements: Barn Owl (Noise) Data; Fallout (Depositional) Dust Monitoring; Groundwater Monitoring; Surface Water Monitoring; and TEOM (PM10). The procedures to be followed for other monitoring are contained within the relevant management plan. All samples to be sent to a NATA lab for analysis are accompanied by a Chain of Custody form. These are saved in the Drayton Environment filing system for future reference. All data received from the laboratory is uploaded into Envirosys, and filed electronically in the Drayton Environment filing system. Other data is managed as outlined in the relevant management plan Reporting Drayton prepares an AEMR that consolidates all environmental monitoring and reporting as required by this monitoring plan and referenced management Plans, the Project Approval Conditions and EPL1323. A copy of this management plan is made available to Drayton s Community Consultative Committee (CCC). In addition, the management plan is publicly available on Drayton s website: In accordance with the Project Approval conditions and EPL requirements, a summary of the environmental monitoring results are made publicly available on the website and are updated monthly Statutory Requirements This plan has been developed in accordance with the requirements of the NSW DP&E for the Drayton Mine Extension (06_0202) issued in Conditions regarding Environmental Monitoring Program are as follows: DOC # DRA_12-001_PRO_ Page 17 of 22
