4 1.0 INTRODUCTION 1.1 Overview This report presents the results of environmental monitoring activities undertaken for the Port Botany Redevelopment Knuckle Project ( the Project ) for the reporting period of. As per the requirements of the Ministers Conditions of Approval (MCoA), granted 13 October 2005, and subsequent Modifications, Project monitoring is required for the following: Dust; Noise; Water quality; and Bird hazard. No environmental complaints have been received this month in relation to the Project activities. 1.2 Construction Activities The following construction activities have been undertaken on site during this reporting period (): Earthworks In-situ stabilisation Cement treated crushed rock (CTCR) placement Post Tension (PT) slab placement Gross pollutant trap (GPT) backfilling and sheet pile removal; Electrical conduit and pit installation Stormwater drainage, including: o Stormwater pipe and pit installation o Trench drain installation, backfilling and Ag Line installation Light tower foundations 1.3 Management Approach The dust and noise data presented for this reporting period has been made available by Laing O Rourke, contractor for the Sydney International Container Terminals Limited (SICTL) activities that form part of the overall Port Botany Expansion works. It is considered that this approach facilitates improved levels of coordination and response between all parties working under the same obligations on the Port Botany Expansion works. All other data provided in this report is generated by McConnell Dowell. 2.0 DUST MONITORING AND AIR QUALITY 2.1 Overview Dust Deposition Gauges Four dust deposition gauges are installed in areas surrounding the Port Botany Expansion. Dust deposition results for have yet to be received from the laboratory. As such, November 2013 dust deposition gauge results are reported in Appendix A. Results received for the deposition gauges for October were within EPA guidelines for Total Insoluble Matter apart from the gauge located in the Upper Penrhyn Estuary; this gauge returned a value of 5.1 g/m 2 /month for Total Insoluble Matter, representing an exceedence of the guideline of 4 MCCONNELL DOWELL CORPORATION PAGE 4 OF 13

5 g/m 2 /month. This represents the second exceedence of the criteria, following the results reported at the same location for October. It is noted from the results presented in Appendix A that a high ash content of 4.1 g/m 2 /month was reported for the Penrhyn Estuary dust gauge as a component of the overall 5.1 g/m 2 /month recorded for Total Insoluble Matter. Given that ash content has been consistently reported from a low of 0.6 g/m 2 /month for April to 1.2 g/m 2 /month for October, it is considered that this is the single largest contributor to the exceedence noted above. Further, as the Knuckle works did not undertake activities with the potential for the generation of ash over this period, this exceedence is not considered to be a direct consequence of the project and its activities Real Time PM10 Monitor As part of the construction works monitoring programme, a real-time dust monitor is installed at the Botany Golf Club for monitoring of PM 10 particulate matter. The results indicate no exceedences of Project or EPA criteria during the reporting period. No external dust complaints have been received by the Project for this reporting period. PM 10 results are illustrated graphically in Appendix A. 3.0 NOISE MONITORING 3.1 Overview Noise monitoring locations are based on the noise-sensitive receptors detailed in the Port Botany Expansion Environmental Impact Statement. These locations have been approved as suitable for monthly monitoring associated with the Project construction activities and are presented in Appendix B. Attended noise measurements were carried out for a period of 15 minutes at each location. During the monitoring event, observations were made on the weather as well as the surrounding noise sources and environment. 3.2 Day Time Noise Monitoring The Interim Construction Noise Guideline (2009, DECCW) sets out management levels for noise at residences and how they are to be applied. This guideline has been used in conjunction with the project Environmental Impact Statement to determine noise goals for the project. Noise measurements were undertaken on 3. Activties undertaken on this date include: Preparations for a concrete pour; stormwater pipe and pit installation; installation of trench drains; back fill of Gross Pollutant Trap (GPT) 2; and hydraulic and communications installation; and ground stabilisation activities. Recorded LAeq levels exceeded the noise criteria for the project at five of the six monitoring locations on 3 : 14 The Esplanade; 34 Dent Street; 42 Jenning Street; 74 Australia Avenue; and 73 Wassell Street. However, at each monitoring location extraneous, non-project related noises were noted as the dominant noise sources. These noise sources included road traffic, both local and main, aircraft noise, park noise and local industry. In consideration of the type of work activities undertaken on site on 3 December, and the influence of non-project related noise sources, it is concluded that the Project did not contribute to any audibility experienced at the noise sensitive areas during the monitoring period. 6 3.3 Night Time Noise Monitoring During the reporting period minor works have been undertaken outside of standard construction hours. These works have taken place between the hours of 6pm and 6am and have involved the following: Earthworks In-situ stabilisation Cement treated crushed rock (CTCR) blending, placement, rolling, trim and cover Laying bedding sand Concrete deliveries and pours Rumble grid maintenance and clean out As a precautionary measure, a noise impact assessment was undertaken in order to confirm that the works would not result in audible noise at the closest sensitive receptor. The noise impact assessment was undertaken in consideration of worst case scenario conditions, including worst case meteorological conditions. The assessment found that noise generated by the works would be inaudible during any time at the closest noise receptors. As such, there is no requirement to proceed to the Department of Planning and Infrastructure for approval. McConnell Dowell will continue to monitor these activities to ensure no audible noise generation at the closest residential receptors to the Project. 4.0 SOIL AND WATER QUALITY MONITORING 4.1 Overview The Project monitors ph, turbidity and visible oil and grease where off-site water discharge is undertaken. Other contaminants may be tested for in areas of concern if the presence of contamination is observed. 4.2 Water Monitoring Water monitoring has been undertaken during December for off-site discharge undertaken during dewatering activities associated with stormwater drainage installation, electrical pit installation and gross pollutant trap (GPT) installation. During the reporting period, all discharges from site were monitored three times daily, as a general rule. All discharge results have been compliant with the discharge criteria set in the project Environmental Impact Statement. Dewatering results are summarised in Appendix C. It should be noted that Appendix C illustrates the highest turbidity readings (worst case) recorded during each sampling period, with corresponding ph readings. 5.0 BIRD HAZARD MONITORING 5.1 Overview In line with Project requirements, bird hazard issues will continue to be monitored and managed appropriately for the duration of the construction phase. Checks are conducted each day in order to determine whether birds are attracted to the site to roost or feed. The weekly environmental inspection also includes a section on bird hazard observations. 5.2 Discussion There are no permanent pools of water on site that require management for bird hazard issues.
