Sector New Orleans Geographic Response Plan Process
What is the Geographic Response Plan The Immediate Response Plan (23:47 plan) Identifies the most sensitive areas needing protection Defines key tactical response strategies Includes map products and supporting documents Estimates resource needs Schedule Workshops
GRP Development Process 1. Introduce the process and invite Stakeholders 2. Schedule and conduct individual Parish Workshops (usually 1 day per parish) 3. Consolidate information gathered during the Workshops 4. Generate draft GRPs for review and comment 5. Publish approved GRPs 15
GRP Workshop Objectives Identify Critical Sites by Parishes - Based upon lessons learned Involve Key Stakeholder Environmental, Wildlife, and Cultural - Federal, State, and Local Capture Oil Spill Sensitive Sites - Review of existing sites, identification of new or missing sites within the current plan, and prioritization Protection & Booming Strategies - Review and update strategies and evaluation of sensitive sites

A Matter of Perspective
Types of Areas Sensitive Area Objective & Quantitative Science Based Data Driven Analytic Approach Priority Areas Subjective & Qualitative Stakeholder Based Resource Managers Consensus Environmental Economic Historical Cultural
Setting Protection Priorities What can we do within 48 hrs? What is reasonably protectable? Trade Offs What is important (and to whom)? What are the ecological impacts? What are the economic impacts? What are the cultural impacts?
GRP Priorities Priority A Public drinking water intakes Industrial water intakes with public health and safety impacts Primary tidal inlets that are protectable Secondary inlets that connect to extensive sensitive areas Wash-overs and low areas where oil can enter sensitive habitats Exceptional/Highly sensitive wetlands with high biodiversity site Important Bird Areas
GRP Priorities Priority B Exceptional Oyster beds Seagrass Beds <1m H20 High use recreational sites Important Industrial Areas Other water intakes Cultural/Historical sites Priority C Small tidal channels Sheltered tidal flats Seagrass beds >1m H20 Aquaculture sites Wetland restoration areas Other industrial areas Areas identified by local authorities not previously noted in Priority A or B
TODAY S ACTIVITIES LOGISTICS All need to sign in All need to use Stakeholder Quad Checklist This is a living document to be maintained indefinitely Your long-term participation is critical THANK YOU ALL FOR COMING TODAY AND SUPPORTING THIS EFFORT
PRESENTATION TOPICS Geographic Response Plans Background: Oil Spill ACP & GRPs Process Development & Objectives The Road Blocks: Technical & Procedural The Phased Approach The Maps & Documents The Future Summary
The Road Blocks: Technical & Procedural GRP Process Formulation: Initially the subcommittee devised a workflow that included identifying sites with a tactical strategy assigned (dots & strategies). This workflow achieved less than desirable results. Tactical strategy scenarios suggested A new approach was proposed....with objections.
