5 what is it like? Over 2,220 mi long Existence since the last ice age. 3 rd largest river basin in the world, behind only the Amazon and Congo Draining 1,245,000 square miles All water between the Appalachians in the East and the Rockies in the West eventually flows into the Mississippi River. Lower Miss extends from Cairo, IL to Head of Passes, LA, about 954 mi. Upper Miss extends from Cairo, IL to Minneapolis, MN, about 866 mi. 41% of U.S. drainage flows through the body of the nation
6 so how did we land this gig? History: Early 1800s - forests of trees spread out across the Mississippi River s banks. At that time, the Mississippi River was narrow and deep The Louisiana Purchase, settlements along the Mississippi, such as St. Louis, Mo. 1817, the first steamboat arrived in St. Louis, the Zebulon M. Pike. The population of St. Louis and other river cities soared, and steamboat arrivals followed suit. From just 3 arrivals in 1817 to more than 3,600 arrivals in 1858, steamboats had turned the Mississippi River into a marine superhighway. Lewis and Clark 1804 Zebulon M. 7 so how did we land this gig? History: Rich timber resources which lined the banks were used to build rapidly expanding settlements, cleared for agricultural purposes, fuel and steamboats. As the timber vanished, the river banks became less stable and rapidly deteriorated. The river widened as the less stable banks crumbled and fell. Trees were thrust into the river impending navigation, and the congestion of the river traffic combined to make navigation difficult and steamboat travel dangerous. Many lives and vessels were lost.

History: By the later 1800 s, the condition of the river had reached disastrous proportions Congress directed the Corps of Engineers to establish a safe/dependable navigation channel. St. Louis District maintains a 9-foot, 300-ft wide navigation channel on 300 miles of the Mississippi, the lower 80 miles on the Illinois and 36 miles on the lower Kaskaskia. Overall more than 12,000 miles of commercially active waterway is maintained by the Corps of Engineers. 34 Navigation FY 18 Outlook DREDGING Our Dredge programing, particularly on the open river, is difficult to predict with changing river conditions. Annually we plan to dredge 3-5M cubic yards as a normal dredge season July through December. Last dredge season we moved 3.8M cubic yards at a total cost of $17.8M REGULATING WORKS River Training Structures use the energy of the water to predictably move sediment, with a high benefit to cost ratio thru reduction of dredging. Continue with construction on contracts awarded in late FY16, Dogtooth Bend Phase 6 and Grand Tower Phase 5. Supplemental Environmental Impact Statement finalized August 2017, Record of Decision Signed Rock removal under contract pending optimum river stage LOCK CLOSURES Mel Price Main Lock Jan-Mar 2018 for replacement of control system, inspection of lift gate. Locks 27: TBD, repairs to liftgate counterweight baskets Costello Lock: June 2018, 14 days to dewater, repair foundation relief system 12 % ROCK REMOVAL
35 Lock Modernization Vision: Long-term sustainability of the economic uses and ecological integrity of the Upper Mississippi River System NESP (Navigation/Ecosystem Sustainability Program) The Upper Mississippi River System is a nationally significant ecosystem and commercial navigation system, connecting the heartland of America to the world. Much of the current infrastructure is 80+ years old and is the cause of significant delays New 1,200-foot lock chambers at LaGrange, Peoria, Locks 20, 21, 22, 24, & 25 will: Increases capacity and efficiency Provide redundancy at key points in the system Improve safety Ecosystem Improvements will: Reduce threat/degradation aquatic species Protect habitat Authorized WRDA 2007 at $4.2 billion Navigation $2.4 billion (50% Federal / 50% IWTF) - Seven 1200-ft locks Ecosystem $1.8 billion projects to preserve & enhance ecosystem; Supported by many diverse organizations Over $60M has been spent on planning and design. No construction funding to date. With Olmsted nearing completion, project could be re-started. New 1200 Lock Location
