3 WATE R THE DANUBE WATER PROJECT The Danube WATER - Integrated Management of the River Danube - is classified as a strategic project designed to implement both the Danube Strategy, as well as the RomanianBulgarian Cross Border Development Programme. This project is aimed at Romania and Bulgaria's modernizing and developing of the integrated programme for qualitative and quantitative measurements throughout the common segment of the River Danube through: an improved monitoring of the Danube floodplain waters that belong to the river as well as to the aquifer with which it exchanges water, and downstream from the main users, i.e. the Kozlodui and Cernavodă nuclear power plants, and the Serbian and Romanian oil extraction and processing fields; the purchasing of two water quality monitoring vessels, in order to provide swift intervention in case of major oil pollution of the Danube; making available each partner's results from its determinations (each country being thus able to reduce its hydrological measurements programme); coordinating the working and data processing methodologies of both countries.
4 General data of the project The WATER Project is financed from the European Regional Development Fund (ERDF) through the Romania-Bulgaria Cross-Border Cooperation Programme; The total value of the project is EUR 13,751, The project was submitted under Priority Axis 2: Environment - Sustainable use and protection of natural and environmental resources and the promotion of an efficient risk management in the cross border region, Major Intervention Field 2.1 Development of common management systems for environmental protection; There are 13 project partners, of which 8 are Romanian; Eligible area: seven Romanian counties - Mehedinţi, Dolj, Olt, Teleorman, Giurgiu, Călăraşi, Constanţa, and nine Bulgarian districts - Vidin, Vratsa, Montana, Pleven, Veliko Tarnovo, Ruse, Silistra, Dobrich, and Razgrad; The leading partner is the Romanian Ministry of Environment and Climate Change (MECC) - Department for Waters, Forests, and Pisciculture; ROMANIAN WATERS National Administration is the second partner and provides cofinancing in sum of EUR 6.22 million; Cofinancing method: from the State budget through MECC and from the own sources of the Romanian Waters National Administration;
5 Objectives of the project Danube Water Common methodologies and standards for monitoring the water between the two countries, Romania and Bulgaria; Common databases, with interfaces for data exchange, including exchange with the general public, as requested by the INSPIRE Directive; Modern facilities, compatible with those of EU states; Modernizing and harmonization of the qualitative monitoring and laboratories of the two countries; Warning systems for floods, low water levels, accidental pollution, for the border region authorities; Raising public awareness through information campaigns on environmental protection and management in the cross border area; Geo-portal for real time data and information exchange

7 SPECIFIC OBJECTIVES OF THE PROJECT - To increase the swift intervention capacity, in case of overflows (so as to protect Danube Delta's UNESCO-RAMSAR Reserve). - To improve the monitoring networks used in the qualitative and quantitative evaluation of the Danube River in accordance with the requirements of the WMO (World Meteorological Organization), Danube River Protection Convention, as well as in implementing the Water Framework Directive. - To facilitate information access and dissemination in case of common interest situations occurring in the area. - To promote the sustainability of the intrinsic value of the area's natural resources through a rational exploitation of the natural resources and an effective environmental protection. STRATEGIC AIMS The project will ensure the implementation of the Development Strategy of Danube Basin, being one of the strategic projects that will contribute to the improvement of the quality of the Danube water and the development of a common Danube water management strategy in the downstream area. The project will facilitate the common development of the cooperation area, through the sustainable use of human, natural and environmental resources, as well as other available resources. The project will use the common input by people, communities and economic sectors in the Romanian-Bulgarian cross border area.
8 Activity 1 Adopting the EU standards and contributions for the implementation of the legislation on data collection, processing and analysis Activity 3 Procurement of the necessary equipment Activity 2 Implementing the Water Framework Directive (2000/60/EC) through a performance programme for the monitoring of the condition of the Danube's water Activity 4 Harmonizing the Romanian and Bulgarian monitoring methodologies, Activity 5 Inter-calibration of regional water quality laboratories in accordance with the DCA Implementation - procurement of adequate equipment, materials and consumables Activity 7 Improving the prognosis methods through the development of a common model, and the warning methods by an increased accuracy and reliability, based on modern means of communication between the 2 countries Activity 6 Comparable geodesic systems for water phases and reference points so as to monitor water levels Activity 8 Training of the personnel in order for it to use new equipment and software applications for quality monitoring and diagnosis Activity 9 Increasing the institutional capacity of Agencies, Ministries National Institutes
9 Activity 10 Spatial analysis for the identification of optimal areas for water accumulation, aquifer reloading and creation of the humid areas dedicated to the fishery and ecotourism activities Activity 12 Developing new technologies to process waste water and treat radioactively contaminated liquid organic waste originating from nuclear power plants Activity 11 Guiding principles for the management of the shallow waters of both countries in order to prevent droughts in the Danube floodplains; integrated use of reservoirs and protected humid areas Activity 13 Information dissemination mechanism for the regional development of the border area Activity 14 New cross border collaboration procedures established as a result of faster links and information exchanges between the relevant Romanian and Bulgarian authorities by creation of a geo-portal Activity 15 Detailed analysis of the underground water in the RO-BG border area Activity 16 Management of the project Activity 17 Information and publicity Activity 18 External audit
10 Procured equipment and services Inflatable dykes and accessories; Backhoes for emergency situations; Water level and temperature monitoring system with GPRS transmission; A hydrographic vessel fitted with modern equipment; An autonomous underwater vehicle; ADCP equipment; Current meters; Rehabilitation of bores in the hydrogeological network; Drilling sensors with GPRS transmission; Topometric equipment; GPS systems; Equipment, accessories and consumables for qualitative analysis; IT equipment; Software for the IT equipment, and specialized software for data analysis, processing and modelling; Development of an integrated IT system; Boat with boat trailer; Automotive laboratory.
11 EcoMapper - Autonomous Underwater Vehicle EcoMapper is an autonomous underwater vehicle designed to collect bathymetric and water quality data. The submarine-shaped vehicle follows the programmed route and collects bathymetric and water quality data on the established route, at a frequency of one set of data for each second Applications of the AUV equipment - EcoMapper: - bathymetric mapping; - studies on the measured quality parameters; - nonpoint source studies; - source point dispersion mapping; - mapping of heat dissipation in cooling water discharge; - shallow water mapping. River Surveyor M9 The ADCP River Surveyor M9 equipment is a system designed to accurately measure discharges on improved or unimproved watercourses, perform riverbed profiles, riverbed velocity profiles, as well as cross-sectional average velocity in real time. It may be used either in motion (crossing the riverbed), or motionless (to measure some vertical columns selected in the cross section). Applications of the ADCP equipment: - Discharge measurements in watercourses more than 0.8 m deep; - Performance of transversal profiles in river cross sections; - Bathymetric mapping (needs additional software and hardware - HydroSurveyor and sound velocity profiler in water columns); - Determination of bedload transport
12 UV-VIS Spectrophotometer The equipment is used for monitoring the main water pollutants. Double beam spectrophotometer with fixed spectral resolution - concomitant sample and reference measurement. Gas chromatograph with headspace system and FID NPD detector The equipment is used for determining the total hydrocarbon index (HTP), the monocyclic aromatic hydrocarbon index (BTEX), as well as the index of other volatile and semivolatile organic substances from surface and waste water samples. Atomic absorption spectrometer with flame and graphite furnace The equipment is used for monitoring heavy metals in water in accordance with the legislative requirements in force (Government Decision 1038/2010).
