2 POLLUTION REDUCTION PLAN (PRP) PLUM BOROUGH, PA INTRODUCTION: The purpose of this Pollution Reduction Plan (PRP) is to develop a strategy to decrease the amount of harmful sediment and nutrients going into impaired streams from Plum Borough stormwater discharges. Stormwater discharge can be produced by many different ways including outfalls, roadway runoff, swales, roof drains from structures, sheet flow into streams and other things of that nature. A PRP for Plum Borough is required by the DEP in conjunction with the Municipal Separate Storm Sewer System (MS4) program and General Permit requirements. 3 SECTION B MAPPING Plum Borough was analyzed using GIS software and information provided by the DEP to determine the urban areas of Plum Borough. Out of the 18,560 acres that makes up Plum Borough, 11,114 acres are considered urban areas. The urban areas of Plum Borough are illustrated in the picture below (PIC #1). Out of the 11,114 acres of urban areas, 1,062 acres are considered to be impervious and 10,052 acres are pervious. In the appendix (A) is an overall PRP map of Plum Borough that goes into greater detail of the different aspects of this report. The HUC 12 (Subwatersheds) that were considered in this report are Plum Creek, Haymakers Run Turtle Creek, and Thompson Run due to the fact these sub watersheds are within Plum Borough limits and within the urban area. These subwatersheds were separated into three different PRP s (#1, #2 & #3 respectively) within this report. Pucketa Creek was not considered in the report because only 5 acres are within the urban area of Plum. Allegheny River watershed was also not considered because no urban area of Plum runs to an impaired stream of the Allegheny River watershed. PIC #1 2 P age

4 SECTION C POLLUTANTS OF CONCERN Based on the DEP s Developed Land Loading Rates for PA Counties, Plum s current loading rates were calculated. Loading rates are split into three different categories which include TN (Total Nitrogen), TP (Total Phosphorus) & TSS (Total Suspended Solids). Per DEP guidelines, only the TP and TSS reduction were considered in the PRPs. The table below (TABLE #1) displays an overview of the Plum Borough system as a whole and demonstrates how the loading rates and required reductions were calculated: TABLE #1 As per DEP guidelines, Plum Borough s PRPs were developed for impaired waters (Appendix E). The pollutant(s) are based on the impairment listing as provided in the MS4 Requirements Table (TABLE #2, shown below). If the impairment is based on nutrients a minimum 5% TP reduction is required. If the impairment is due to both siltation and nutrients, both sediment (10% reduction) and TP (5% reduction) must be addressed. PRP s may use a presumptive approach in which it is assumed that a 10% sediment reduction will also accomplish a 5% TP reduction. However, MS4s may not presume that a reduction in nutrients will accomplish a commensurate reduction in sediment. In the Plum Boro MS4 Requirement table above, the HUC 12 name, Impaired Downstream Waters or Applicable TMDL Name and Requirements are highlighted in yellow to indicate what areas were considered for the reduction requirements in the PRP s. 3 Page

5 SECTION D DETERMINE EXISTING LOADING FOR POLLUTANTS OF CONCERN Based upon the information shown in TABLE #1 and using the DEP simplified method, the required reductions were applied to all three subwatershed based upon their areas. The calculations for the reductions within each subwatershed is shown below in TABLE #3. TABLE #3 4 P age

6 SECTION E BMPS TO ACHIEVE THE MINIMUM REQUIRED REDUCTIONS IN POLLUTANT LOADING Plum Borough has many existing structural BMPs that were implemented prior to development of the PRP that can be credited toward reducing loading estimates. As per DEP instructions, if the sediment is reduced by 10% then sufficient reduction requirements for Phosphorus and Nitrogen are met as well. The remainder of the report focuses on accomplishing the 10% reduction strictly in sediment (TSS). The BMPs and their existing Load reductions are listed below (TABLE #4a, 4b & 4c) and shown on the overall map in the appendix for each watershed PRP. 9 The table below shows the updated loading calculations from TABLE #3 factoring in the load reductions from Plum s existing BMPs (TABLE# 4A, 4B & 4C). TABLE #5: Updated Loading Estimate for Plum Borough 8 P age

10 As demonstrated in the table above the only watershed that the existing sediment reduction is not met is the Turtle Creek Watershed. A reduction of 28,688 lbs per year must be planned for in the Turtle Creek Watershed to reduce loads within the next 5 years. The portion of the Turtle Creek Watershed within Plum Borough encompasses mostly the Holiday Park area. Holiday Park is one of the oldest developed sections of Plum Borough and was constructed before BMPs were strictly enforced. It is believed that the lack of BMPs originally constructed is the reason why the 10% reduction of sediments are not met. Areas within the Turtle Creek watershed were investigated for potential locations of new or retrofitted BMPs that could be constructed to reduce the sediment loads. The following table (TABLE #6) illustrates the proposed BMPs from our study in order to meet the required reductions. TABLE #6 Proposed Turtle Creek BMPs to Reduce TSS Loading: As shown in the table above the four proposed BMPs to reduce the load is estimated at 41, lbs/year which is 13, lbs/year over the required 10% reduction. The plan for the O Block Rd Flood Control project, which includes both BMP #1 & #2 improvements from TABLE #6 above, is attached to this report. This project will involve increasing the runoff volume capacity of the pond, eliminating a direct outfall into the stream by rerouting it into the pond then and then stabilizing the stream bank near the pond. Over the next 5 years, Plum Borough plans to increase the amount of road sweeping and storm sewer solids removal along Plum roads running parallel to the impaired streams within the Turtle Creek watershed as well as Plum Creek and Thompson watersheds. These Plum roads that are to be focused more on are indicated on the Overall Plum PRP Map in the Appendix. By accomplishing these four BMPs above and focusing more on road sweeping and solid removal on the roads described above, Plum will be able to meet the sediment removal regulations and increase the overall quality of its streams. 9 P age

11 SECTION F IDENTIFY FUNDING MECHANISMS The proposed O Block Rd Flood Control project, which includes both BMP #1 & #2 improvements has been funded by a grant from the Allegheny County Economic Development, Community Infrastructure & Tourism Fund. Plum Borough is receiving $100, from the grant which was approved in May of The increase of road sweeping and inlet solid removals will come out of the Public Works General Construction fund as well as the Operation and Maintenance of all of the existing Structural BMPs. SECTION G RESPONSIBLE PARTIES FOR OPERATION AND MAINTENANCE (O&M) OF BMPs The Plum Borough Public Works Department has always maintained the existing BMPs in Plum by removing solids and debris away from their structures and repairing anything wrong with how the BMPs operate. The BMPs are inspected several times a year to ensure this and addressed accordingly. Also, the Public Works department as implemented a complaint program which has made the response time faster when trying to determine if a BMP has malfunctioned. On September 16 of 2016 the DEP inspected the Plum Borough MS4 program which included how the existing BMPs were Operated and Maintained. The DEP representative was very pleased with the operation and maintenance of the BMPs. He did however instruct Plum to cut down large amount of vegetation from the banks and removing trees growing within and around the ponds. After the inspection, the Plum Public Works Department began doing so and implemented a log and tracking system to ensure the BMPs were well maintained every year per DEP regulations. 10 P age
