Backup Power Ten States Standards and Ohio EPA Ten States Standards Section Dedicated standby power shall be required by the reviewing authority so that water may be treated and/or pumped to the distribution system during power outages to meet the average day demand. Alternatives to dedicated standby power may be considered by the reviewing authority with proper justification. Ohio EPA System Depressurization - Any disruption of a water distribution system that results in a loss of continuous positive pressure of at least twenty pounds per square inch gauge at ground level at any point in the distribution system may allow contaminants to enter the system. 9

Backup Power Alternatives Separate Utility Substations Engine Driven Pumps Portable Roll-up Generators Permanent Stand-by Generators - Diesel - Natural Gas - Propane Exterior vs Interior Generators - Space within Existing Building - Interior Intake and Exhaust - Sound Attenuation Enclosure What to Power? - Entire Plant - Certain Equipment, Pumps, etc. 10

Two Services First Energy & Painesville Municipal Power Main Plant Raw Building 11

Electrical Service Outage at the Plant in kW Generator at Main First Outage - About 10 hours - Utilized a County Generator to Pump from Clearwell Second Outage - One Week Later - Utilize Generator Again Maintained System Pressure - During Each Outage - Ran Pump at Slow Speed - No Violations Realization that change was needed - Within a month, two generators were rented 200kW Generator at Raw 12

Lake Country decides to create a project, hires AECOM The Project would include: Designing permanent back-up generator(s) for the Main and Raw Buildings Consultation with plant personnel. Review of existing drawings. Survey of existing conditions Determination of existing Main and Raw Building electrical loads. A Memo/Report describing the existing conditions, proposed solutions and line item cost summaries. Presentation to the County Sanitary Engineer to determine what scope would be included in the Construction Documents. Develop Construction Drawings and Specifications. Review all submitted Bids, offer recommendation. Submittal review On site inspection services throughout construction. Punch lists 13

The Bacon Road Treatment Plant Emergency Back up Power Project, The Memo/Report Description of existing conditions Assumptions, Clarifications, Comments Four Generator Alternatives Replacement of the 30+ year old Main Electrical Service Panels at both buildings. Other Items included in Memo: - Replacement of direct buried service cables from Main to Raw building - Adding a low voltage duct bank from Main To Raw building Life Safety System analysis Cost summary Main Plant MDP Raw Building MDP 14

The Four (4) Generator Alternatives Alternative #1: One Generator at the Main Building for both the Main and Raw Buildings Alternative #2: One Generator at Main Building, One Generator at Raw Building Alternative #3: Multiple Generators at Main Building for both the Main and Raw Buildings Alternative #4: Multiple Generators at Both Buildings 15

Generator Alternative #1 Alternative #1: One Generator at the Main Building for both the Main and Raw Buildings - Not recommended due to reliance on the direct buried service feeders. - A 750kW generator is almost twice the cost of a 500kW. Raw Water Pump Station Main Plant 16

Generator Alternative #2 Alternative #2: One Generator at Main Building, One Generator at Raw Building - The recommended alternate, was the least costly - Followed, recommended design practice to have standby generator close to load Raw Water Pump Station Main Plant 17

Generator Alternative #3 Alternative #3: Multiple Generators at Main Building for both the Main and Raw Buildings - Not recommended due to reliance on the direct buried service feeders. - Level of redundancy more than required by Lake County Raw Water Pump Station Main Plant 18

Generator Alternative #4 Alternative #4: Multiple Generators at Both Buildings - Level of redundancy more than required by Lake County Raw Water Pump Station Main Plant 19

Creating Construction Documents of Alternate #2 Lake County determined that one generator sized to provide all loads in each of the buildings was sufficient. Updated order of magnitude cost estimate. Phasing of Construction (need for Temporary Switchboards) Replacement Main Service Panels located in same location as existing. New outbuilding needed to house: - Automatic Transfer Switch - Main Service Entrance Switch The project is currently under construction. Lake County has hired AECOM to perform the same work at their Aquarius WTP. 20
