4 Energy policy The energy policy reflects the state s commitments to pursue the energy independence agenda. The first objective is anchored on the effective implementation of the following goals: (a) accelerating exploration; development and utilization of indigenous energy resources;
5 Energy Policy (2) (b) intensifying renewable energy resource development; (c) increasing the use of alternative fuels; and, (d) enhancing energy efficiency and conservation.
6 Energy framework Philippine Energy Plan (PEP) Formulated by the Department of Energy (DoE), the PEP is the government s medium-term plan for to alleviate poverty including bridging the urban/rural divide. One component is the rural electrification program, which had an objective of attaining 100% electrification by 2008 and 90% household electrification by 2017.
7 Philippine Energy Plan (PEP) Part of the PEP is also focused on renewable energy projects in wind, solar, ocean energy, mini-hydro and biomass. The plan identifies at least six projects that will provide an additional 1,000 MW for the Luzon grid that includes a 25 MW wind farm by the NorthWind Development Corporation, a subsidiary of state-owned Philippine National Oil Company.
8 Philippine Energy Plan (PEP) It also identifies the 345 MW San Roque hydropower plant in Pangasinan. In the Visayas and Mindanao, committed projects include the 40 MW Northern Negros geothermal power plant by Negros Occidental and a 200 MW coal-fired plant in Northern Mindanao

20 PRR-1 Hazards Characterization IAEA provided technical advice, training and some equipment DOST supported the establishment of a Decommissioning Plan with a Grant-in- Aid (GIA). IAEA assistance began in 2005 and DOST-GIA assistance began in 2007.
21 Nuclear Power Development The development of the country s nuclear power program is now vested under a governmental ad-hoc committee. By virtue of an inter-departmental order between DOE and DOST, this Inter-agency Core Group on Nuclear Energy was created. Its prime objective is the development, management, setting-up of policies and strategies which will involve nuclear power generation. Part of their mandates is the feasibility study for the possible re-operation of BNPP.
22 Nuclear HRD Program Under the Inter-Agency Core Group on the Study of Nuclear Power as a Long Term Energy Option for the Philippines, an HRD Plan for Nuclear Power is being prepared. In the Philippine Energy Plan, nuclear power is an option by 2025 in a low carbon scenario.
23 National Strategy of HRD in the Nuclear Field Strengthen local training conducted by the Nuclear Training Center of the Philippine Nuclear Research Institute (PNRI) Enhance nuclear S&T education in schools and universities; initially, send students abroad HRD through international cooperation HRD through the program of DOST to encourage Filipino scientists abroad to return for short periods
24 Energy debates The latest review of the PEP, covering the period , has been submitted in March 2010 by the Department of Energy. The country is once again looking towards nuclear power as an alternative fuel source, and will examine the potential use of the technology.
