Columbia Basin Trust Communities Adapting to Climate Change Initiative (CACCI) - The Ball is Rolling!!! Presented by: Jeff Zukiwsky Community Projects Liaison
Key Messages 1) CACCI is an innovative and successful model of community based climate adaptation planning 2) Getting started on climate adaptation can be simple and cost effective. 3) Mainstreaming into existing planning, policy, and operations is important. 2
Columbia Basin Trust Region 3
CACCI Background Project Partners: Pacific Climate Impacts Consortium (PCIC) Climate trends and projections Advisory Committee: Strategic advise and direction CACCI Team: Coordinator Community Liaison Communications/ outreach Communicating climate science Climate Adaptation Planning Support Communities in the Columbia Basin Technical Support Team (TST): Technical support to CACCI team and communities 4
CACCI Background PCIC provided climate trends and projections for the Basin Outreach to communities on climate science T I M E Phase 1: 2008 Kimberley and Elkford pilot projects Learning Network: 15 local governments + 3 regional districts Phase 2: Rossland, Castlegar and Kaslo/RDCK Area D local projects Think Tank to consolidate learning and develop phase 3 5
Phase 1 and 2 Success Elkford - OCP update with integration of climate adaptation strategy, UNFCC recognition Kaslo/RDCK Area D Realization of potential water supply shortage = need to monitor stream flows Castlegar Prioritization of vulnerable infrastructure using Public Infrastructure Engineering Vulnerability Committee Protocol (PIEVC) Rossland Watershed management, wildfire protection plan, Rossland Energy Diet Kimberley Partnership with UBC Collaborative for Advanced Landscape Planning (CALP) visuals increased understanding of future fire risks and community support for wildfire fuel reduction 6
CACCI Phase 3 1. Implementation support for Phase 1 and 2 communities 2. Engagement of new communities in adaptation planning One-day workshops in Sparwood, RDEK, Revelstoke 3. Provision of credible and current information climate change science 7
Phase 3 Workshops 8
Step 1: Local Observations What changes have you observed in your community that might be related to climate change? 9
Step 2: Local Impacts (current) How has your community been affected by weather events and climate in the past? Prominent themes: Winter recreation Wildfires Water supply Water quality Flooding Infrastructure Stormwater Management 10
Step 3: Climate Science 11
Step 4: Local Impacts (future) What are the priority impacts of climate change? 12
Step 5: Potential Actions Develop actions to mitigate priority risks What are we doing already to address the risk? Should current actions be improved? What additional action is needed? 13
Step 5: Potential Actions 14
Step 6: Action Plan Top 3 Risks / Top 3 Actions Priority Risks Wildfires Water Availability and Quality Tourism / Recreation Priority Actions Implement Community Wildfire Protection Plan Establish Firesmart bylaws (Building Regulation and new DPAs) Enhance water conservation efforts Map and analyze quality and quantity of groundwater Undertake Regional Growth Strategy Enhance public education on wildfire prevention Increase storage capacity Develop Facility Management Plans 15
Workshop Results Before Workshops After Workshops I don t believe in this climate change stuff! We need to start thinking about climate change! Who is going to pay for all this? We are already doing a lot to adapt to climate change
Mainstreaming Building climate resiliency into what you do everyday 17
Examples of Mainstreaming Mainstreaming into Policy Kaslo OCP Bids, tenders and contracts must reference the Climate Change Adaptation Strategy. Climate impacts and adaptations consider in new development and long term planning initiatives Lands susceptible to increased risk related to climate change will not be considered for development 18
Examples of Mainstreaming Mainstreaming into Planning Elkford Wildfire Development Permit Area (DPA) New construction shall incorporate Firesmart building materials and construction practices New development shall develop roads and trails to act as firebreaks and access 19
Examples of Mainstreaming Mainstreaming into Operations Kimberley Updated Maintenance Schedules Maintenance schedules and procedures updated to reflect flood risk vulnerabilities identified in Climate Adaptation Strategy 20
Examples of Mainstreaming Mainstreaming at the Initiative level Columbia Basin Watershed Network - working with non-profit watershed managers to incorporate climate change into watershed decision-making Emergency Management BC - working with emergency managers on understanding and adapt to climate extremes Subdivision and Development Servicing (SDS) Bylaw - developing model SDS bylaw for mountain communities incorporating climate science and projections Engineers Canada: hosting a Public Infrastructure and Engineering Vulnerability (PIEVC) assessment workshop for operations managers 21
Conclusion Why CACCI has been successful: Conveyance of complex science in simple way; Focus on addressing uncertainty ( no regrets and win-win adaptation); Community-focused; Focus on reflection, monitoring and evaluation; Capacity building and shared learning; Direct technical support to communities; Partnerships and collaboration; and Flexibility. 22
Conclusion Key Messages: 1) CACCI is an innovative and successful model of community-based climate adaptation planning 2) Getting started on climate adaptation can be simple and cost-effective 3) Mainstreaming into existing planning, policy, and operations is important! 23
