BC MoTI Professional Practice Guidelines: Developing Climate Change-Resilient Designs for Highway Infrastructure in BC Harshan Radhakrishnan, P.Eng. CRHNet Conference 31 October 2018

Agenda Engineers and Geoscientists BC Mandate Position Papers and Mandate Professional Practice Guidelines Developing Climate Change-Resilient Designs for Highway Infrastructure in BC Finalizing Practice Guidelines Established Standard of Practice Feedback provided from CPD events relevant to finalizing these guidelines State of Play - Adaptation Info on the future of the PIEVC protocol Association Initiatives Tools / Resources Applicable in BC Discussion/Questions 2

Positions A Changing Climate in British Columbia, 2014: Commits the Association to raising awareness about the potential impacts of the changing climate as they relate to professional practice, and to provide information and assistance Expect that members keep themselves informed about the changing climate, and consider impacts on their professional activities 3

Mandate and Role Expressed legal authority to establish, maintain and enforce standards of practice Professional Practice Guidelines: - Respond to demand side legislation - Develop a standard level of expectation for stakeholders - Sets minimum acceptable standard of practice 4

5 Process of Developing Guidelines BCMoTI Technical Circular T-06/15 (June 2015): This Technical Circular serves as a directive to consider climate change and extreme weather events in infrastructure project design. While it provides directive, further practice guidance, as well as examples of engineering practices, can be obtained from professional associations BCMoTI Design Criteria Sheet for Climate Change Resilience Consultation Steering Committee with professionals from: BCMoTI, Urban Systems, Associated Engineering, BC Ministry of Environment, Metro Vancouver, Engineers Canada, PCIC, WSP Canada, ISL, Fraser Basin Council, and Kerr Wood Leidal

Guidelines Overview Interim guidelines: One year adoption and consultation period ended August 2018 (currently being finalized) Use by BCMoTI Engineers from date of release Applicability to: BCMoTI highway infrastructure design projects New and retrofit projects Not a technical standard of care Standard of practice for engineers and geoscientists to meet their duty of care in professional practice 6

Standard of Practice - BC MoTI Highway Infrastructure Projects Establish owner defined time-horizon for the infrastructure Assemble qualified team in collaboration with the owner Use climate projections and relevant historical information Use risk management to address uncertainties Explore the climate adaptation options with the owner Communicate and document decisions 7

Guideline Contents Professional Practice (level of effort and detail) Documentation (Assurance Statement, Design Criteria Sheet and Report) Education and training reuirements Case studies Climate Science as it relates to the practice 8

Risk Assessment Assurance Statement Assurance that a certain standard of care has been applied in conducting the climate vulnerability risk assessment not an assurance on the design For BCMoTI projects, provided with the public infrastructure climate resilient design report and the design criteria sheet Reference made to other provincial and national guidelines for determining the level of risk tolerance 9

Adaptation Strategies robust design that makes the infrastructure resilient to a wide range of future climate projections flexible design that includes redundant systems or has the capacity for design components to be changed in the future status-quo design that recognizes that implementing no explicit adaptation measures is a valid response ecosystems based adaptation low-or-no regret strategies considering adaptation options that have emissions reductions co-benefits Legend: Blue: Currently in these guidelines White: applicable to municipal public infrastructure Green: considered for inclusion as a part of the revision. 10

CPD Events on BC MOTI Practice Guidelines Adaptation Canada National Conference Ottawa 2016 Engineers and Geoscientists BC Vancouver Branch Event Sep 2016 FBC PIEVC Workshop Prince George Feb 2017 CSCE Conference June 2017 Engineers and Geoscientists BC Conference Whistler - Oct 2017 CRD PIEVC Workshop Victoria Nov 2017 Engineers and Geoscientists BC CPD Event Vancouver April 2018 Engineers and Geoscientists BC CPD Event May 2018 Infrastructure and Buildings Working Group Teleconference Oct 2018 CRHNet Conference Vancouver Oct 2018 Legend: Blue: Engineers and Geoscientists BC Events White: Federal/Provincial/Regional Events 11

Feedback from CPD Events Expand on the IDF tools Sensitivities of statistical models and when/how to use them Additional information on the most common tools Keep updating progress in climate models and how they are downscaled Specialty presentations for geotech, hydrotechnical etc. Update on this topic every year or two Risk assessment is qualitative 12

15 State of Play - Adaptation

Adaptation vs. Disaster Risk Reduction Adaptation Climate Action DRR Adaptation and DRR are two side of the same coin: Climate Action To the extent we adapt, we will ameliorate DRR measures 16

Adaptation Considerations 17 SECTION TITLE

Climate Considerations Infrastructure Canada: DMAF requires the application of climate lens. ECCC: discussions underway re: strategic assessment of CC in impact assessments Governmental bodies have resources and requirements. Examples include: Metro Vancouver has established regional climate projections to inform planning for major infrastructure projects FHALUMG provide guidance for establishment of FCLs CofV and Port Authorities have established DFEs. 18

NYC Climate Resiliency Design Guidelines City wide guidance on planning, engineering, construction, and renovation of facilities Preliminary Climate Resiliency Design Guidelines Apr 2017 Ver 2.0 released Apr 2018 Guidance for increasing heat, precip, SLR and cost benefit analyses Ver 3.0 Integrating climate change data into existing risk management processes April

Climate Data Providers/ Tools PCIC Ouranos CCHIP (for profit) ECCC Climate change science, research and data, and New! Canadian Centre for Climate Services PIEVC US FHWA VAST UWO IDF-CC (Ver 3.0) Plan2adapt.ca 21

Climate Service Providers Includes dedicated service providers, and Companies with substantial climate interests mostly larger firms some have in-house experts some do individual projects and fewer do large scale some provide internal training few have internal policies that require discussion with clients Engineers Canada has a roster of companies that provide these services 22

23 Recently in the News Grand Forks votes to buy out entire neighbourhood after major flood (Sep 11) City of Victoria approves climate leadership plan (Jul 30) City of Surrey continues to investigate and evaluate adaptation options for Crescent beach and Mud Bay area (Aug 1) California s Climate-safe Infrastructure Working Group Releases Report to the State legislature (Sep) Kensai airport in Japan, September 2018

What We Know/Have Best estimates: Rate of Change, and Direction of Change available Understanding: Climate Scientist s definition of conservative : reasonably comfortable that the data that they provide is within the range of reasonable outcomes Local/regional level climate projections: available with information about future hydrology Exploratory tools: Climate resilience considered in major infrastructure projects Case studies: Climate change risk assessments, Design adaptation and Planning approaches

Some Interesting Quotes Engineers need a paradigm shift in the way they practice in the light of a changing climate ASCE white paper on Adapting Infrastructure and Engineering Practice This is not rocket science folks! It s just Civil Engineering Dirk Nyland, Chief Engineer, BCMoTI It is not the strongest of the species that survive, nor the most intelligent, but the one most responsive to change.
