3 Positions A Changing Climate in British Columbia, 2014: Commits the Association to raising awareness about the potential impacts of the changing climate as they relate to professional practice, and to provide information and assistance Expect that members keep themselves informed about the changing climate, and consider impacts on their professional activities 3
4 Mandate and Role Expressed legal authority to establish, maintain and enforce standards of practice Professional Practice Guidelines: - Respond to demand side legislation - Develop a standard level of expectation for stakeholders - Sets minimum acceptable standard of practice 4
5 5 Process of Developing Guidelines BCMoTI Technical Circular T-06/15 (June 2015): This Technical Circular serves as a directive to consider climate change and extreme weather events in infrastructure project design. While it provides directive, further practice guidance, as well as examples of engineering practices, can be obtained from professional associations BCMoTI Design Criteria Sheet for Climate Change Resilience Consultation Steering Committee with professionals from: BCMoTI, Urban Systems, Associated Engineering, BC Ministry of Environment, Metro Vancouver, Engineers Canada, PCIC, WSP Canada, ISL, Fraser Basin Council, and Kerr Wood Leidal
6 Guidelines Overview Interim guidelines: One year adoption and consultation period ended August 2018 (currently being finalized) Use by BCMoTI Engineers from date of release Applicability to: BCMoTI highway infrastructure design projects New and retrofit projects Not a technical standard of care Standard of practice for engineers and geoscientists to meet their duty of care in professional practice 6
7 Standard of Practice - BC MoTI Highway Infrastructure Projects Establish owner defined time-horizon for the infrastructure Assemble qualified team in collaboration with the owner Use climate projections and relevant historical information Use risk management to address uncertainties Explore the climate adaptation options with the owner Communicate and document decisions 7
8 Guideline Contents Professional Practice (level of effort and detail) Documentation (Assurance Statement, Design Criteria Sheet and Report) Education and training reuirements Case studies Climate Science as it relates to the practice 8
9 Risk Assessment Assurance Statement Assurance that a certain standard of care has been applied in conducting the climate vulnerability risk assessment not an assurance on the design For BCMoTI projects, provided with the public infrastructure climate resilient design report and the design criteria sheet Reference made to other provincial and national guidelines for determining the level of risk tolerance 9
10 Adaptation Strategies robust design that makes the infrastructure resilient to a wide range of future climate projections flexible design that includes redundant systems or has the capacity for design components to be changed in the future status-quo design that recognizes that implementing no explicit adaptation measures is a valid response ecosystems based adaptation low-or-no regret strategies considering adaptation options that have emissions reductions co-benefits Legend: Blue: Currently in these guidelines White: applicable to municipal public infrastructure Green: considered for inclusion as a part of the revision. 10
