6 COP 17 in Durban, South Africa The Durban Platform : The United Nations Climate Change Conference 2011 Science : the CO 2 emission curve has to break by 2015 for the 2 o C target to be met US and China is responsible for 40% of the worlds greenhouse gas emissions A working group will be formed in 2012 to develop a Roadmap for developing a final agreement on combating climate change - The agreement must be made by Implementation starts by 2020 The European Union has committed to implementation of a new Kyoto Agreement starting by January 2013 ( US, Russia, Canada and Japan will not participate! ) A Green Climate Fund to assist 3 rd world countries to combat climate change will be formed. Denmark, Norway and Germany has already committed to contribute. The Durban Platform was signed by all nations after intense pressure from EU

21 The objective with the BESEEP demonstration program is to demonstrate that significant energy savings can be achieved with projects that are technically and economically feasible Design Feasibility : Buildings can be designed so that energy consumption is reduced and indoor comfort is improved using appropriate design features in the façade and the roof, and using appropriate building materials in the façade and the roof. All necessary building materials are available locally, and most are locally produced.
22 Technical feasibility : The M&E systems of the building can be designed and appropriate components can be selected to achieve significant savings on energy consumption and significant improvements on indoor comfort in the building. All necessary components and systems are available locally, and some are locally produced.
23 Reduction of Energy Consumption in Offices Where can the savings be achieved? Opportunities Obstacles Fan Energy % reduction Lack of awareness on low pressure duct design and efficient fan design management. Lighting Use daylight and solar control glazing % reduction ( EE fixtures and daylight use ) Expensive glazing. Lack of knowledge on daylight design in the tropics ( heat and glare ). Plug Loads Save % Using EE computers Lack of awareness on the magnitude of IT power consumption. Cooling Save % Reducing the load, Improve efficiency ( COP ) of chiller Lack of knowledge on chiller sizing. Lack of knowledge regarding what the heat loads are.
24 Economic feasibility : The extra costs for achieving a low carbon footprint are low compared to the savings on energy consumption. The economic payback period will be in the range of 5 10 years, based on today s low subsidized electricity prices. At world market energy costs, for the Government, the payback period is 3 5 years. Significant increases in electricity costs are expected over the years until 2015, where the Government has announced that natural gas for electricity production will be sold at the world market price. 25 The Target groups for the BSEEP Demonstration Program - 1 Developers and Quantity Surveyers To demonstrate that energy efficient buildings are commercially and technically viable, and that energy efficient green buildings is the better option compared to a grey building, as green buildings are more attractive in the marketplace and will retain a higher value than grey buildings.
26 The Target groups for the BSEEP Demonstration Program - 2 Clients and tenants To demonstrate that energy efficient green buildings are viable in the marketplace, that such buildings and facilities can be requested, and that the extra costs regarding purchase or lease are very minimal. To demonstrate that energy efficient green buildings are more healthy and that people working in low carbon buildings are more productive and happy on their work. 27 The Target groups for the BSEEP Demonstration Program - 3 Architects and engineers To demonstrate that the technologies and design strategies to achieve energy efficient buildings are available in Malaysia. For architects the crucial value is to demonstrate energy efficient architecture and to demonstrate what really makes the architecture energy efficient and green. For the M&E engineers to become familiar with what it takes to make a building low carbon. For both architects and engineers to demonstrate that a successful and feasible design can be achieved through integrated design development with a relatively limited list of crucial design elements. 28 The Target groups for the BSEEP Demonstration Program - 4 Investors and bankers To demonstrate that low carbon buildings are technically sound and commercially viable, that green low carbon buildings are viable investment objects that will prevail economically compared to grey buildings.
29 The Target groups for the BSEEP Demonstration Program - 5 Government and Legislation To demonstrate that energy efficient buildings with a carbon footprint 40 60% lower than today are economically and technically feasible, and that this building standard can be implemented as the standard in the Building by Laws towards the end of BESEEP program in year 2015.

34 Design targets regarding energy efficiency The BSEEP program needs to push the standard for energy efficiency and low carbon footprint in buildings in Malaysia significantly. The time for small steps has passed. Malaysia has committed to a reduction in the Carbon Emission Intensity by 40% from 2005 until 2020, and the building sector has to deliver to achieve this target. Based on experiences with finalized and ongoing projects at IEN Consultants, we believe that the following performance targets for the BSEEP Demonstration projects are appropriate and feasible : New non-domestic buildings ( office buildings) : reduce the Energy Index from typically 220 kwh/m 2 year to 90 kwh/m 2 year, a reduction of 60%.

36 Existing non-domestic buildings ( office buildings) : Reduce the energy consumption by 40-50%, depending on the actual building.
37 New housing and existing housing : A reduction of the energy consumption of at least 50% to be achieved, including the use of energy efficient appliances for the kitchen. The target will be a Zero Carbon building if solar PV is applied for low rise housing ( bungalows, semi-d s and link houses) where there is enough roof space for PV.

41 Commitments from the Demo Project Hosts to BESEEP Demonstrate an exemplar energy efficient building with ambitious energy targets Present a design team that is capable and committed to implement a showcase energy efficient building Implement an exemplar building with a low energy index Integrate the necessary energy monitoring and documentation systems in the BMS system as per input from BSEEP Provide access to the building for the monitoring and evaluation program Provide access to the building for implementation of a Post Occupancy Survey
