6 Factors Considered by Local Governments Consistency of the proposal with the jurisdiction's solid waste management need as identified in its plan Relationship of the proposal to local planned or existing development or the absence thereof, to major transportation t ti arteries and to existing state t primary and secondary roads Location of a proposed facility in relationship to existing industries in the state that generate large volumes of solid waste, or the relationship to the areas projected for development of industries that will generate solid waste;
7 Factors Considered by Local Governments Costs and availability of public services, facilities and improvements required to support a proposed facility and protect public health, safety and the environment; The impact of a proposed facility on public safety and provisions made to minimize the impact on public health and safety; The social and economic impacts of a proposed facility on the affected community, including changes in property p values, and social or community perception. p

11 About Solid Waste in Alabama Alabamians generate about 9.9 lbs of waste per person per day. 6 lbs of that waste is municipal solid waste (household garbage). 14,400 tons of municipal solid waste is generated each day in Alabama. Alabama has 1.5% of the US population, 1.3% of the US trash, and currently has landfill capacity to accept 6% of the US municipal solid waste. There is currently tons per day of permitted landfill space in the state of Alabama Some landfills in Alabama legally accept waste from out of state sources.
