1 South Tahoe Public Utility District Job Description JOB TITLE: Engineering CAD/GIS Specialist II UPDATED: DEPT: Engineering APPROVED STPUD: NH APPROVED LOCAL 39: KOH JOB SUMMARY: Under the direction of the Principal Engineer, assists the Engineering Department in the preparation, administration, and maintenance of plans, special projects, and other products. Performs overall project support duties using maps, computer drafting, word processing and spreadsheet software programs. Identifies pertinent mapping applications relating to District issues using Geographic Information System (GIS) techniques and methodologies. Provides for the continuing implementation of the District s GIS; manages mapping applications for the GIS as they apply to the District, and in the development of techniques and methodologies for the management of spatial data pertaining to the District s sewer and water infrastructure. Performs work for more than one manager, including Engineers, and other staff as directed. ESSENTIAL FUNCTIONS: 1. Collects, organizes placement, and catalogues all plans and specifications developed for the District, using computer spreadsheets. 2. Assists Principal Engineer with Engineering and Construction project scheduling. 3. Prepares maps, plans, charts and diagrams using the CAD and GIS systems as needed. 4. Maintains Engineering Department library, including but not limited to, vendor catalogs, plans and specifications, and as-built drawings in electronic and paper format. 5. Develops and maintains library of standard drawing elements and standard details, converts scanned images for archives utilizing AutoCAD overlay or similar software programs, and creates AutoCAD blocks as required to automate repetitive tasks. 6. Works with other District AutoCAD users to promote and maintain drafting standards and documents AutoCAD customization efforts for the benefit of other users. 7. Prepares or assists with project permits, including environmental questionnaires/checklists. 8. Generates and maintains spreadsheets containing street names and street paving information. Overlays Assessment District boundaries onto subdivision maps. 9. Develops the District s GIS Implementation Plan and manages the District s GIS system, and the updating and maintenance of GIS databases. Page 1 of 5
2 10. Adheres to and enforces stated safety policies and procedures. OTHER FUNCTIONS: 1. Maintains data and periodically provides spreadsheets, graphs and maps, displaying statistics and trends in various categories (i.e., daily production totals, water use, supply vs. demand, water level measurements, construction completed, bid prices, etc.). 2. Locates, retrieves, and delivers plan specifications when requested. 3. Picks up and delivers blueprints using personal or district vehicle, as needed. 4. Assists with field surveys performed by District staff. 5. Provides back-up for Contract Administrator position. 6. Performs various other related duties as assigned by supervisor. JOB SPECIFICATIONS: EDUCATION 1. Requires high school graduate or equivalent. 2. Requires completion of District applicable GIS college level coursework or ability to complete same by 6/28/2006. EPERIENCE 1. Requires a minimum of four (4) years experience utilizing personal computer spreadsheet, database, drafting, AutoCAD, CAD Overlay, GIS, MS Projects, and word processing software programs. 2. Previous experience in reading of engineering plans and specifications is required. RESPONSIBILITY Requires a very responsible individual who possesses a high degree of self-motivation, and who will independently execute the required tasks with minimal supervision. Page 2 of 5
3 PHYSICAL REQUIREMENTS 1. Requires sufficient strength to lift engineering plans weighing up to 20 pounds from ground level to a height of five feet (5 ). 2. Requires the ability to operate blueprint copying equipment, computer keyboard, calculator, and other miscellaneous electric and electronic office equipment. 3. Requires the ability to drive a motor vehicle. 4. Requires the ability to respond to questions in person or via the telephone. 5. See attached Job Analysis for complete physical requirements. PROFICIENCY REQUIREMENTS: 1. Requires completion of AutoCAD Certification Program. 2. Requires the ability to work independently, taking initiative in line with department/district policies. 3. Requires the ability to operate a computer using drafting, mapping, spreadsheet, database, and word processing software programs. 4. Requires the ability to read and interpret engineering plans and specifications. 5. Requires the ability to work with external references in AutoCAD. 6. Requires a high degree of self-motivation and well developed organizational ability. 7. Requires the ability to prepare complex written reports. 8. Possession of a valid driver s license acceptable by the State of California, with a driving records which enables insurability is required. 9. Requires the ability to maintain cooperative relationships with co-workers and supervisors. 10. Must have current, valid CPR and First Aid certificates. Page 3 of 5
