The objectives should be consistent with the aims of the CFP, MSFD* and other EU directives 5. we will examine fisher s responses and perceptions of these measures, based on historical analysisas well as direct consultation and interviews. 6. how the governancecan be changed to facilitate self-and co-management to ensure fisher buy-in to promising management measures. 7. Definition of high level (EU wide) sustainability objectives - Based on literature overview (including commission and NGO documents), analysis of policy drivers (CFP in particular, but including other directives e.g. MSFD and IMP), and consultation with high level stakeholder groups 2. Definition of operational sustainability objectives at the local level Based on the outcome of Objective 1, and carried out through consultation with stakeholders via workshops and other media. Analysewhich management measures at which organizational level, create the right incentives to tackle the main structural failings mentioned in the Green Paper of the Reform of the Common Fisheries Policy (CFP). 2. Analyse how instrumental factors, such as technical measures(e.g. mesh sizes), command and control instruments (e.g. TACs and quotas, effort), market instruments (e.g. transferability of collective or individual rights) and social instruments (self- or co-management possibilities) influence fishermen s(compliance/incentive) behaviour. 16 WP 4 Governance structures and stakeholder involvement in management (64.2 person-months) 1. Review on how EU policy frameworks like the Integrated Maritime Policy (IMP) and its environmental pillar, the Marine Strategy Framework Directive (MSFD), the Habitats Directive, the Birds Directive, the Water Framework Directive influence the possibilities for decentralisation/devolution of the CFP. 2. Investigate constraints and opportunities associated to decentralisation/devolution of governance authority to stakeholders/user-groups (self- or co-management possibilities) in general and in relation to the specific case-studies. 3. Elaborate different scenarios for decentralisation of the governance structures (regional, national or local) for the specific case-studies. IC IOES 4.
