1 Marine Institute Job Description Position Contract Service Group Location Temporary Scientific & Technical Officer (STO) INvertebrateIT Disruptive and forward-looking opportunities for competitive and sustainable aquaculture Temporary Specified purpose contract for a duration of up to 12 months (Funded via EASME/EMFF) Fisheries Ecosystems Advisory Services Oranmore, Galway Brief Description of the Marine Institute: The Marine Institute is a non commercial semi-state body, which was formally established by statute (Marine Institute Act, 1991) in October Under the Act, the Marine Institute was given the responsibility: to undertake, to co-ordinate, to promote and to assist in marine research and development and to provide such services related to marine research and development, that in the opinion of the Institute will promote economic development and create employment and protect the marine environment. The Marine Institute is the national agency responsible for marine research, technology, development and innovation (RTDI). The Marine Institute seeks to assess and realise the economic potential of Ireland s 220- million-acre marine resource; promote the sustainable development of marine industry through strategic funding programmes and scientific services; and safeguard the marine environment through research and environmental monitoring. The Institute works in conjunction with the Department of Agriculture, Food and Marine (DAFM) and a network of other Government Departments, semi-state agencies, national and international marine partners. The vision of the Marine Institute is a thriving maritime economy in harmony with the ecosystem and supported by the delivery of excellence in our services In order to achieve this vision, the MI have six service areas; (1) Ocean Science and Information Services, (2) Marine Environment & Food Safety Services, (3) Fisheries Ecosystems Advisory Services, (4) Irish Maritime Development Office, (5) Policy, Innovation & Research Services and (6) Corporate Services. The Marine Institute 3 Year Strategic Plan (2015 to 2018) is available on; %20-%202015%20-% pdf Harnessing our Ocean Wealth (HOOW) is an Integrated Maritime Plan (IMP) for Ireland. HOOW sets out a roadmap for the Irish Government s vision, high level goals and integrated actions across policy, governance and business to enable our marine potential to be realised. 2 ecosystems and specifically; to protect and conserve our rich marine biodiversity and ecosystems; manage our living and non-living resources in harmony with the ecosystem; implement and comply with environmental legislation (see Brief Description of Service Group: Fisheries Ecosystems Advisory Services The mission of FEAS is to assess research and advise on the sustainable exploitation of marine fisheries resources. FEAS currently consists of around 65 staff, under the directorship of Dr Paul Connolly. The 9 goals of FEAS are: 1) To maximise the benefits of the new EU Data Collection Framework (DCF); 2) To build a strong working relationship with the fishing industry and the environmental NGO s; 3) To build an effective working relationship with key Government Departments (principally DAFM) and other partner agencies; 4) To use ICES, NASCO, ICCAT, OSPAR and the EU system to support the delivery of excellence in our fisheries and ecosystems science and advisory services; 5) To engage in a suite of research activity that supports the evolution of scientific advice and that is in line with MI/FEAS mission, HOOW, FH2020, Horizon 2020, the new RTDI strategy and the objectives of the CFP; 6) To progress and incorporate the ecosystem approach to Fisheries Management (EAFM) into all aspects of our work; 7) To increase public awareness of the importance of the Ocean; 8) To Ensure a common understanding of the value chain within the FEAS team and the MI; 9) To ensure FEAS is a rewarding place to work. Overview of M.I. Aquaculture Section This section has a team of approx. six staff engaged in statutory monitoring and complementary research activities relating to the management and development of marine fin-fish aquaculture, including new and emerging species and technologies. This monitoring is required to fulfil obligations under National and EU legislation. In the course of this work, samples of fish, other biota and water are collected and analysed for a broad range of determinants. The results are reported to National and International bodies and presented in the scientific literature. The work involves sampling, analysis, data assessment and reporting. A fundamental requirement for all research and monitoring programmes is the production of information of the highest quality. In this regard staff are trained and qualified in a range of skills covering legal and ethical considerations, food safety, animal welfare, environmental safety data integrity and analytical techniques. Summary of the Role: The successful candidate will work within the Aquaculture Section of FEAS as a Scientific and Technical Officer, with main responsibility for delivering the Marine institutes inputs to the EU funded INvertebrateIT project, including data collection, project administration and reporting requirements and other related monitoring and management activities as appropriate. This will involve working at sea and measurement activities, carrying out desk studies, carrying out laboratory analysis externally and at the Marine Institute s facilities, collating and assessing data, and providing technical reporting within agreed time frames. 3 Background to the Requirement The general objective of INvertebrateIT is to gather influential stakeholders together to define a Joint Roadmap and Investment Plan across the EU Atlantic Basin to promote and exploit the value chain of production of invertebrates, such as insects, for sustainable fish feeds, competitive aquaculture and integrated waste management. This responds to the global challenges of food security, marine environmental impact and resource efficiency, and to the regional ones of EU aquaculture competitiveness, integrated management and Blue Growth accessibility, aiming to accelerate the transfer of technology towards innovational, ground-breaking leadership, developing industrial opportunities using invertebrates for feeds, value added waste management, aquaculture diversification and other innovative value chains, equipping Atlantic coastal regions with strategic tools and real opportunities that are forward-looking, transversal, accessible and most adequate for growth and job creation in the area. INvertebrateIT strives to generate transnational Public Private Partnerships to seize this opportunity and to develop 3 ready-to-invest demonstration projects. Principal Tasks: The candidate will be responsible for carrying out a range of duties consistent with the work described above. These include: Management of data collection and synthesis for the project including administration in collaboration with the Team Lead and Principle Investigator. Undertaking a programme of data collection for milestones and deliverables. This will include implementing procedures for data collection, and auditing outsourced (to project partners and others) data collection. Ensuring all procedures and activities are integrated into the Aquaculture Section SOP s. Assess data and prepare scientific/technical reports and integrated products for continuous reporting requirements. Contribute to the development and roll-out of advanced systems for data collection and management, reporting and sample tracking for all aspects of INvertebrateIT and related programme activities. Participate in research activities that support milestones and related objectives and publish in the sectoral and technical literature. Attend relevant meetings or working groups. Liaise with project partners and staff involved in delivering the programme. Any other duties as relevant to the position and grade. Reporting Structure: The successful candidate will be based at the Marine Institute HQ in Oranmore and will report directly to the Aquaculture Section Manager. 4 Essential: Desirable: Education, Professional or Technical Qualifications, Knowledge, Skills, Aptitudes, Experience, and Training A minimum of a Degree in a relevant science subject with work experience in a relevant scientific area. Demonstrated relevant field work and biological sampling experience. A high level of computer literacy including the use of standard office software packages. Proven experience in managing and analysing scientific data. Excellent interpersonal skills and the ability to communicate effectively at all levels both in writing and verbally with technical and scientific and non-technical groups. Proven track record in producing scientific/ technical reports. Good time management and the ability to prioritise and meet deadlines. Good written and verbal communication skills in addition to effective numeracy skills The ability to work unsupervised and to work well with others. Sea going experience or sufficiently fit to pass an ENG II Medical. A full clean Driving License. Work experience in aquaculture related management and/or research. A post graduate qualification in marine science or similar. Experience in the use of database, mapping, statistical and graphing software. Record of publishing in peer-reviewed scientific journals. Special personal attributes required for the position: Salary: Dynamic and reliable. Self-sufficient while being a good team player. Effective organisation and administration skills. The ability to work on own initiative both unsupervised and as part of a team. Experience in collaborating with scientists and members of a technical team. Ability to work diplomatically in resolving issues with stakeholders. The ability to work to deadlines and manage time effectively. An ability to maintain work output under difficult conditions whilst in the field or at sea. Remuneration is in accordance with the Public Sector, Department of Finance approved Salary Scale for Scientific and Technical Officers, with a starting salary of 30,376 per annum pro-rated with time worked. You will become a member of the Single Public Service Pension Scheme. Annual Leave: The annual leave entitlement for a Scientific and Technical Officer is 25 working days per annum prorated to reflect time worked. Annual leave entitlements are exclusive of Public Holidays. All leave must be approved by your manager or their authorised representative in advance of being taken and in line with Marine Institute leave policies. 5 Duration of Contract: The contract will be issued on a specified purpose basis for duration of up to one year, subject to funding and successful completion of a 6 month probationary period.
