About Free the Slaves Founded in 2000, Free the Slaves (FTS) is a pioneer and leader in the global effort to eradicate slavery. Our mission is to liberate those in slavery and to change the conditions that allow slavery to persist. Free the Slaves works at the grassroots to empower vulnerable individuals and communities to achieve freedom from slavery and develop resistance to slavery. We work with and through local partners to build national capacity to combat slavery and trafficking. Headquartered in Washington, D.C., with programs in Ghana, India, Nepal, Haiti, Senegal and the Democratic Republic of the Congo, Free the Slaves has an annual operating budget of approximately $3.5 million, a talented and dedicated staff of 25, including 11 in its country offices, and a highly engaged and supportive board of directors. For more information, see: Consultancy Overview Free the Slaves seeks one or more short-term consultant(s) to assist with the Community-Based Abolition Model evaluation. The consultant(s) will clean and analyze quantitative and qualitative data and draft initial reports on one or more sections of the evaluation. The potential topics are: Impact Community Maturity, Partner Capacity, Effectiveness Partner Results, Efficiency Finances and Resources, Summary of External Evaluations. All data and background information will be provided to the consultant by Free the Slaves. A summary of the Phase I evaluation plan is attached. Responsibilities Review initial documents including Community-Based Abolition Model, Evaluation Plan and Evaluation Framework Retrieve data from ACCESS database through written queries
2 Clean data as needed Analyze data using Excel, SPSS or another program following the key questions and subquestions provided by Free the Slaves Prepare charts and tables and explanatory sections describing the results Consult extensively with Free the Slaves on analysis and reporting, to ensure that key questions are answered. Draft chapter of report for the specific analysis Requirements Excellent English skills, both writing and speaking Strong French skills (some qualitative results are in French and Google translate is not sufficient) Ability to write SQL queries in ACCESS Demonstrated experience with mixed methods data analysis incorporating qualitative and quantitative data sources Experience with anti-trafficking and anti-slavery indicators for interpretation of results Demonstrated ability to analyze, interpret and contextualize experience from different countries while drawing generalizable conclusions Available to work from FTS headquarters in Washington, D.C. if needed To Apply Submissions should include a cover letter that outlines how your interest, skills and experience meet the qualifications for the consultancy, your resume or company backgrounder, a sample evaluation report that incorporates charts, tables and written explanations, a daily or hourly rate for services, and contact information of references. 3 Phase I FTS Community-Based Model Evaluation Plan Summary June 23, 2016 A. Background The main focus of Free the Slaves (FTS) over the period is assessing whether the community-based model is having an impact. Given human and financial constraints, it is not possible to carry out the intended evaluation at this time. This PHASE I evaluation plan outlines a limited set of Key Evaluation Questions, data collection activities, analysis strategies and reporting plans for a reduced scope of work. We hope that additional evaluation work, particularly the comparative case studies and field work, will take place once additional resources are available. This PHASE I evaluation plan references the FTS Community-Based Model Evaluation Plan dated March 8, B. Key Evaluation Questions The main evaluation question is whether and how the community-based model is making a difference in reducing slavery and increasing community resistance and resilience. For the PHASE I evaluation, we focus on five domains and aim to address the following secondary questions: DOMAIN Key Evaluation Question IMPLEMENTATION How was the model implemented in practice? PARTNER CAPACITY EFFECTIVENESS EFFICIENCY How has partner capacity been strengthened? What happened as a result of the work? How were financial and other resources used to achieve results? Secondary Questions Who are the target populations? What were the interventions by Level 2 node (or Result Area)? Are there patterns to the sequencing of interventions? What were the partner capacity strengthening interventions? What changes are demonstrated in partner capacity? Has the model strengthened capacity (Level 4) per FTS indicators? Has the model fostered rights, resistance, and resilience (Level 3) per FTS indicators? Has the model decreased vulnerability to slavery (Level 2) per FTS indicators? What were the program expenditures by year? What were program department expenditures by year by country? What were partner / other donor expenditures per year per country? What was the value of grants to partners by country by year? What have been the unit costs of implementing the model?
4 IMPACT How have community resistance and resilience changed? Are there patterns of financial and staff resources over time and capacity of the partners? How many communities and community groups became mature and how many are maturing? How long does it take for communities or community groups to become mature? What are the resources and support provided by partners that are linked to community maturity? Are there patterns to the way changes occur in different benchmarks (criteria) are achieved? C. Phase I data sources The Phase I evaluation only uses information that has been collected or will continue to be collected such as: partner quarterly reporting: Activities and Narratives reports and Partner Quarterly Reports annual work planning documents from partners and FTS departments Donor reports Financial quarterly and annual budgets and reporting from partners and FTS departments previously completed evaluations, case studies annual country program reports D. Data Collection Methods The Phase I evaluation only uses information that has been collected or will continue to be collected by partners and program staff. The MLE department has developed or is developing several databases to compile this data and make it available for analysis. These databases are being developed so that information from one can be used with others for additional analyses. a. Partner database contains annual targets for indicators with quarterly results b. Programs database contains financial, indicator, staffing, and other information about the partners and country programs c. Implementation database contains descriptions by partner of implementation activities for the model d. Communities, community groups and Community Maturity database with information on all the communities, community groups, level of partner support and CMT scores E. Strengths and Weaknesses The Phase I Evaluation will address some of the Key Questions of the Community-Based Model evaluation plan. Once additional funding and staffing become available, additional
5 components of the bigger evaluation plan can be addressed, including the case studies, prevalence surveys, and additional data collection such as key informant interviews, Most Significant Change focus groups, Community Maturity tool collection and analysis, and partner and organizational capacity indicators. This Phase I evaluation only addresses information that has been collected or continues to be collected by partners and FTS program staff. Additional data collection may be necessary to answer these questions if it turns out that the existing information is not sufficient or of good enough quality. There is wide variation in the quality and quantity of disaggregated data collected by different partners. It may not be possible to disaggregate results, particularly for 2014 information. While some information, particularly the Implementation domain questions about the activities of the various nodes, can be collected and compiled in 2016, most other analyses must wait until the completion of the three year data collection period. Finally, caution will be needed in comparing and using information and analyses generated in Phase I with future evaluation work to ensure consistency in timing of results and impact. The Phase I data collection covers 2014 through If additional data collection takes place in 2017 or later, it will be important to reference the period. F.
