3 Adult learning in NL 1,5 million people a year participate in post-initial learning (15,5% of population); 84% of adult learning takes place in the private sector; Turnover 3,2 billion per year. Current government policy in the Netherlands: Life Long Learning last years less prominent on the agenda. Recently new dynamic; Employers and especially employees are responsible for Life Long Learning.
4 Validation: Implementation in the Netherlands» RPL started in the 90ties without national regulations» 2000: Dutch Knowledge Centre on RPL (Lisbon agreements on knowledge & innovation)» 2002: Social Partners asked for structure and quality» 2004: A first model for quality assurance was presented» 2005: Dutch Cabinet & Social Partners decided on a covenant for quality assurance» 2006: All national stakeholders signed the covenant A quality code for RPL» 2007: Government subsidises RPL initiatives» 2010: Government 3 years responsible for quality RPL» 2010/2011: Qualityplan RPL + National Register» 2012: New covenant Dutch Cabinet & Social partners: RPL + LLL» 2013: reflection current situation, transition to new system» 2014/2015: transition to new system: less government, more private
5 RPL Step by step 0. Information and advice 1. Intake: Career counselling, personal aim, choice of standard 2. Recognise: Collect work experience and other informal learning in a portfolio, prove it! 3. Validate: Portfolio, assessment, compare the outcomes to standard 4. Accreditation: Result of the RPL procedure is written in a rapport called certificate of experience

7 Current situation RPL = labour market instrument 2014 aprox 70 registered providers In 2011: realised RPL procedures RPL is included in over 90 collective labour agreements (CAO s) Sector funds for professional education often provide compensation for a procedure with a registered provider. Problems with transition from ervaringscertficaat to system for education and training (acceptation, exemption and tailor made programmes)

9 NLQF NETHERLANDS QUALIFICATIONS FRAMEWORK Systematic organisation of all existing qualification levels in the Netherlands; The framework consists of 8 levels, Level 1 being the least complex and Level 8 the most complex. There is an Entry Level below level 1. Description of levels Knowledge Skills Responsibility and indepencence/autonomy (competences) NLQF is referenced to the EQF in 2012
10 Development and functioning NCP NLQF NCP NLQF started 1 February 2012 Objectives NCP NLQF: Information and communication; Classification and registration of qualifications of the private sector; Maintenance and evaluation of NLQF and link to EQF; Accountability and monitoring of the implementation of the NLQF.
11 Classification of qualifications into the NLQF Qualifications regulated by the government (Ministry of Education): generically included in the NLQF Non formal qualifications (private sector): applications to NCP NLQF. Procedures developed
12 Classification of government regulated qualifications All government regulated qualifications are generically included in the NLQF
13 Classification of qualifications of the private sector Step 1: Validation of the applying institution/organisation. Validation is condition for step two. Issues examined: legal entity, ownership of the qualification, continuity of the organisation, process of examination, system of quality control. Assessment by Committee(s) Step 2: Classification of qualifications into levels of EQF/NLQF Base: self-assessment by applicant: Descriptors; Workload (minimal of 400 hours); Examination /assessment. Assessment by Committee(s) Step 3: Registration of classified EQF and NLQF-qualifications in register.
14 Work in progress Improvement of the procedures is ongoing, based on experiences. Need to communicate with stakeholders and a wider public, especially employers/employees (social partners); Relations with quality control organizations is necessary; NLQF in connection with ECVET/ECTS and validation of non-formal and informal leaning: Partnership for life long learning.

16 Why connecting instruments? To support people from work to work, updating skills and to re-integrate into the labour market; To support labour mobility; To reduce costs in time and money; To find new ways for validation; To strenghten tailor made education and training.
17 Points of departure Learning outcomes form the base; Descriptors used in the levels of the NLQF/EQF; Adults are the target group; Demand of the labour market is leading.

19 ECVET: Fot the development of tailor made work in relation to validation the same ECVET units should be used All three are instruments for validation Demand of the labour market is leading It could be a qualification, branche qualification or bsed on specific demands of an employer Valideren (EVC): Based on ECVET units taken into account what people are able to do and know NLQF/EQF: Descriptors of the NLQF are used for describing learning outcomes
20 NLQF ECVET - Validation NLQF Qualification ECVET Validation (RPL) Examination Education
21 Demand of the labour market within a sector/other sectors or; an employer or; the government and/or social partners.
22 ECVET-pilots Based on the request of the labour market an education programme/qualification will be divided in ECVET units. Criteria: - levels of learning outcomes in the NLQF; - relevance for the labour market; - possibility for moving up in education and training; - feasibility to obtain the unit; - the unit should be measurable and testable.
23 Description of the unit Professional context Knowledge Skills Competences (responsibility and independance)
24 Validation The learning outcomes the ECVET units will be used as standards for the validation of people. This will help to reduce the costs of a RPL procedure due to the fact that focus for RPL is specified.
25 NLQF/EQF It should be possible in the near future to have the ECVET units classified in one of the levels of NLQF/EQF.
26 Pilot projects ECVET On three qualifications in care: - nurse level 4 - social caretaker level 4 - nurturing handicapped people level 3 Technical sector: - RESATO
27 Questions to be answered How and will ECVET support further development of validation and tailormade training programmes? Does ECVET contribute in reducing costs in time and money? Does ECVET contribute to labour mobility? Who will be responsible for the settlement of standards for the units? And still more questions will be raised during the pilot phase.
