1 WOKINGHAM BOROUGH COUNCIL JOB SCRIPTION Job Title: Youth Worker Job Ref: 5970 Service: Children s Services Section: Youth Service Reports Area Youth Work Location: Airfield Centre To: Manager Ambleside With Area Manager Grade: JNC pts Salary: mployment Status: Permanent Hours of Work: Full Time - 37hours per week Youth Service Purpose: As part of the Integrated Youth Support Service, and in line with the Council s Youth Offer, promote and develop non-formal learning and social education opportunities, for all young people aged primarily years, especially targeting young people identified as being vulnerable through the Children s Services Plan. At all times, to promote and safeguard the welfare of children and young people who live or access services in, or who are looked after by, Wokingham Borough Council. Job Purpose: As a member of the Wokingham Professional Youth Work team: Contribute to Integrated Youth Support Service targets. Initiate, develop and deliver high quality youth work that provides learning opportunities for young people aged 13 to 19 years, in response to identified needs in a variety of settings including youth provisions, schools and other agencies ensuring the needs of vulnerable and at risk young people within the Integrated Youth Support Service are met. Offer young people support and encouragement as they develop personally, socially and educationally, particularly taking into account the needs of vulnerable young people. Work in partnership with other organisations, including schools, agencies, police and voluntary youth organisations. 2 Scope To contribute to the overall operational management of Youth Service activity. Working closely with the Area Youth Manager, and within the parameters of the Youth Service Plan, the post holder will assist to develop area responses to local needs and, working with partners, deliver and extend a range of youth work provision and curriculum-led informal learning opportunities in a variety of settings, eg. Centre-based, outreach, detached plus prevention/early Intervention work in Schools and targeted youth work with other IYSS partners It is anticipated that 70% of the post holder s time will be taken up with face to face youth work and its related activities including Quality assurance and support of work not directly undertaken The post holder will be responsible for managing delegated youth work staffing and activities and other budgets and managing resources as detailed below. Financial Accountabilities Budgets directly controlled (please state if this has been delegated to the post-holder) Up to 100,000 Budgets monitored on day-to-day basis: Up to 100,000 Staff Responsibilities Number of employees managed/supervised: 5-15 Number of FT (Full Time quivalents) employees managed/supervised: Health and Safety responsibility: In accordance with the provisions of the Health and Safety at Work Act 1974 etc, take reasonable care for the health and safety of yourself and of other persons who may be affected by your acts or omissions at work; and co-operate with the Council to enable the Council to perform or comply with its duties under statutory health and safety provisions. Management of Physical Assets Nature of physical assets directly controlled, (e.g. children s home): Twyford Youth Centre
3 Summary of Main Contacts. The post holder is required to develop positive relationships with young people, other youth work staff and members of the wider community, including Area Youth Committees, Borough and Parish councils, voluntary youth organisations, schools, Connexions, grant making bodies and agencies working with young people. Main Tasks/Accountabilities Approx % of working time spent 1. Youth Work - To establish local young people s needs and ensure that the youth work provision meets these needs. - To work with young people to safeguard their welfare - To encourage young people s participation in youth work programmes through a variety of imaginative and creative approaches, ensuring that the work contributes fully to the Wokingham Youth Service objectives, targets and plans - To develop young people s active participation in decision making that affects them and to create opportunities for young people to play an active role in their community, acting as an advocate for young people as appropriate. - To be responsible for the development, planning, delivery and evaluation of high standard youth work programmes that provide informal learning and social education opportunities for young people including the evidence for gaining recorded and accredited outcomes. - To deliver a range of provision either directly or indirectly including open access youth work, targeted work, street youth work, residential work. - To work in partnership with schools primarily the local secondary school to deliver early intervention work - As part of the Service s links to agencies within IYSS, to work with agreed agencies to raise the profile of Youth Work and Positive Activities and instigate joint work against identified needs Initially this will be Anti Bullying group and Travellers ducation - To carry, as needed, a small case load of vulnerable young people identified through CAF and where necessary be Lead Professional - To maintain professional recordings, evaluations and reports of youth work and use these to monitor the effectiveness of work delivery. - To ensure that principles of inclusion, equality and diversity are integral to programme development and delivery.
4 70% 2.0 Staff Management - To provide professional line management and team leadership for youth support workers and other support staff. - To ensure the effective recruitment, selection, induction and management of part-time staff in accordance with the Service s Workforce evelopment Policy and Recruitment and Selection procedures of Wokingham Borough Council. - To contribute actively to youth service area-wide teams and to assist in developing both area-wide and service-wide youth work provision and training. 10% 3.0 Management - To manage themselves and their youth work delivery, staff, resources and delegated budgets in accordance with Wokingham Borough Council policies including Workforce evelopment, Safeguarding, Finance, Health & Safety and qual Opportunities and to ensure that staff and users are aware of their responsibilities. 5% 4.0 xternal nvironment - To assist the Area Youth Work Manager in reporting to the Area Youth Committee and other meetings as appropriate. - To ensure effective communication with internal and external agencies and elected members as relevant. - To be proactive in promoting youth work to ensure opportunities for delivering the youth work curriculum through partnership work are maximised to provide maximum impact on young people.. 5% 5.0 Other - The post holder is subject to the Service Workforce evelopment Policy. This includes induction, managerial supervision, review and development, professional support and appropriate in-service training. - To undertake any additional or amended duties appropriate to the scope of the post as may be allocated from time to time. 10% 100%

A knowledge and understanding of social education principles and awareness of current youth work policies and initiatives. An awareness of Health & Safety and Safeguarding issues and how to ensure good practice. Knowledge and understanding of inter-agency and partnership work would be an advantage. Technical Skills: e.g.: IT, Presentation Ability to relate to young people and adults positively both as individuals and in groups, encouraging participation, involvement, empowerment and achievement. Ability to plan youth work responses in order to meet identified needs and analyse and reflect on own professional practice. Good communication skills, written and oral, informal and formal including excellent listening and support skills. Ability to be self-motivated and with good time management skills. Ability to recruit, supervise, support and motivate staff and to develop a teamwork approach. Ability to manage budgets and resources. Ability to effectively and appropriately manage young people s behaviours in youth work settings. Ability to ensure that the principles of inclusion, equality and diversity are integral to programme development and delivery. Ability to apply Health and Safety and Safeguarding principles in a youth work setting. Ability to act as Lead Professional and to advocate for young people. 6 Special Factors: The appointment will be full time and no other paid occupation may be taken without the consent of the Authority. The post holder will be expected to reside within a convenient commuting distance of the borough of Wokingham and should have access to a car or alternative means of transport on a daily basis. The post holder will need to make a commitment to evening and negotiated weekend and residential work and to attend meetings and work at various locations within the Borough. JNC salary scales and conditions will apply to this post. This post is subject to a satisfactory medical and nhanced Criminal Records Bureau clearance.
