2 The Probation Service Officer (PSO) role in Lancashire is integral to the core activities within the two disciplines of Offender Management and Interventions (which includes unpaid work, victims and programmes). The Probation Service Officer has an important part to play in the supervision of offenders. This will include taking a central role in their supervision and the delivery of groupwork programmes. Probation Service Officers will work in various units and locations in Lancashire. Although they will normally work within either Offender Management or Interventions, flexibility will be needed and they may therefore be required to undertake any reasonable combination of duties and responsibilities. Career development will be encouraged for Probation Service Officers across the various roles in accordance with the service s mobility policy. Probation Service Officers will be required to:- Work to high professional standards Comply with the Area s quality and iversity Strategy and associated procedures and embrace a culture which values diversity nsure the health, safety and welfare of self and others in accordance with the Area s Health and Safety Policy and associated procedures and embrace a culture which embeds a H&S culture. Operate in an open, transparent and participative way Promote the aims and values of the Lancashire Probation Trust and NOMs MAIN RSPONSIBILITIS AN UTIS To hold offender manager responsibility for low and some medium risk of harm offenders and assist the Offender Manager (PO) in delivering services to high risk cases if appropriate. To contribute to the assessment, sentence planning, supervision, enforcement and breach of offenders and provide assessment and advice to courts as appropriate. SPCIFIC TASKS AN ACTIVITIS Operational: 1. To undertake the full range of offender management tasks with offenders assessed as Tier 1 and 2. These offenders will usually represent a low to medium risk of harm. 2. To undertake the full range of offender management tasks with some offenders assessed as being Tier 3, specifically those determined by a team manager where an offender is categorised as Tier 3 by virtue of a requirement to complete a general offending behaviour programme and where there are no other significant risk factors. 3. Under the guidance of a probation officer offender manager, to assist with the supervision of Tier 3 and 4 cases. 4. To undertake work in the court setting, including the completion of bail information reports. 5. To assess the risks and needs of offenders for whom they are the offender manager (using OASys) and complete initial sentence plans and review in accordance with national standards. 3 6. iscuss any concerns about a case for whom they are the offender manager with their line manager. If the level of risk escalates this may lead to the case being reallocated to a PO offender manager. 7. To implement sentence plans for those cases where they are the offender manager. This will be done in an effective and timely manner and may involve them in coordinating the efforts of other staff and providers of interventions. 8. To be responsible for addressing the risks and needs presented by offenders for whom they are the offender manager and for achieving compliance with national standards and requirements in orders and licences and for prompt and effective enforcement and breach action. 9. To produce relevant documents and reports as required using the service s computer based systems. 10. To initiate breach action, prepare documentation and prosecute breach cases. 11. To transfer and close cases using Service procedures. 12. To record offender contact promptly on to the agreed electronic case record. General: 13. nsure effective liaison, communication and working relationships with interventions staff, service providers and external agencies to review progress and associated risks. 14. To provide cover as required within the offender management unit and to other offender management units and intervention units as required. 15. emonstrate pro-social modelling skills consistently challenging anti-social behaviour and attitudes 16. Work with the offender to ensure that they understand the links between all the relevant interventions. Facilitate the offender s understanding of the links between the different interventions; help the offender make the links between new learning and their day-to-day environment; ensure the offender practices new skills and behaviours and demonstrates new behaviours in their own environment. 17 To work in accordance with effective practice principles, national standards, area policy and procedure and the offender management model. 18. To undertake any other duties which are commensurate with the grading of the post. Willingness to undertake training and development relevant to job role. * Lancashire Probation Trust has a target of no more than 9 days absence per employee per annum. Candidates who are offered a conditional offer of employment will, therefore, be required to demonstrate that this can be reasonably achieved by them detailing their absence record including dates and reasons for each period of absence over the last two years and by completion of a medical questionnaire and assessment by Occupational Health. Absences related to a one-off medical complaint, now resolved, e.g. operation and pregnancy-related illness will be disregarded in this assessment. Absences related directly to the A will also be disregarded. This role is exempt from the Rehabilitation of Offenders Act Therefore there is a requirement for applicants and Jobholders to declare any previous criminal convictions or cautions regardless of whether or not they are spent. Lancashire Probation Trust will seek confirmation of criminal history from the Criminal Records Bureau (CRB) before confirming the appointment of any person to this post.
