3 How we are structured Established by the Skills Development Act (Amended 2008) Promotes education & skills development in the transport sector Eight chambers: - Maritime - Road Passenger - Road Freight - Taxi - Rail - Aerospace - Freight Handling - Forwarding & Clearing
4 Road Passenger The industry in which employers and employees are associated for the purposes of conveying passengers by bus for reward including: Control, Management and Maintenance of these vehicles.
5 How are we structured Skills Development & Learning Programs Units Skills development policy Skills Development Functional areas per subsectors: chambers ETQA Unit: Quality Assurance : Qualification Development, Provider accreditation, Assessor registration and Learner certification Finance Unit: Disbursement in line with legislative frameworks (PFMA and SD) Corporate Services Unit: Support Unit Governance Level: Board & 12 Board Sub- Committees

7 Goals of NSDS III 1. Establishing a credible institutional mechanism for skills planning (Research) 2. Increasing access to occupationally-directed programmes (whole qualifications) 3. Promoting growth of FET college system that is responsive to sector, local, regional and national skills needs & priorities 4. Addressing low level of youth & adult language & numeracy skills to enable additional training 5. Encouraging better use of workplace-based skills development 6. Encouraging & supporting, small enterprises, workers-initiated, NGO & community training initiatives 7. Increasing public sector capacity for improved service delivery & supporting the building of a developmental state 8. Building career & vocational guidance
8 Goals of NSDS III (cont) In response to the goals set TETA has prioritized: 1. Learning programmes to facilitate access, success and progression: Information & Career Guidance Steps to expose learners to work in the sector (WPE) Recognition of Prior Learning(RPL) Raising the base: Foundational Learning programmes and ABET 2. PIVOTAL Programmes Professional, vocational, technical and academic (PIVOTAL) Programmes which provide a full occupationally-directed qualification Courses at universities, universities technology and FET institutions with structured learning at work
9 Goals of NSDS III (cont) Professional placements, work-integrated learning, apprenticeships, learnerships, internships, skills programmes, and work experience placements Such courses will normally begin in a college or university and would include supervised practical learning in a workplace as part of their requirement In some cases start in the workplace and then move to college or university Some PIVOTAL courses can be offered by arrangement between a SETA, an educational institution, an employer and a learner Fundamental to the successful implementation of PIVOTAL programmes will be a model of cooperation between a SETA, a higher or further education and training institution and an employer
10 Goals of NSDS III (cont) This will help ensure responsive curricula and courses New grant regulations stipulate that at least 80% of discretionary grant funding must be allocated to PIVOTAL programmes A SETA may allocate a maximum of 20% to funding of programmes, other than PIVOTAL programmes, to develop the sector in accordance with the priorities outlined in the SSP
11 TETA SMME STRATEGY TETA s mandate, targets and objectives arise from the national skills development strategy NSDSIII as outlined by the Department of Higher Education and Training.
12 Goal 2,5&6 of the NSDS III 2 Increase access to occupationally directed programmes 5. Encouraging better use of workplace-based skills development 6. Encouraging & supporting, small enterprises, workers-initiated, NGO & community training initiatives Output2b: TETA firms (Large,medium & small) are supported through Mandatory & Discretionary Grants to address industry shortage of skills. Output5b: Graduates placed in employment for internships & workplace experience projects
13 SMME OBJECTIVE AIM: To attract, through targeted interventions, non-participating organizations to become involved in Skills Development An SMME Company employs 49 or less employees Core business of the company is Transport Funding between R 145 R250 per credit but not exceeding R per company for Skills Development in a year (we are revising the funding model & will communicate soon) Identified Skills Development needs should address TETA Scarce and Critical Skills The Applicant does not participate in a SETA Mandatory Grant system
14 APPLICATION PROCEDURE The application should be made on the SMME template provided by TETA and may be faxed, ed or hand delivered to the chamber to which the applicant is affiliated. TETA will process applications received. Upon approval of the application, TETA will provide the applicant with a Confirmation of Approval. This will specify the disbursement obligations, which may be made once off (i.e. on completion of the training) or made in two phases (i.e. 50% payable when learners register and the remainder on completion of the training). Training must be completed within 12 months and no extension or addendum will be entered into (exceptions will bee entertained on merit). Non performance of any of the terms of this confirmation may result in termination of the approval and non recovery of funds from the applicant.
15 REQUIREMENTS FOR DISBURSMENT PHASE 1 50% payable on registration phase LEARNER DETAILS REQUIRED - Copy of Certified ID copy COURSE DETAILS - Name of the programme - Unit Standard/s; - Duration of the programme (maximum of 1 year) PROVIDER DETAILS - Proof of accreditation - Quotation for the cost of the course - Invoice OR Payment request on letterhead PHASE 2 50% payable upon completion of the programme LEARNER DETAILS REQUIRED - Learner attendance register (electronic learner register submitted in TETA format) LEARNER DETAILS REQUIRED - Copy of learner s certificate / statement of results PROVIDER DETAILS - Invoice OR Payment request on letterhead
