1 15 January 2016 Discretionary Grant Advertisement The Services Sector Education and Training Authority (Services SETA) invites its member companies in the Labour Recruitment industry with valid Private Employment Agency (PEA) Certificates to apply for Discretionary Grant funding for skills development in programmes where workplace training can be guaranteed. These grants are intended to meet the sector needs and priorities outlined in the National Skills Development Strategy III (NSDSIII). The allocation of funds is intended for programmes and projects that improve the supply of qualified and competent people for scarce and critical skills. Furthermore, it is also intended for programmes that include practical and theoretical components that are meaningful for the development of the individual and achieve substantial progress towards a qualification. In this Discretionary Grant window, the Services SETA will be allocating Discretionary Grant funding for the following learning interventions: LP01 Learnerships for Unemployed Learners (18.2) LP02 Bursaries for Employed Learners, where the form of training is a Learnership (18.1) LP03 LP04 LP05 LP06 LP07 LP08 LP09 Artisans: Apprenticeships and Trade Tests Assessment and trade test Internships: For learners with HET NQF 5 and Above (Full Qualification) Internships: For learners with FET Part Nated Qualification (N6 only) Internships: For learners with FET Post NCV and Vocational Qualification Internships: For learners with HET NQF 5 and Above (Part Qualification) Bursaries for Employed learners for qualifications at NQF level 5 and higher with an HET 1
2 LP10 LP11 LP12 Adult Education and Training Recognition of Prior Learning Skills Programmes for Employed learners Who can apply? The Services SETA is a public institution and is therefore obliged to avail business and skills development training opportunities to all South Africans who meet its requirements. This advert is targeted at the Labour Recruitment Industry and, as such, only entities with a valid Private Employment Agency Certificate (as required by Section 24 of the Skills Development Act) may apply for funding. Appropriate applicants with the requisite capacity and legal good standing will be considered as part of the application process for Services SETA funded interventions. The Services SETA s discretionary funding is applicable to: Services SETA Levy paying Labour Recruitment employers Non- levy paying Labour Recruitment employers in the Services sector NB: Where a successful applicant is not an accredited training provider, the appointment of an accredited training provider will be handled jointly by that applicant and the Services SETA via a Services SETA prescribed process. Stakeholders who applied for any previous Discretionary Grant Allocation windows are welcome to apply for this new window of funding whether their previous application was successful or not. Selection criteria Allocation of funding is at the Services SETA s sole discretion. Applications undergo evaluation according to a set of criteria including, but not limited to: Capacity to deliver the programme applied for Programmes that meet the transformational imperatives of South Africa Projects which target learners with disabilities and Recognition of Prior Learning Projects training in SIPS aligned qualifications will have an added advantage. 2
3 Budget guidelines The Services SETA seeks to regulate the costs of developing learners across its learning programmes. This is necessitated by the varying prices that are charged across the industry for the same qualifications. As such the Services SETA has provided unit costs per learning intervention to assist applicants prepare their budget. Funds will not be awarded for The Services SETA will not award funds for: Projects that have already commenced prior to the approval of the application Set- up costs, e.g. start- up costs Capital expenditure, e.g. building costs, equipment such as computers, etc. Existing operating expenses e.g. salaries of current employees who will undergo training Organisational policy development Interventions that result only in awareness for participants Training of any learners who are being funded through other programmes already. Application Process The application window will open on 15 January at 10:00 a.m. and close on 14 February 2016 at 12:00 a.m. (midnight) To register and access the online application form please visit Applications submitted via will not be accepted No late or incomplete applications will be considered The deadline will not be extended The Services SETA provincial offices are available to help with information and facilities for the lodging of applications Mandatory compliance documents* In order to be considered for this Discretionary Grant, the following mandatory supporting documents need to be completed and submitted with each application: Valid Tax Clearance or Exemption Certificate Company Registration Documents, including proof of registered place of business Proof of Private Employment Agency Certificate Declaration of Interest (Form 1b) Declaration of Authorised Person (Form 1c) Declaration of Employee Consultation (Form 1d) 3
4 Confirmation of reading Services SETA Discretionary Grant policy (Form 1e) Failure to submit any of the documents listed above may lead to the disqualification of the application. *A checklist indicating the complete list of documents to be submitted by applicants is provided on the application website Note: The allocation of Discretionary Grant funding is at the sole discretion of Services SETA Specifications of available Discretionary Grant funded projects Services SETA invites applicants to partner in developing specific skills, qualifications and trades across 12 Learning Interventions. Each intervention is outlined below. 1. LP01: Learnerships Unemployed (18.2) This is a structured learning programme which includes theoretical and practical workplace experiential learning over a period of at least 12 months and which leads to an occupationally related qualification registered on the NQF. Learners are allocated a monthly stipend for the duration of the programme. Applications for this intervention are for any NQF-aligned qualification with a legitimate SAQA ID. Budget Cost per learner: R36 000* *Please use unit costs specified when preparing your budget. A minimum of R1 500 should be allocated to the learner as a stipend, per month. Your proposed budget should clearly indicate the amount you are proposing as the stipend for each learner. A budget guideline document and template have been provided to assist applicants. 4

LP 02: Bursaries Employed 18.1 presented via the learnership model: This is a structured Learnership which includes theoretical & practical workplace experiential learning over a period of at least 12 months and leads to an occupationally related qualification registered on the NQF and up to NQF Level 5. Learners in this form of learnership programme already earn salaries and are therefore not entitled to a stipend. Applications for this intervention are for any NQF-aligned qualification with a legitimate SAQA ID. Budget cost per learner: R18 000* *Please use unit costs specified when preparing your budget. 6 3. LP 03: Artisans: Apprenticeships and Trade Tests Artisan: A person certified as competent, via a trade test, to undertake a listed trade in accordance with relevant legislation. Apprenticeship: A learning programme towards the achievement of a listed trade, which includes a trade test in respect of that trade. It covers theory, practical and structured workplace learning (on the job training). Applications for this intervention are for any NQF-aligned qualification with a legitimate SAQA ID. Priority will be given to SIPS aligned qualifications. Budget cost per learner: R46 450* *Please use unit costs specified when preparing your budget. LP04: Assessment and Trade Test Assessment: The process used to identify, gather and interpret information against the required competencies in a qualification or part qualification in order to make a judgment about a learner s achievement. Trade Test: This is a final external practical and summative assessment undertaken by candidates who meet the requirements included in an occupational qualification for a listed trade that is administered by an accredited trade test centre. The trade certificate is issued by the QCTO. Applications for this intervention are for any NQF-aligned qualification with a legitimate SAQA ID. Priority will be given to SIPS aligned qualifications. LP 05: Internships: HET NQF 5 and Above (Full Qualification) An internship is a structured and monitored workplace experience gained through exposure and interactions within a real work environment. The Services SETA funds the following categories of internships. This is a 12-month workplace experience programme designed for candidates who have already completed an NQF Level 5 and higher qualification that is relevant for employment in the services sector, but have not yet gathered the necessary practical experience to enable them to obtain employment. Applications for this intervention are for learners with any full qualification received at an HET level by a credible skills development provider. Budget cost per learner: R36 000* *Please use unit costs specified when preparing your budget. A minimum of R2 500 should be allocated to the learner as a stipend, per month. Your proposed budget should clearly indicate the amount you are proposing as the stipend for each learner. A budget guideline document and template have been provided to assist applicants. 8

LP06: Internships: FET Part Nated Qualification (N6 only) An internship is a structured and monitored workplace experience gained through exposure and interactions within a real work environment. The Services SETA funds the following categories of internships. This is an 18-month workplace experience programme designed for candidates who have already completed an N6 qualification relevant for employment in the services sector, but have not yet gathered the necessary practical experience to enable them to obtain a National Diploma. Applications for this intervention are for learners who have completed an N6 qualification for any NQF-aligned qualification with a legitimate SAQA ID from an FET College. Budget cost per learner: R36 000* *Please use unit costs specified when preparing your budget. A minimum of R1 500 should be allocated to the learner as a stipend, per month. LP07: Internships: FET Post NCV and Vocational Qualification An internship is a structured and monitored workplace experience gained through exposure and interactions within a real work environment. The Services SETA funds the following categories of internships. This is a 12-month workplace experience programme designed for candidates who have already completed an NQF level 1, 2, 3 or 4 national vocational qualification that is relevant for employment in the services sector, but have not yet gathered the necessary practical experience to enable them to obtain employment. Applications for this intervention are for learners who have completed an NCV qualification for any NQF-aligned qualification with a legitimate SAQA ID from an FET College. Budget cost per learner: R24 000* *Please use unit costs specified when preparing your budget. A minimum of R1 500 should be allocated to the learner as a stipend, per month. Your proposed budget should clearly indicate the amount you are proposing as the stipend for each learner. A budget guideline document and template have been provided to assist applicants. 10

LP08: Internships: HET NQF 5 and Above (Part Qualification) An internship is a structured and monitored workplace experience gained through exposure and interactions within a real work environment. The Services SETA funds the following categories of internships. This is a 12-month workplace experience programme designed for candidates who have already completed an NQF Level 5 and higher part-qualification relevant for employment in the services sector, but have not yet gathered the necessary practical experience to enable them to obtain the full qualification. Applications for this intervention are for learners with any part qualification received at an HET level by a credible skills development provider. Budget cost per learner: R36 000* *Please use unit costs specified when preparing your budget. A minimum of R1 500 should be allocated to the learner as a stipend, per month. 12 9. LP09: Bursaries: Employed A bursary is a monetary award made to learners to follow an approved course of study for one year. This is a grant awarded to employed learners enrolled for part qualifications or full qualifications registered on the NQF level 5 and higher. Applications for this intervention are for any full qualification offered at an HET level by a credible skills development provider. 13 10. LP10: Adult Education and Training Maximum of 12 months (Employed/Unemployed). This is formal learning and training undertaken by adults for the improvement of their knowledge and skills for personal development, further learning and/or employment. LP11: Recognition of Prior Learning Principles and processes through which the prior knowledge and skills acquired by a person are identified, mediated and assessed for purposes of admission to a formal course of study, recognition and certification (maximum of 12 months). Applications for this intervention are for any NQF-aligned qualification with a legitimate SAQA ID. Priority will be given to SIPS aligned qualifications. 15 12. LP12: Skills programmes: Employed This learning intervention has been designed to be an occupationally based, short term learning programme. When successfully completed by the learner, it constitutes credits towards a qualification registered on the NQF. The Skills Programme comprises of a cluster of unit standards totalling 25 to 60 credits derived from the same qualification. Applications for this intervention are for any NQF-aligned unit standards from one qualification with a legitimate SAQA ID. Funding for this intervention will only be provided to Employers for the up-skilling of their own employees towards a full qualification.
