3 Information on Monitoring and Evaluation Vision: To be recognised as the leader in the development of a highly skilled knowledge-based information society. Mission: The MICT Seta generates, facilitates and accelerates the processes of quality skills development at all levels in the MICT sector. 3
4 Introduction: The MICT SETA is established in terms of the Skills Development Act No. 97 of One the critical area within the Act is provision of quality education and training that addresses critical and scarce skills in the workplace. This can only be realized through focused monitoring, evaluation and auditing of learning outcomes against set criteria. The National Skills Development Strategy (NSDS) III advocates the establishment of a comprehensive performance monitoring, evaluation and support system for the realisation of learning programmes delivery that is economic, efficient and effective. Each SETA is expected to put in place measures to evaluate quality, relevance and the impact of skills development interventions. The QCTO strongly advocates effective monitoring and evaluation of delivery outcomes, calling for the SETAs efforts to be directed where it matters most: provision of quality occupational competence. 4
5 MONITORING AND EVALUATION ENSURES: Establishment of a firm system of translating programme delivery into meaningful interventions, The disbursed mandatory and discretionary grants are allocated for skills development purposes, Service providers and workplaces are achieving what is intended; occupational competence, Workplace skills planning and reporting are aligned to industry critical and scarce skills, Learning programmes delivery is aligned to the SLA deliverables and addresses the NSDS targets, Evaluation of the relevance and impact of respective learning programmes for continual improvement. The MICT SETA service delivery environment and the broad NSDS targets are underpinned by a strong and reliable monitoring and evaluation system. The Monitoring and Evaluation Division is responsible for the identification of both best practice and problem areas and the recommendation of requisite remedial interventions for the maintenance of high levels of quality education and training. 5
6 Monitoring Evaluation continuous data collection and analysis to assess the progress of a project, a program or a policy, comparing it with the expected performance and outcome, measurement of results achieved by a project, a program or a policy in order to assess its relevance, efficiency, effectiveness, impact, as well as its sustainability. MONITORING AND EVALUATION FOCUS AREAS: External focus: WSP/ATR and SLA compliance and reporting, Quality management system, Programme relevance and impact. Internal focus: SLA compliance and reporting, Quality management system and organisational efficacy. MONITORING AND EVALUATION ASSESSES: Whether delivery is according to plan, Whether there are deviations, Whether the deviations are justifiable. Programme relevance, Programme success, Lessons learned, Programme efficiency, effectiveness and impact, Programme sustainability. 6
7 MONITORING AND EVALUATION METHODS: The following methods (not limited to) will be used: Method Desk study Sampling Framework Interviews Validation Description Documented evidence of the employer s ATR Random and/or targeted selection of learner records for validation purposes Focused interviews with learners to ensure accuracy Comparison of evidence to practice Principle Quality Provision Compliance requirements Discussion Programmes provision is of quality and outcomes are met as prescribed. Sufficient evidence of compliance to agreed-upon deliverables as required 7
