3 Current System Mandate 21 x SETAs that are statutory bodies established in terms of Skills Development Act, Act 97 of 1998, that are empowered under Manpower Training Act of 1982 to accredit training providers to train and trade test apprentices. 22 Government notices (gazettes) that designate trades to sectors and determine training and/or trade testing requirements for apprentices in each sector. 17 20 MISCHIEF Skills Accord Artisan Learner recruitment requirement is minimum over five years, minimum this year N1 N3 Learners at average 12% pass rate will give only learners available for artisan learning. Therefore even with return of N1 N3, no capacity left in system to support MTA requirement of N2 for access to Trade Tests so pointless in maintaining the requirement. REALITY CHECK Most employers already take Matrics with Maths & Science for artisan programmes and utilizes either Learnerships or Section 28 of MTA for Exemption from N2. We are fooling ourselves by hanging onto MTA AND Section 28 Artisans are not getting jobs..

DHET workshop on 19 th October 2011 with SETAs & QCS initial drafts for: SDA Learning Programme Regulations Agreements (contracts), Allowances SDA Trade Test Regulations All other MTA related Matters 2. SETAs facilitate initial consultation with sector stakeholders by 30 th November 2011 for: 3. DHET process reworked through NSA / QCTO and issue for public comment for 30 Days by 31 January DHET process final regulations and repeal MTA at the same time through NSA / QCTO by 31 March 2012.
