The Ethiopia Supporting Open Data Initiative Project was approved on October 15, The project is financed through a US$ 300, Recipient Executed Grant from Trust Fund for Statistical Capacity Building. The Grant was provided to responds to the Government of the Ethiopia s request to the World Bank to provide financing to implement actions and recommendations emanating out of the country s Open Data Readiness Assessment (ODRA) and the action plan. The trust fund has become effective on October 27, The development objective of Supporting Open Data Initiative Project is to enhance transparency through the implementation of actions and recommendations emanating from the country s Open Data Readiness Assessment (ODRA) and the action plan. There are no outstanding audit reports and the project is not subject to suspension of disbursement. 2. The Project activities cover the expenditure categories of goods, works, consultants services and non-consulting services following the disbursement procedures stipulated in the original Agreement. The main activities are: (a) formulation of the National Open Data Guidelines (b) ensuring the quality of open data portal and strengthening the demand side for open data; and c) providing implementation support to the project through the recruitment of a local consultant to coordinate daily operation of activities and carry out monitoring and evaluation as well providing for the end of project audit. Project Status 3. The government of Ethiopia launched the national open data portal in March 2016 ( and the UN Index recognized the effort by moving the e-participation ranking upward to 91 in 2016 compared to a ranking of 122 in 2014 out of 193 countries. The project has spearheaded the establishment of an executive body constituting the Ministry of Communication and Information Technology (MCIT) and the Central Statistics Agency (CSA). This has stimulated dialogue between the two key institutions to lead the open data initiative and enforce mutual responsibility accountability through a formal Memorandum of Understanding (MOU). As per the MOU, the Ministry of Communication and Information Technology recently conducted series of training sessions to staff at the Central Statistics Agency (CSA) and one of the major progress milestones for the project under the new Country Partnership Framework, i.e., posting selected government data in an open

4 data format, has now been initiated for the first time in the country. However, the project encountered series of implementation bottlenecks and as a result the procurement for the two-key analytical and advisory inputs has been behind, making it very hard for all activities to contribute to the achievement of the development objective in good time. These two key consultancies are now commenced. The first contract has been awarded and the consultant has submitted its first draft to help formulate the open data guidelines. A withdrawal application to effect payment to the consultant has been submitted for payment. The second contract that expected to ensure the quality of the open data portal and strengthen the demand side of open data has been advertised and expression of interests have been received. Justification: 4. The purpose of the proposed extension of the closing date of the project by one year will allow the project to fully implement the key activities and achieve the intended development objectives. There are considerable gains for the Government of Ethiopia in proceeding with the extension of the closing date because it will allow to resolve critical implementation bottlenecks to enable the completion of the two key consultancy services originally envisaged in the Project Appraisal Document (PAD) but not undertaken because of implementation start-up problems including delayed completion of preliminary activities that would allow the initiation of the two consultancies, limited capacity in World-Bank procurement and financial management procedures and lack of coordination between the different units supporting the project implementation. The likelihood of achieving the development objectives depends heavily on completion of the two consultancies which are now in progress. The first contract has now been awarded and the second contract has been advertised and expression of interests have been received. In addition, the partnership between the MCIT and CSA which was key input to the achievement of the progress milestone of uploading CSA s data in an open data format is still at its infancy and will need to be supported to ensure continuity. Furthermore, the extension is based on an agreement with the State Minister to coordinate the different units through monthly meeting to expedite the completion of the procurement processes for the remaining one consultancy service. II. DESCRIPTION OF PROPOSED CHANGES 5. The proposed new closing date for the project is October 26, 2018 and the end target dates for all indicators in the results framework (at PDO and Intermediate level) is proposed to be extended, to coincide with the newly established closing date. All other features including components, implementation modalities for procurement and financial management will remain as originally designed. The economic, financial and technical justifications remain unchanged. The proposed restructuring has been approved by the Trust Fund for Statistical Capacity Building.
