2 Implementation Status and Key Decisions The Angola Market Oriented Smallholder Agriculture Project (MOSAP) was approved by the Board of the World Bank in July The project is being co-financed by IDA Credit in the amount of US$ 20m (after restructure in February 2013), International Fund for Agriculture Development (IFAD) Credit in the amount of US$ 8.2m, by the Government of Japan through the PHRD Grant in the amount of US$ 4m, and the Government of Angola (US$2.14 million). The project was declared effective on September 20, 2010, and is scheduled to close in September The Project Development Objective is to increase agricultural production through the provision of better services and investment support to rural smallholder farmers located in selected communas and municipios of targeted provinces of Bie, Huambo, and Malanje. The project has three components: Component 1 designed to provide capacity building to farmers and government institutions; Component 2 designed to provide agricultural investment support to smallholder to increase agricultural productivity and Component 3 Project management and monitoring and evaluation. Following effectiveness in September 2010, the project got off to a slow to start. The main problem was the lack of implementation capacity in the Ministry of Agriculture compounded by weak leadership within the project implementation unit. Overall, project assessment in achieving the Project Development Objectives (PDO) and Implementation Progress (IP) is Satisfactory. Based on the results of the 2013/14 agricultural season, the two indicators of the progress towards achieving the development objectives have been achieved. (i)percentage of agricultural production increase base on a crop index of participating smallholder farmers. The crop index of 2013/14 season was 64 percent against an overall project target of 10 percent; and (ii) Percentage of smallholder famers who adopted improved technology promoted by the project. The percentage shows the adoption rate of 66 percent against a project target of 30 percent. Activities implemented by the project in the that contributed to the achievement of the PDO include: (a) training of over 44,515 smallholder farmers in the use of improved agricultural technologies to boost production of the major crops being targeted by the project (the training was provided by service providers recruited under the Project; FAO also provided training to over 14,000 producers in the family sector through Farmers Field Schools); (b) training of more than 64 technicians; and (c) provision of financial support to 14,439 smallholder beneficiaries through financing 282 sub-projects. The results of the 2014/15 are delayed as the report will contain additional data related to the impact of the project during its implementation. 11/6/2015 Page 2 of 8
