7 2. Good practice examples: intermediaries The development of strategies as well as the planning and implementation of measures are interconnected. However often a gap arises at the interface of these activities or between the involved actors. Solution: Regional/localsectoral/target group labour market monitoring at the basis of the development, planning and implementation activities Support from a range of intermediaries operating at the nodes of regional/local/sectoral networks and bridging the gaps between enterprises and their associations, VET system and PES. Types of intermediaries: observatories, employers associations/politics, placement services

Good practice examples: intermediaries Interface Problems Arising from the German VET System: Highly formalised VET system national standards (access, curricula, certificates) Qualification = profession = occupation High predictability of supply and demand for skilled labour (especially in dual VET professions) A good basis for mid-term forecasting Considerable expense and effort needed to plan, develop and implement certified training activities/find providers of further VET Disadvantages for those without qualifications/not the right kind of qualifications (labour market entry/career advancement)

Good practice examples: intermediaries Local conferences of regio pro Mid-term skills forecasting system established in 2007: supply of and demand for professions and qualifications on the level of administrative districts (NUTS 3; 26 in total) in the Federal State of Hesse (3-4 years VET cycle) Groups of professions three-digit codes of the Federal Employment Agency; approximately 60 groups Developed by IWAK in close co-operation with the Hessian Ministry for Economics, Energy, Transport and Regional Development regio pro forecasts as basis for the General Concept for Securing Skilled Labour in Hesse

Good practice examples: intermediaries Local conferences of regio pro Three steps (examples from Odenwaldkreis): 1.Analysing and interpreting data from the local forecast to identify future fields of action followed by a specification of measures for tackling the anticipated skills shortages in three groups of professions (technicians, metalworkers, electricians; health/elderly care professions; cooks and catering trades). 2.Presenting and discussing the results of specification of measures, identifying the common fields of action for the groups of professions (infrastructure, attracting and retaining apprentices to/in the region) basis for a concrete implementation strategy. 3.Presenting the implementation strategy for the groups of professions (resources, actors, intermediate steps, milestones, coordinators, schedule), reflecting on the successes/needs for improvement so far, addressing the VET and labour market policy-makers in the locality and receiving a feedback from the Head of the District Authority.
