S/he will receive technical guidance from the IOC Sub Commission for Africa and the Adjacent Island States (based in Nairobi) and on a daily basis will work in close collaboration with the other Programme Officers of the Office as a team and those of the Multisectoral Regional Office for the Southern Africa in Harare. The supervision will be based on the principle of dialogue and teamwork, thus building on the JPO s capacity for critical self-assessment and his/her ability to learn. A quarterly work-plan will be prepared by the Head of Office together with the JPO, and be evaluated after each period. The JPO will inform the Head of Office on a weekly basis to evaluate the activities and discuss general and specific issues. S/he will ensure overall programme coordination as and when required with the IOC Coordinator for Africa (based in Nairobi) and with the other Programme Officers of the Office and of the Multisectoral Regional Office. The JPO s work will be reviewed on an ongoing basis through monthly assessment meetings with the Head of Office and the program team as well as regular staff meeting in the Office.

2 DUTIES AND RESPONSABILITIES: Under the general authority of the Executive Secretary IOC, and the direct supervision of the Head of Office, Maputo, the Junior Professional Officer (JPO) shall assist in the development and implementation of regular and extra-budgetary programme funded activities aiming at promoting knowledge and capacity for protecting and sustainably managing the sea and coastal zones in Mozambique. S/he will receive technical guidance from the IOC Sub Commission for Africa and the Adjacent Island States (based in Nairobi) and on a daily basis will work in close collaboration with the other Programme Officers of the Office as a team and those of the Multisectoral Regional Office for the Southern Africa in Harare. In particular, the JPO will carry out the following activities: 1. Provide analytical and technical contribution in the development and implementation of regular and extra-budgetary funded activities on marine sciences and integrated coastal zone management focused on promoting knowledge and capacity building in achieving ecosystem management, community-based natural resources management and sustainability. 2. Review ocean and coastal management scientific knowledge and activities in general and in the country, to optimize the way the UNESCO-IOC programmes contribute to the development and strengthening of a sustained management of the ocean and coastal zones in Mozambique, specifically promoting the development of methodologies, reinforcement of institutional infrastructure, and associated training and education, making use of the resources and programme activities implemented by the IOC Sub Commission for Africa and the Adjacent Island States, and building on local efforts including those funded by other donors. 3. Assist in the planning and organization of scientific seminars, workshops and monitoring exercises in relation to research on ocean and coastal dynamics, pollution sensitivity, waste management, physical and biological processes, climate change vulnerability and adaptation, coastal zone management and marine spatial planning and coastal circulation, including the preparation of background material, documentation and activity reports. 4. Gather information on activities and capabilities of national research institutions especially the UNESCO Chair on Marine sciences and Oceanography and others, and evaluate needs for assistance required for an increased participation of the country in marine research and monitoring programme activities at national level in relation to the priorities identified in the Operational Strategy for Priority Africa, the IOC Sub Commission for Africa and the Adjacent Island States and the country. 5. Assist in the strengthening and expending of research capacity in the country by organizing training courses and field studies, within the existing IOC training, education programme activities such as the Ocean Teacher Global Academy including through cooperation with regional and international research and training institutions on marine sciences, coastal zone management and marine spatial planning. 6. Develop project proposals aimed at consolidating and complementing the programme activities cited above, mobilize support from donors facilities and trust funds and ensure implementation.

Ensure liaison and synergies with relevant regional bodies such as the Large Marine Ecosystems programmes, the Nairobi Convention for the Protection, Management and Development of the Marine and Coastal Environment of the Eastern African Region, and the Western Indian Ocean Marine Sciences Association, amongst others. QUALIFICATIONS AND EXPERIENCE REQUIRED Graduate (minimum Master s Degree, PhD level would be an asset) in Environmental Management with specialization in waste management issues, environmental impact assessment with regards to marine ecosystems, or environmental policy; At least two years of international experience in research and/or technical experience in the field of marine sciences, integrated coastal zone management, community-based natural resources management and in the above fields, preferably in the (sub) tropics; Strong organizational, research, and oral presentation skills; Proven ability to work in a multi-disciplinary team and intercultural environment, with minimal supervision; Willingness and disposition to work with clients and to find pragmatic solutions to sometimes complex problems; Hands-on and action-oriented approach; Excellent writing and communication skills; Excellent oral and written English language skills; knowledge of Portuguese is an asset; Enthusiasm for, and commitment to development work; Good knowledge in word processing software, Excel, and Web pages software. LEARNING ELEMENTS Upon completion of the two-year assignment, the JPO will have acquired hands-on experience with: Developing, planning, implementing and following up field projects and international workshops; Collaborating with a broad range of stakeholders in government and civil society, as well as the UN system Contributing to prominent intergovernmental processes in the global arena; Working as part of a team in an international setting, multi-disciplinary team and intercultural environment; As well as using the yearly JPO duty-related travel and training allocation to attend scientific seminars and conferences to strengthen skills and knowledge.

4 BACKGROUND INFORMATION The UNESCO Office Maputo was established in 1995 to enhance cooperation between Mozambique and UNESCO in the areas of competence of UNESCO (Education, Science, Culture and Communication). The Office is headed by a UNESCO Representative and Head of Office appointed by the Director-General of UNESCO. Since the establishment of the Office, it has worked in close cooperation with the National Commission for UNESCO and the various line Ministries (Education, Youth and Sports, Culture, Environment), the Ministry of higher education, the Ministry of Science and Technology and other ministries. As a follow-up to the Pan-African Congress on Sustainable Integrated Coastal Management (PACSICOM, Maputo July 1998), UNESCO has established in March 1999, the UNESCO Chair of Marine Sciences and Oceanography at the Eduardo Mondlane University. The overall objective of the UNESCO Chair in Marine Sciences and Oceanography in Mozambique is to build teaching and research capacity for Marine Sciences within the country; and to promote a multidisciplinary approach to marine resources management within Mozambique and the region. The Chair receives regular financial support from UNESCO, IOC and other programmes and collaborates in various research and training activities. Since its establishment, the Chair led actions and contributed significantly to the following achievements within the Eduardo Mondlane University: Development of curricula and establishment of courses in Marine Science in mainly: Oceanography, Marine Biology, Chemical Oceanography and Geological Oceanography. Establishment of a School for Marine and Coastal Sciences within the university Promotion of multidisciplinary and applied research in Marine Sciences; Establishment of partnership and resource mobilization. Since 2005, the Chair is hosted by the School of Marine and Coastal Sciences in Quelimane, with an office in Maputo to cater for adequate liaison with other university departments and institutions in the capital of the country. The current major challenge of the Chair is to promote applied research and technology development to support the development initiatives in the country. The Head of Office supervises the work of programme officers and programme specialists as well as consultants hired by the organization to assist the member state in carrying out programmes in the area of competence of UNESCO based on the 2 year plan approved by the General conference of UNESCO. 5 united nations educational, scientific and cultural organization organisation des nations unies pour l'éducation, la science et la culture JPO PROGRAMME DESCRIPTION D EMPLOI / POST DESCRIPTION GENERAL INFORMATION Title: Assistant Budget Officer, Bureau of Financial Management (BFM) Location: Paris, HQ SUPERVISION Direct supervision by: Chief of Section, Bureau of Finance Management/Budget Monitoring and Reporting (BFM/BMR) The JPO is expected to carry out his/her assignment in the context of the work of the Bureau of Financial Management. The supervision of tasks will be carried out on a daily basis. Periodical progress review and discussion will be carried out with the direct supervisor. DUTIES AND RESPONSIBILITIES: Under the general supervision of the Chief, BFM/BMR Section, responsible for the Budget Monitoring and Reporting, the JPO is responsible for carrying out the following duties: A. Management of Extrabudgetary funds: Develop good general knowledge of UNESCO s programmes and budgetary aspects; Develop role of advice/assistance within BFM/BMR and provide assistance to Sectors/Divisions/Bureaux; Ensures proper interpretation of budgetary information received from Sectors/Bureaux, as well as appropriate application of the budgetary and administrative rules including UNESCO Administrative Manual for extrabudgetary matters; Takes action for the implementation of programme activities and payment of staff, i.e., undertake fund transfers, validate staff actions, study/process requests from Sectors/Bureaux for budgetary actions within the framework of the instructions received; Participate in the exercise for the closure of accounts. B. Budget analysis, monitoring and reporting: Assists in the processing of extra budgetary files within the context to applying the Cost Recovery guidelines; Assists in the preparation of analysis and ad hoc monitoring reports, when required, for Senior Management and the Sectors/Bureaux concerning the budgetary situation; Assists in reviews of project documents as well as workplans in the relevant IT tools (B4U, SISTER) with a view to evaluating their financial implications; Prepares analysis of proposed budget requests, identifying associated risks and opportunities and inform relevant officers for problem solving; Drafts memoranda, for validation of the Chief of Section, justifying the rejection/approval of particular requests through identification of anticipated problems and, formulating and proposing possible solutions in connection with budgetary situation;

Communication and advice: Provides advice to Sectors/Bureaux/Units on issues regarding donor agreements, new budgetary policies and orientations as defined by the Organization as well as on the interpretation and the application of budgetary rules and procedures; Interacts with other budget officers by providing them with elements to have a consolidated overview on each Sector/Bureau in order to increase the awareness of the relations between the Regular Programme and extrabudgetary resources. Participate in the revision of the Cost Recovery Guidelines and the B4U budgeting tool within the effort of the Section to ensure long term reliability of the system tools, detecting the new needs of methodology and process improvements; QUALIFICATIONS AND EXPERIENCE REQUIRED Staff assigned to the Bureau of Financial Management require a minimum of two-years experience (i.e. a complete budget cycle) to become familiar with the budgetary process. The incumbent of this post must therefore possess an aptitude to learn rapidly and to cope with heavy time sensitive workload. Because of the nature of the work, tact and discretion are essential. 1. Masters degree and studies in either business administration, public administration, economics or accounting, or equivalent education and training years professional experience in a budget/management accounts reporting department of a national or international organization. 3. Demonstrated knowledge of budgeting and budgetary control techniques 4. Excellent computer literacy, especially knowledge of spreadsheet software (Excel); a good knowledge of wordprocessing (Word) and experience with budget software. Good knowledge of budget functions in ERP systems such as SAP would be an advantage. 5. Strong numerical, analytical and reasoning capacities with ability to define problems, collect data, establish facts and draw valid conclusions. 6. Excellent knowledge of English. Knowledge of French will be an asset. LEARNING ELEMENTS The Bureau of Financial Management (BFM) controls the financial resources of the Organization. It reports directly to the Office of the Director-General and, provides information in respect of financial matters to the Governing Bodies. Within BFM, the BMR Section s responsibilities can be summarized as follows: monitoring the Regular and extrabudgetary funds in co-operation with the respective Sector/Units of the Secretariat; controlling budget execution by ensuring that there is a proper balance between programmes and the funding available and that the expenditures are within the financial rules and regulations; carrying out studies and works for developing/improving budget policy, methods, procedures and techniques; monitoring staff costs and post actions; monitoring the budgeting and execution of extra-budgetary projects; making forecasts of anticipated financial risks and propose solutions; preparing regular reports showing the budgetary status of activities under all sources of funding.

7 As a member of the dynamic hard-working BFM team, the incumbent of this post will have the possibility of participating in every aspect of managing/controlling the budget of a large international organization and will receive in-depth training in respect of the management of the budgets of the Sectors/Units within the responsible workframe of the BFM/BMR Section.

The supervisor will prepare, in consultation with the JPO, periodic performance reports according to the workplan established and agreed upon with the JPO s on his/her entry on duty. DUTIES AND RESPONSIBILITIES: Reporting to the Head of Section, the JPO will contribute to accomplish the following tasks: a. Develop effective HR planning mechanisms, in particular for key positions which imply specific technical knowledge and skills. b. Contribute to the development of skills inventories and skills assessment mechanisms. c. Ensure that competences and skills development are at the heart of Human Resources processes such as performance management, recruitment, training and job descriptions. d. Evaluate and analyze key trends, including demographic ones, and propose appropriate strategies thereafter. Establish career map templates including related to jobs and skills development. e. Develop and implement a knowledge management transfer mechanism.

9 QUALIFICATIONS AND EXPERIENCE REQUIRED: Advanced university degree in Human Resources, Business or Public Administration, Law, or Social Sciences; Preferably two years of professional experience in the field of Human Resources management; Ability to work in a multicultural, multi-ethnic environment with respect for diversity; Excellent analytical, communication and writing skills; Strong team spirit. Excellent command of IT office tools; Excellent knowledge English. LEARNING ELEMENTS: As a member of the Staffing Planning and Learning Section, the JPO will contribute to the implementation of the Human Resources strategy, particularly as far as the Human Resources Planning component. As part of his/her work, the JPO will be led to do research and to review other policies applied within the United Nations System and other multilateral and non-governmental organizations, including public and private sector. The JPO will become familiar with key Human Resources processes within an international organization, and will gain a thorough understanding of the UN system and its components, through research and networking. He/she will acquire skills in developing and implementing competency frameworks and Human resources planning mechanisms within an organization of the United Nations. It may be envisaged that for the 2 nd year contract, the JPO be seconded within other HRM unites such as Staffing, Partnerships or Learning. BACKGROUND INFORMATIONS The Staffing, Planning and Learning Section (SPL) of the UNESCO s Bureau of Human Resources Management (HRM) is responsible for Human Resources policy development; planning, staffing (recruitment, transfers and mobility), partnerships (young talent programmes (YPP and JPO) loans and secondments, internships, etc.) as well as statistics/data on human resources related matters including monitoring of statutory targets on geographical representation and gender. The Section is also responsible for learning, performance management, career development of staff and the communication of human resources related information. The Section acts on and coordinates all queries coming from the field on general human resources matters. It supports the Director HRM in the joint staff-management relations area and is responsible for issues under its purview and addressed within the inter-agency related Networks. BACKGROUND INFORMATION Sport is increasingly recognized as a powerful and universally accessible means for fostering social inclusion and socio economic development. UNESCO s 5th International Conference of Ministers and Senior Officials Responsible for Physical Education and Sport (MINEPS V) was held in Berlin, Germany, in May The outcome document of the Conference, the Declaration of Berlin, contains over 70 action-oriented recommendations and commitments concerning (i) sport and social inclusion, (ii) promoting investments in sport and physical education programmes (including the issue of the legacy of mega sport events), (iii) and sport integrity (including sport governance, match-fixing and anti-doping). The 6 th edition of MINEPS will be organized in 2017 with substantive preparations beginning in spring It will focus on the follow-up of the Declaration of Berlin at international, regional and national levels. UNESCO, the United Nations agency with a direct sport mandate, works for ensuring that the Declaration of Berlin is implemented by its Member States. For this purpose, thematic and regional expert groups, composed of representatives of governments, the sport movement and academia, are created to follow-up the different topics of the Declaration and to ensure respectively (i) international networking, (ii) exchange of good practice, and (iii) monitoring and evaluation.
