Position Information JPO functional title: Main sector of assignment: Programme Analyst Strategic partnerships and resource mobilisation Detailed sector of assignment: Crisis Response Country and Duty Station: Brussels, Belgium Duration and Type of Assignment: One-year fixed-term appointment, renewable at least once subject to satisfactory performance, recommendation by respective office and partner country agreement Age restriction: less than 35 years Work experience: Relevant internships are counted if they are remunerated. It should be a regular salary. The salary may be low, but a token payment is not considered a salary payment in this regard. Please note that for participants of the JPO-Programme two years work experience are mandatory! II. Job Purpose and Organizational Context UNDP s engagement on crisis issues covers the full spectrum of prevention, preparedness, response, early recovery and recovery. The objective of the Crisis Response Unit (CRU) is to ensure that UNDP is well positioned to respond in the most timely and effective manner to crisis. CRU main responsibilities include (i) the management and continuous enhancement of UNDP s toolbox for crisis response; (ii) the coordination of crisis response, with a focus on sudden onset crisis and complex protracted crisis undergoing significant spikes; and (iii) interface with humanitarian actors at the inter-agency and policy level (e.g. CRU coordinated UNDP s engagement with the World Humanitarian Summit process and coordinate UNDP s engagement with the Inter-Agency Standing Committee - IASC). By placing a JPO in the UNDP representation office in Brussels the intention is to ensure a stronger liaison role with the EU in the area of crisis response; facilitate partnership and resource mobilization efforts vis-à-vis the European Union (in particular ECHO) in relation to crisis response; and ensure policy tracking and analysis. III. Supervision Title of Supervisor: Director, UN/UNDP Brussels Representation Office 1

2 Note: The JPO will work under matrix management arrangements, with the Deputy Director, Crisis Response Unit, as second supervisor. Content and methodology of supervision: As part of the UNDP JPO programme overall framework, the JPO will benefit from the following supervision modalities: Structured guidance provided by the supervisors, especially in the beginning of the assignment, with the purpose of gradually increasing the responsibilities of the JPO Establishment of a work plan, with clear key results Effective supervision through knowledge sharing and performance/development feedback throughout the assignment Easy access to the supervisors Participation in Unit/Team/Office meetings to ensure integration and operational effectiveness Guidance and advice in relation to learning and training opportunities within the field of expertise Completion of the yearly UNDP Performance Management Document (PMD) If more than one supervisor; clear agreement of the roles and responsibilities between the relevant parties In addition, the following specific supervision arrangements will apply: Development of key results: the JPO s agreed Key Results and Competency Assessment which will cascade from the integrated work plan (IWP) of the unit Regular review of progress: the JPO will meet with his/her supervisor on a scheduled basis to review personal development and learning needs as well as work planning and review of deliverables. Regular participation in unit meetings, where s/he will report on his/her progress as well as on the challenges faced Annual and midterm performance assessment Given the nature of a JPO position, BERA and CRU will support the learning and training opportunities of the JPO by encouraging cross practice activities between the main projects and initiatives managed/coordinated by BERA and CRU, and, to ensure that expectations are fulfilled personally and professionally. Informal performance feedback will be given on assignment basis. III. Duties and Responsibilities and Output expectations Under the overall supervision of the Director, UN/UNDP Brussels Representation Office and Deputy Director in CRU, the JPO will perform the following duties: 1) Performs liaison role with the EU in the area of crisis response, focusing on the achievement of the following results: Regular updates on the evolution of the UNDP crisis response portfolio with the EU (in particular ECHO) and on concerns on any relevant partnership programmes in this area to ensure appropriate follow-up; Participation in meetings, workshops and round tables on key policy issues on crisis response of joint EU- UNDP interest; 2

3 Development and maintenance of relevant network of contacts with EU policy makers, think tanks and NGOs in this thematic area to ensure UNDP s visibility in key discussion forums. 2) Facilitates partnership and resource mobilization efforts vis-à-vis the European Union (in particular ECHO) in relation to crisis response, focusing on achievement of the following results: Communications and advocacy, outreach, and resource mobilization strategies on issues related to crisis response; Support to project preparation, in coordination with requesting units, with a focus on crisis response, and follow-up as required with the relevant EU branches (in particular ECHO); Effective support to intra-bureau coordination and provision of strategic inputs based on donor/fundingrelated developments in the humanitarian arena. 3) Ensures policy tracking and policy analysis, focusing on achievement of the following results: Identification of potential geographic and crisis-related sub-thematic areas of collaboration with the EU/EC through policy tracking and networking; Close coordination with CRU crisis coordination teams on country specific post-crisis assessment processes (including PCNA/PDNA) and early warning, and liaison, as required, with the EU focal points; Close coordination with CRU crisis interface team on relevant policy processes and initiatives (e.g. follow-up to the World Humanitarian Summit, in particular with regard to the humanitarian-development nexus and the Grand Bargain discussions; Humanitarian Financing discussions; Crisis management; Protracted displacement; etc.); Analyses of specific policy issues and proposals of strategic initiatives whilst keeping abreast of internal policy and programmatic developments in the UN and UNDP; Analyses of key debates and formulation of strategic recommendations for UNDP positioning. B 4) Any other relevant task as required by the supervisor. IV. Recruitment Qualifications Education: Experience: Master s Degree or equivalent Advanced Degree in a related field of expertise A minimum of two years of paid working experience in a relevant field Language Requirements: Working knowledge of English Working knowledge of other UN Language French desirable. Other desirable education, languages and work experience: Preferably a minimum of two years of relevant work experience in a developing country and/or bilateral/ multilateral development agency or NGO. Experience in a crisis/ post- conflict country would be a significant advantage. Previous work experience with the UN system would be an advantage VI. Training and Learning As part of the UNDP JPO programme overall framework, the JPO will benefit from the following training and learning opportunities: 5

6 Participation in a two-week long Programme Policy and Operations Induction Course in New York within the first 3 to 6 months of assignment Use of yearly JPO duty-related travel and training allocation (DTTA), as per the online DTTA guide Other training and learning opportunities, as presented in the UNDP JPO Orientation Programme In addition, the JPO will benefit from the following specific training and learning modalities/opportunities in the receiving office: CRU will support the JPO in participating in corporate training courses to better understand UNDP s mandate and operations, and to more effectively serve Country Offices. The incumbent will be supported by BERA and CRU in participating in conferences, seminars, and workshops for training purposes. VII. Background Information Information on the receiving office: (Provide basic information on the office: number of international/national staff in the whole office and in the unit where the JPO will be working, etc. Give a short background of the programme/projects the JPO will be working on: history, recent and upcoming developments.) The Crisis Response Unit (CRU) is responsible for UNDP's corporate crisis response strategy and capability. It develops and drives UNDP's vision and priorities for crisis response, coordinates and facilitates UNDP's crisis response with a whole-of-undp approach, provides oversight for all UNDP crisis response actions and ensures high quality crisis response. In order to carry out its responsibilities, CRU serves advisory, coordination and operational functions. The responsibility of the CRU focuses primarily on sudden onset crises and complex protracted crises. The unit advises UNDP on identifying the level of a particular crisis or on scaling up or down a particular response; leads timely and informed decision-making and management actions, supports early warning and guides corporate preparedness for crisis response; manages UNDP's crisis response toolbox, including fast deployments, standard operating procedures and the coordination of Crisis Response packages. CRU represents UNDP in the international crisis response community. It is responsible for UNDP's engagement with the humanitarian community and works to ensure the development agenda in particular early recovery is effectively integrated to the humanitarian architecture and humanitarian financing. CRU represents UNDP in the IASC and the Emergency Director's Group and leads UNDP's engagement with the World Humanitarian Summit process. CRU is headed by Assistant Secretary-General and Assistant Administrator Izumi Nakamitsu. It has a staff of 20 with presence in New York and Geneva. The Unit has been in existence since October 2014 and has already made significant strides in making the organization more fast, predictable and effective in responding to crisis. The UNDP Brussels Office has been in existence since 1995 and has steadily intensified its relations with the EU institutions at both strategic, programmatic and project levels. Being the largest source of donor aid in the world (56% of global ODA) and an increasingly active political driving force on the world stage, the European Union and its institutions represent de facto a very important partner for UNDP. 7 assigned. Living conditions at the Duty Station: Belgium, with its population of approximately 11,2 million, is a constitutional monarchy and a federal state. The country is made up of two major language groups, the Dutch-speaking Flemish and the French-speaking Wallonia and a smaller German-speaking minority. Brussels, the capital of Belgium, is bilingual (Flemish and French). Belgium is home to the EU institutions, the North Atlantic Treaty Organisation (NATO) and many international bodies and think-tanks.
