Attendees: Chairman Rom French, Commissioners Dan Banach, Ray Hamilton, David Payne and Lee Sackett, Clerk-Treasurer Gary Meeks, Deputy Clerk-Treasurer Holly Pealer, Director of Public Works Brent Bodine, Mayor Leigh MacKerchar, Village Engineer Robert Elliott Absent: Bill Jensen and Willie Allison II. Call to Order at 8:29 a.m. III. Review/Approval of the last month s meeting minutes: Reminder that Minutes were amended April 20, 2017 regarding the manhole project section. MOTION to approve the Minutes: first Ray Hamilton, seconded by Dan Banach; IV. Municipal Employee: Dave Cohick Tina out; doing well, should be back end of June Water salesman has been replaced and issuing the new cards through the Village office Spring cleanup at the reservoir Lead and copper testing this summer; so working on getting that together (we test 30 in our system) Pressure washing will be done in June Brent asked about the generator replacing coming up; Dave said that will be the major project for this year Rom asked about zebra mussels and any issues; Dave said we don t have any problems with that Brent thanked Dave for the good report and for the good job he is doing filling in for Tina V. Public Requests and Comments: Leslie Church and Pat Christensen of Town of Milo: expansion of sewer and water districts YMCA has asked for an expansion of their camp We would be requesting to amend our contract for water and sewer to add this expansion Brent clarified that this is just for an expansion not any additional capacity or usage of water/sewer; Leslie said that is correct Pat handed out the plan that Camp Cory is planning; doing in phases Leslie said Phase I is the barn and Phase II is the cabins Dan B. asked about the camp possibly moving their entrance; Town of Milo doesn t know about plans for that Gary said the agreement would not need be revised; Brent said the boundary description would need to be revised Mayor mentioned that Leslie Church agreed to chair the proposed water resource group that was discussed at the last Wholesale Water Customer meeting MOTION to the Village Board to accept the proposed expansion for the Milo Water District #1 and Milo Sewer district 1-2 and that Milo will update their boundary description attached to the existing agreement with the Village of Penn Yan; first by Dan Banach, seconded by Lee Sackett; Leslie mentioned that hope to start this in the fall. 1 P a g e

Executive Session: Move to enter into Executive Session to discuss work history of an employee at the end of the meeting with Rom French, Lee Sackett, Ray Hamilton, Dan Banach, David Payne, Leigh MacKerchar, Gary Meeks, Holly Pealer, Brent Bodine and Danette Eatherton; first David Payne, seconded by Ray Hamilton; VII. Audit dated 5/16/17 Summary: Paid Before Audit: General: $26, Electric: $307, Sewer: $6, Water: $7, CRC: $ 0.00 Capital Projects: $ 0.00 Total Paid Before Audit: $348, Current Audit: General: $66, Community Development CRC: $0.00 Electric: $9, Sewer: $101, Water: $16, Capital Projects: $15, Total Current Audit: $209, TOTAL AUDIT: $558, MOTION to approve the Audit as presented; first Dan Banach, seconded by Lee Sackett; VIII. Treasurer s Report Gary Meeks YTD Revenue/Expense: bearing down of the close of the year on May 31 st (about 92% of the year) Electric: Revenue is at 84% and expenses are at 85% (this is before the April power bills hit); revenue less than expenses by $45,000; after we add in the power bills we are looking at a loss of about $345,000; after backing out depreciation of about $217,000, we are looking at negative cash of about $120,000 Rom asked if we see any relief in sight for next year; Gary said its very weather dependent Watching our cash very closely with the electric business Rom asked if we have talked to the auditors yet; Gary has it on his to-do list Sewer: Still need to adjust out the revenue for the composting project in the amount $458,800 Revenue is 104% of the year (very healthy) and expenses 59%; revenue greater than expenses by $315,000 (after depreciation and compost project adjustment) Water: 2 P a g e

3 Penn Yan Municipal Board Meeting Minutes Revenue is 94% of the year (need to adjust out the CDBG and DOS grants) and expenses at 63%; revenue greater than expenses by $130,000 (after adjustments are made) IX. Department Business A. Electric - Brent 1. FYI: NYPA Firm Hydro Energy for June-No Reduction 2. Welker 34kV Loop Project update: O Connell has been onsite since Monday and stringing wire on Southside on North Ave. All poles have been set, but one Will be doing switching on Monday O Connell is doing well and they are safe; great bunch of guys to work with Project was slated to take about 4-6 weeks to complete No outages will be required They are using a hotstick to do the hot work; our crews are not trained to do work hot 3. Replacement of Truck 5 and Car 1 through NYPA Alternate Energy Vehicle Program: There is no budget impact Financed as a zero interest loan This will be paid through the purchase power adjustment part of your electric bill The zero interest loan will start upon delivery The bucket truck takes about 8-10 months to build per our specs MOTION to the Village Board to authorize the purchase of an Altec AN55E bucket truck (Truck 5) under NJPA Contract #31014 for the amount of $272, and to authorize Gary Meeks to execute all documents associated with the purchase; first Dave Payne, seconded by Dan Banach; MOTION to the Village Board to authorize the purchase of a 2017 Toyota Highlander (Car 1) from Northway Toyota for $37, and to authorize Gary Meeks to execute all documents associated with the purchase; first Dave Payne, seconded by Lee Sackett; 4. NYMPA 20 th Annual Meeting scheduled for May 24, 2017 at Embassy Suites in Syracuse; registration is due by May 19 th (3 are pre-approved to attend); delegate resolution needed. MOTION to Village Board to appoint Brent Bodine as the delegate from Penn Yan for the NYMPA Annual Meeting May 24 th, 2017; first Lee Sackett, seconded by Dave Payne; 5. Mutual Aid Agreement with APPA: discussed the MEUA mutual aid playbook MOTION to the Village Board authorizing Brent Bodine to sign the Mutual Aid Agreement with American Public Power Association; first Dave Payne, seconded by Dan Banach; 6. MEUA Central Regional Meeting: In Watkins Glen on June 7 at 9:00 a.m. 3 P a g e

4 Registration due by June 2, 2017 Costs is $50.00 for members Brent Bodine and Don Dixon are planning on attending; Brent has asked Don Dixon to go because he is a 20+ year employee with the Village MOTION to the Village Board to authorize sending Brent Bodine and Don Dixon to the MEUA Central Regional Meeting in Watkins Glen at a cost of $50.00/person; first Lee Sackett, seconded by Dave Payne; B. Water/Sewer Brent 1. CDBG Sheppard Street Watermain Replacement Engineering Support update (Brent): Kickoff meeting was on May 10 th SEQR will be ready for approval at the Village Board meeting in May ERR should be completed by end of June SHPO has provided the letter of no impact 2. FYI: Manhole Repair/Replacement Update: Still waiting on state DOT highway to do permit review and Shamrock Sewers is in the processing of completing the M/WBE requirements; Gary asked if DOT needs a push; Brent said probably; Bill or Brent should follow up with DOT. 3. FLWW Spring workshop: Scheduled for June 1 st, 2017 at King s Catering in Canandaigua Registration due by May 19 th We are pre-approved to send 4 people, but we would like to send 3 extra people Ron Keech, Chad Covell, Rob Ayers, Jeff Hulse, Don Dixon, Bill Jensen, and Dave Cohick would all like to attend Cost is $25.00/person MOTION to the Village Board to authorize sending Ron Keech, Chad Covell, Rob Ayers, Jeff Hulse, Don Dixon, Bill Jensen, and Dave Cohick to the FLWW Spring workshop in Canandaigua on June 1 st, 2017 at a cost of $25.00/person; first Ray Hamilton, seconded by Dave Payne; 4. Permission for Rob Ayers to attend the 2017 Class D Operator Certification Course: Offered through Western New York Water Operator School at the Town of Tonawanda Water Treatment Plant September 11-12, 2017 Cost would be $375 for the class and about $ for the hotel stay for the 2 nights This is in the budget MOTION to the Village Board to authorize sending Rob Ayers to the 2017 Class D Operator Certification Course in Tonawanda; September 11-12, 2017; cost is $375 for the class and $90/night for hotel accommodations plus expenses; first Lee Sackett, seconded by Dave Payne; 5. FYI: Composting update: we have had about ½ dozen people come for compost; Lee has been getting it and it is a simple process, once you sign the release the first time, you are on file; we are hopeful that word of mouth will start to spread 2. WWTP rolling gate bid results; bid opening-may 10 th there were no bids submitted. X. Other: None. XI. Payment Agreements: MOTION to the Village Board to accept the payment agreements in the amount of $7,644.81; first Dan Banach, seconded by Ray Hamilton; XII. Village Engineer s Report Bob Elliott Discussed KanPak CIP project and the surcharges had went down for February and then back up in March Brent sent an to KanPak following up with the CIP; Joe s response: We have one of the CIP skids converted over to the new CIP system. We still have 3 more to convert over. We are doing our best to get downtime to accomplish the rest of the conversions. Brent feels that they need their priorities in order and that this needs to be a priority Brief discussion about BODs Dresden and Torrey: Dave P. asked if we have heard back from Dresden & Torrey Mayor said he ran into Bill Hall and Pat Flynn at a meeting and that Brent has prepared numbers for them, but nothing formal has been received from them XIII. XIV. Reminder the Village Board Meeting is May 16 th at 6:00 p.m. Service Request Review and Discussion, if needed. Mayor MacKerchar: Red Jacket playground build will start Friday at 8 a.m. and Saturday; Lions Club raised over $55,000 and Elks raised about $15,000 and members will be there to help and support the build; please join us if you can Planning Committee meets today at 1 p.m. one discussion topic will be the marsh; Ray Hamilton will attend the meeting 5 P a g e

Executive Session: Motion to enter Executive Session; first Dan Banach, seconded by Dave Payne; Entered at 9:33 a.m.; exited at 9:55 a.m. MOTION to the Personnel Committee to recommend, contingent on passing the exams, the provisional promotion of Charlie Bush to Line Crew Chief position at Group Level XI, rate of $32.34/hr. and the provisional promotion of Mike Mullins to Senior Line Worker position at Group Level IX at rate of $29.49/hr.; first Dave Payne, seconded by Lee Sackett; XVI. Next Meeting Thursday, June 15 th at 8:30 a.m. MUB Meeting Room David Payne mentioned the cardiac golf scramble that raises money for the cardiac unit at the hospital; all donations welcomed and if you want to play let him know. Dan B. mentioned that Saturday, June 10 th the DEC will have a discussion on Keuka Lake at Keuka College about fish population. XVII.
