1 MUNICIPALITY OF SOUTHWEST MIDDLESEX COUNCIL MINUTES AUGUST 13, 2014 CALL TO ORDER Mayor Reycraft called the meeting to order at 1:30 p.m. In attendance were Mayor Doug Reycraft, Deputy Mayor Vance Blackmore and Councillors Mary Jane Grover, John Kavelaars, Don McCallum, Martin Vink and Marigay Wilkins. Councillor John Kendall was absent with notice. Staff members in attendance were Administrator/Clerk Janneke Newitt, Treasurer Kristen McGill, Public Works Manager Jaime Francisco and Facilities and Recreation Manager Steve MacDonald. APPROVAL OF AGENDA J. Kavelaars / M.J. Grover # That the closed session be moved to the first item of council business for this meeting due to the retirement reception for Ray Dodman to follow the meeting. DISCLOSURE OF PECUNIARY INTEREST No disclosures of pecuniary interest were declared. CLOSED SESSION (Committee of the Whole) M. Vink / J. Kavelaars # That, as of 1:35 p.m., the next portion of the meeting be closed to the public as permitted by Section 239 of the Municipal Act S.O. 2001, c.25, to discuss labour relations (Public Works temporary worker update) and procedural matters. Blackmore / J. Kavelaars # That Council award the Ekfrid Community Centre roof replacement to Jeffrey Roofing for a net cost of $32, HST. Bid Results Train Station Roof J. Kavelaars / M.J. Grover # That council award the Train Station roof replacement to Encore Roofing for a net cost of $7, HST. New Horizons Club Second Request V. Blackmore / M. Wilkins # That council approve a further reduction in monthly rent for the New Horizon s Club, down to $ HST per month for the balance of 2014 with the rate for 2015 and beyond to be determined when all other rates and fees are determined later this year. Grover # That municipal council accepts the tender submitted by Nortrax Canada Inc., 16 Royce Crescent, London for one new 2014 John Deere 870GP grader at the cost of $299, plus HST; and That municipal council accepts the trade in valve of $44, for the existing 1999 Champion 740 grader equipped with snow plow and wing submitted by Nortrax Canada Inc., 16 Royce Crescent, London. Trillium Landfill Site Vandalism M. Wilkins / D. McCallum # That the Public Works Manager is authorized to purchase portable toilets for both landfill sites at a cost not to exceed $ each, and That the Public Works Manager is authorized to either purchase a shelter appropriate to accommodate the personnel at the Trillium Landfill Site or reimburse the Landfill Site Operator for same at a cost not to exceed $1, Tractor Quotation Results M. Vink / V. Blackmore # That municipal council accepts the quotation from Fulline Farm and Garden Equipment Ltd. for a new public works tractor of $117, plus HST; and That municipal council accepts the trade-in value of $20, from Fulline Farm and Garden Equipment Lit.D. for the existing case tractor equipped with loader attachment. Grover / M. Vink # That the Information Correspondence be received and filed. COUNCILLORS COMMENTS AND ENQUIRIES Upon request by Deputy Mayor Blackmore, the Facility & Recreation Manager agreed to look into the provision of washroom facilities at Simpson Street Park. Councillor McCallum asked that a trailer and lean-to be inspected by the Building Inspector for compliance with the Municipality s by-laws. The Fire Chief reported on a successful boot drive by the Wardsville Fire Station to raise donations to the Muscular Dystrophy Foundation. The Administrator/Clerk reported that final approval had been received from the Ontario Power Authority for three solar projects on leased municipal property. Council was informed that Dawn-Euphemia Council has passed a similar resolution to that passed by Southwest Middlesex that supported the replacement of the Watterworth Road culvert. A brief discussion took place on the merits of keeping the existing web site on-line until after the municipal election.
