1 PENNSYLVANIA COALITION AGAINST DOMESTIC VIOLENCE Job Title: Training Institute Manager Department: Program Services Reports To: Deputy Director, Program Services FLSA Status: Exempt Grade Level: G Approved By: Caroline Boyce, Executive Director Katherine Bobeck, Director of Administration and Finance Approved Date: April 5, 2017 POSITION SUMMARY: The PCADV Training Institute Manager is responsible for achieving the goals of the Institute as outlined in the organization s strategic plan by leading, managing and coordinating the development of the strategic direction and the day-to-day planning, execution/implementation and maintenance of Training Institute activities undertaken by PCADV. The Manager is also responsible for the development of professional relationships within as well as external to PCADV in order to promote training opportunities for the Coalition. The Training Institute Manager will convene the Training Institute workgroups and advisory groups as partners in the various functions of the Institute. The Training Institute Manager will also ensure the efficient operation of Institute functions including consultant/vendor contract management. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following: Develop and implement strategies designed to enhance the knowledge and training related skills of PCADV staff and programs on a statewide basis; o Coach and mentor PCADV staff trainers, as needed, in facilitation and development adhering to adult learning principles. o Attend and evaluate PCADV staff trainings to ensure highquality content and delivery. Work closely with Directors from all PCADV departments to create Training Institute training plans, needs assessments, evaluations and objectives on an annual basis;
2 Manage day-to-day operations of the Institute including the coordination of all internal and external training; Oversee the development and maintenance of Online Learning Center e-learning curriculum; Oversee the development and maintenance of blended learning curriculum for 40-hour program training requirement; Oversee the development and maintenance of a master training calendar based on identified training needs and grant objectives; Oversee the development and maintenance of PCADV s database that tracks training requests, trainers and their qualifications, number of participants and demographic data, and expenses, as well as monitor evaluations and assess the need for quality improvement; Develop professional relationships with and promote training opportunities for PCADV subcontractors, human service organizations, law enforcement, government, business and other professional organizations; Coordinate and work closely with consultants, the PCADV IT Department and other staff to develop alternate training formats (e.g., on-line learning, webinars, podcasts, microlearning apps, etc.); Coordinate and work closely with PCADV directors and training staff to research and coordinate content for a wide variety of training topics; develop training project action plans for the development of training materials for the purposes of quality of content; Work closely with the Public Affairs Department to ensure consistent and professional training materials and messages; Assure that appropriate professional certifications/licensure requirements, continuing education credits are acquired for trainings offered by PCADV; Coordinate the development of internal processes and procedures related to training resource development; Develop and regularly update a fee scale for training (where fees are appropriate);
3 Work closely with the Executive Director, Deputy Director and Finance Department on the development of bid specifications and contracts and coordinate the processing of contracts for trainers, facilities, and training events; Coordinate and work closely with directors to develop a multiday conference for PCADV staff and member programs; Complete monthly, quarterly and annual reports; and Perform other work related duties as assigned. SUPERVISORY RESPONSIBILITIES The Training Institute Manager will be responsible for supervising the e-learning Specialist. QUALIFICATIONS AND COMPETENCIES To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION AND EXPERIENCE A minimum of a Bachelors Degree and five years experience in the learning and development field required. o Experience with needs assessments and evaluating training using Kirkpatrick s four levels of evaluation. o Experience with design and development of instructor-led training, development of e-learning, and working with subject matter experts. o Experience with LMS. Demonstrated staff supervision experience. Experience working in domestic violence preferred, (or social justice, systems advocacy or social change) preferred. Experience planning a multi-day, multi-workshop training conference/event preferred. COMPETENCIES To perform the job successfully, an individual should demonstrate the following competencies:
4 Knowledge and experience of planning, developing and implementing training and technical assistance, including the assessment of need, the development and delivery of resources, consultation and services and follow-up and evaluation; Demonstrated skill creating web-based training and education tools, including an understanding of the technical requirements of e-learning; Excellent problem-solving skills and the ability to facilitate critical thinking processes; Excellent written and oral communication skills; Demonstrated ability to establish priorities, initiate and work independently and accomplish objectives with minimal supervision; Ability to develop and maintain cooperative relationships with a diverse group of individuals and organizations and to work with people from a variety of backgrounds and at various levels within and outside of the organization; and Work within approved budget; develop and implements cost saving measures; conserve organizational resources. Knowledge of the dynamics of domestic violence preferred. LANGUAGE SKILLS Speaks clearly and persuasively in positive or negative situations; responds well to questions; demonstrates group presentation skills; participates in meetings. Writes clearly and informatively; edits work for spelling and grammar; varies writing style to meet needs; presents numerical data effectively; able to read and interpret written information. Ability to effectively present information to management, public groups, and/or boards of directors. MATHEMATICAL SKILLS Ability to calculate figures and amounts such as discounts, interest, fees, commissions, proportions, percentages, etc.
5 REASONING ABILITY Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Ability to define problems, collect data, establish facts, and draw valid conclusions. COMPUTER SKILLS To perform this job successfully, an individual should have experience using: Microsoft Office suite Database management software preferred E-learning development software (Articulate Studio 13 and Storyline 2 preferred) Experience with Macintosh required OTHER QUALIFICATIONS AND REQUIREMENTS A commitment to the goals and philosophies of PCADV is required. Access to reliable transportation. Willingness and ability to travel; some overnight travel required.
