3 Main drivers Annex 11- Air Traffic Services objectives: a) prevent collisions between aircraft; b) prevent collisions between aircraft on the manoeuvring area and obstructions on that area; c) expedite and maintain an orderly flow of air traffic; d) provide advice and information useful fo r the safe and efficient conduct of flights; e) notify appropriate organizations regarding aircraft in need of search and rescue aid, and assist such organizations as required. 7 Parallel runway operations (Mode 1) - background Review new SOIR manual (Doc9643) developed by SASP Key questions: What is the delta vs. current baseline? ATCO tasks? Do they change? Separation criteria? Same? Working methods? Any new tool available? Is current phraseology suitable? Independent proposals for new phraseology supporting various approach types: Key questions: How should ATCO clear aircraft in the new world of PBN? Is current phraseology suitable? Could it be improved? What is the applicability of options presented for analysis? Is there a need to ask for specific design criteria before adopting a particular solution? Vectoring for ILS Published procedure to IAF or IF How do we manage traffic flows? Can we expect the same efficiency? Perhaps with additional system support? Clearance delivery timing? 10 ATC perspective: how do we address proposed changes? (2/2) How can increasing complexity be addressed? Could a generic clearance for precision approach be envisaged? Surprisingly, mixed views!!! Very serious call for simplification w/ generic PA clearance Is this really a global option? What is the impact on existing designs? Missed approaches? Would it be suitable for parallel runway operations? If specific clearance is used for a particular PBN procedure: How do we make sure the right procedure is selected after clearance? ATCO s responsibility for monitoring; how is he meant to do his job? By design (e.g. different paths for different procedures)? New phraseology? Other system support? FA Symposium - ATM aspects 10

Missed approaches Topic debated in context of proposal to consider generic clearances for precision approaches Current situation: Different procedures generally mean different missed approaches Impact on separation from other traffic flows Considered to be a significant issue to be solved if generic clearances for PA are to acquire global applicability How would the question be addressed for parallel runway operations? 13 Way forward ATC will use any new tool/procedure available to it provided that: Safety is maintained or improved and Efficiency is at least maintain to existing levels Emerging complexity due to emergence of new technologies is an issue if not addressed properly: Procedures & phraseology based solutions have limits! Minimum system support should be specified when required by particular operations A modest global practical gain is preferable to advanced solutions with limited applicability FA Symposium - ATM aspects 13
