(NBI Regional Recruitment) The Nile Basin Initiative (NBI) is an inter governmental organization initiated and led by the Nile riparian countries to promote joint development, protection and management of the common Nile Basin water resources. NBI has a Shared Vision, namely: to promote sustainable socioeconomic development through the equitable utilization of', and benefit from, the common Nile Basin water resources. The NBI provides a unique forum for the countries of the Nile Basin to move toward a cooperative process to realize tangible benefits in the basin and build a solid foundation of trust and confidence. The NBI intends to carry out an Internal (Nile SEC, NELSAP and ENTRO Staff only) placement process of qualified professional for the position of the Communication/Stakeholder Engagement Specialist. The job description for this position is given as follows: Job Purpose/Scope The key purpose of the job is to communicate and engage stakeholders on a regular basis and create awareness about NBI s activities and buy in of the cooperation processes. S/he shall employ his/her expertise to effectively communicate results of the basin wide program implementation as well as benefits of Nile Cooperation to stakeholders to keep them informed, actively engaged and committed to the Nile Cooperation. In addition, collaborate with other functional units of NBI to capture, record, store and disseminate knowledge and knowledge products generated by NBI Job Specification/Key Responsibilities Communication Take leadership in the development of an overall NBI Communication and Stakeholder Engagement Strategy Create communication plans for handling sensitive issues Provide communication expertise in support of all programs Develop/author communication contents based on technical documents from implementation of the Basin Wide
2 Program ensuring accuracy of facts and appropriateness of the level of communication to the relevant target audience; Oversee the design, layout, edit and printing of communication materials. This may include collecting visual materials, establishing a databank of photos for SAPs and interviewing for case studies on investment projects. Ensure copyright laws are adhered to in the production of any documentation. Coordinate the use of approved promotional displays; maintain an inventory of up to date display promotion material. Maintain up to date database of target audience and communication products generated by Nile Sec; Organize and oversee the Executive Director s media and public relations communication; Assist with the management of the NBI Secretariat s Internet web site. Ensure that Nile Sec communication products are disseminated timely to the target audience; Ensure that where necessary, publicity materials are translated into different Basin languages as appropriate. Media Relations & Publicity: Front line officer to receive Media inquiries. Determine appropriate action, deal with request and do follow up if necessary. Ensure that requests from Media Experts and Speakers are responded to timely; Establish and maintain networks with media contacts including establishing early contact with them for NBI events that will seek media coverage. Write, edit, format and distribute Press Releases in a format that will increase press coverage (should include photos as well as written script). Initiate, in consultation with internal contacts, positive publicity opportunities that may include interviews, features, photographs and news coverage. Ensure accurate and sensitive release of material for publication. Accommodate and coordinate media requests for interviews, photographs, articles from NBI Develop and maintain a comprehensive database of media contacts in Nile Basin countries. Develop and maintain a comprehensive database of other stakeholders, from a communication perspective, notably political decision makers and opinion formers, environment and other non governmental organizations (NGOs) etc. Oversee and support regular media monitoring the daily tracking of media coverage of the Nile Basin Initiative Pursue proactive media outreach, in particular: helping to build relations between the NBI Secretariat, print and electronic media in the Nile Basin. Publications: Coordinate and design promotional materials intended for public consumption including brochures, posters, and programs leaflets. In consultation with internal client, determine target audience for publications. Develop appropriate graphic and messaging for relevant publication/communication products;
3 Ensure logo guidelines are adhered to. Support Procurement unit in the evaluation of quotes for printing work. Coordinate and manage printing of materials in close consultation with the procurement unit. Coordinate and contribute substantially to the production of a quarterly Nile Basin newsletter. Events Plan, coordinate, organize for and implement plans to provide communication support to all Nile Sec events e.g. COM meetings and Projects Launches. NBI Wide events, Nile Basin Development Forum, Media Receptions etc., Assist with other special events with the objective of promoting the image of NBI. Consult and guide internal contacts in organizing their own special events. Stakeholder engagement Ensure that up to date stakeholder database is maintained at the Nile Sec; Oversee and support engagement of stakeholders in support of the implementation of the Basin Wide Program; Conduct stakeholder opinion & awareness surveys and draw lessons and recommendations for future actions. Academic/Professional Qualification A master s degree in Mass communication/ Public Relations/ International Relations/Journalism/Public Administration A post graduate diploma in Communication, Public Relations, Electronic Media or any related field with in Communication. Minimum Experience Required At least seven years of working experience in communications and PR in a similar organisation At least five year of proven experience in media relations and use of social media platforms as a tool for development communication and/or mass mobilization A minimum of 5 years experience in designing Development communication strategies in regional or international organizations. Knowledge in field of communications and public affairs, and ability to address a range of issues related to the NBI business and development programs. Substantial and diverse experience in all facets of communications and public affairs, and proven ability to conceptualize, design and implement major campaigns, strategies or programs. Desired Skills and Competencies Ability to distil clear messages from technical documents and excellent analytical skills Initial professional experience in development communication; including writing for specific audiences and selection of the most effective communications mediums as well as exceptional editing skills Ability to effectively assist NBI management to assess the political climate for achieving their underlying objectives (e.g., development assistance, resource mobilization, policy advocacy, confidence building, etc.), and enhance their
4 operational effectiveness in dealing with external constituencies. In depth knowledge of national/international trends, political economic issues, and conditions and developments related to NBI countries. Ability to regularly measure and evaluate social media platforms using tools such as Google Analytics, Face book Insights and Google Alerts Ability to maintain concentration as work is subject to frequent interruptions Ability to work in a multi task and multi deadline environment Ability to set goals and timelines and to work on deadlines Experience in facilitating the generation of new evidence based and local context specific knowledge to support implementation of the program. Experience in working with the media and other stakeholders is an advantage Fluency in English or French with working knowledge of the other Excellent writing, analytical, presentation, and reporting skills; Photography, video recording and editing skills Good verbal communication skills (written and oral). Ability to exercise good judgment; think and act strategically. Strong work ethic and commitment to excellence. Ability to handle multiple projects simultaneously. Outstanding interpersonal skills. Creativity in event planning, execution and management. Negotiation skills. Flexibility ability to put in extra hours. Ability to use social media Duty Station. The Employee will be based at NBI Secretariat in Entebbe Uganda with possible travel within or out of the Basin Countries as may be deemed necessary by the Employer Period of Service This is a regional position with an initial Contract duration of Three years renewed annually based on satisfactory performance, availability of funds and need for the services.
