2 Dear Applicant The purpose of this RFP is to solicit responses from qualified vendors offering the functionality and features identified to implement a fully integrated Enterprise Resource Planning System for the Shuhada Organization (SO). Organizational Background Shuhada Organization (SO) as an Afghan NGO was established in 1989 to work for welfare and progress of Afghan citizens with a primary focus on support and empowerment of women and children. The organization was founded to address the crisis of absence of health, including the reproductive health care for Afghan refugee women and children and education programs to them and soon after the establishment of hospital and schools for Afghan refugees in Quetta, Pakistan, Shuhada Organization expanded its work inside Afghanistan with establishing Hospitals, clinics and schools for boys and girls. Its activities have expanded in the areas of training for medical staff particularly female nurses and midwives as it was the only means to better human resource for reduction of mother and child mortality. It is almost three decades that Shuhada Organization is serving Afghan Nation and its projects were and are always in accordance with the high standard, commitment and responsive to the basic need and requirement of the Afghan refugees outside and the people inside of the country. The organization pursues the following vision and mission: Vision The SO vision is to strive to see an aware, prosperous and healthy society in Afghanistan through providing high quality services in line with the principles of democracy, rule of law, social justice, peace and non-discrimination. Mission Provision of good quality services in Sustainable Development, Human Rights (Women rights, Children rights and Gender, Capacity building, and democracy and governance, Child protection/ Orphanages, Education and higher education and Health sectors; To this end, SO has a common slogan which says working for a better tomorrow.

3 SCOPE of Request for Proposal The purpose of this RFP is to solicit responses from qualified vendors offering the functionality and features identified to implement a fully integrated Enterprise Resource Planning System for Shuhada Organization (SO). SO seeks a qualified firm (Proposer) with the experience, expertise, and qualifications to provide a fully integrated solution. SO is interested in a single solution that provides all of the functionality identified below by a future single proposer. In addition to the software functionality identified above, SO is seeking a Proposer to provide professional services that will ensure a successful implementation. The selected vendor is expected to sit with different departments of SO, carry out the requirement gatherings process, design a prototype, present to SO and then implement the ERP project. The professional services should include the following: 1. Identifying requirement of different departments 2. Data gathering 3. Proposing solution 4. Project Management 5. Software Installation and Configuration 6. Implementation Consulting 7. Business Process Review and Redesign 8. Training 9. Software Maintenance and Support 10. Conversion Services The proposed Future System should consist of the following integrated functions: 1. Accounting and Finance Management System 2. Inventory Management System 3. Procurement Management System 4. Human Resource and Payroll Management System 5. Project Management System 6. M&E System 7. Archive Management System 8. Administration and work follow system 9. Any other required module 10. User access definition 11. Local and Online Backup option

4 PROPOSAL CONTENT In order to simplify the evaluation process and obtain maximum comparability, SO requires that all responses to the RFP be organized in the manner and format described below: A. Executive Summary Describe your understanding of the work to be performed and your firm s ability to perform the work within the time frame provided. B. Professional Experience Describe how and why your firm is different from other firms being considered. This should include an explanation of the firm s philosophy, size, structure, and qualifications with serving not for profit organizations with a similar size and operations. Describe your firm s resources devoted to not for profit organizations and provide copies of newsletters or other resource materials addressing issues relevant to not for profit organizations. Discuss the firm s independence with respect to SO. C. Team Qualifications Identify the specific partners, managers, and in-charge staff who will be assigned to this engagement if you are successful in your bid. Provide their bios specifying relevant experience to the type of services requested. Also discuss commitments you make to staff continuity, including your staff turnover experience in the last three years. D. Approach Describe how your firm will approach the proposed services, including the use of affiliates or staff from other locations, areas that will receive primary emphasis and the type of assistance that will be required from SO s staff. Also discuss the firm s use of technology. Finally, discuss the communication process used by the firm to discuss issues with management. E. Fees Please provide a firm estimate of fees for the services to be provided. It has been SO s practice for management to negotiate a fee for services each year prior to such services being rendered. F. Client References Include a list of the relevant not for profit clients the firm has served within the past three years and furnish the names and telephone numbers of any references whom we may contact.
