POSITION SUMMARY Briefly state why your position exists and what you consider the most important impact the position has on the organization.: The Elder Benefit Specialist (EBS) provides individuals 60 years of age and older with information, assistance, and advocacy, in the three main priority areas of public benefits, housing and consumer issues. The EBS is also responsible for coordinating outreach and education to older persons, service providers and professionals in the community. The EBS acts as a consultant to other service providers and professionals.

2 II. ESSENTIAL ACCOUNTABILITIES Please identify the essential accountabilities of your position, which should be the most important responsibilities of the job. Indicate the approximate percentage of time spent on each accountability annually. Then explain how the outcomes could be measured. % of Time ESSENTIAL ACCOUNTABILITIES 30% Meet with customers regarding Medicare, related plans and supplements. Share specific options and review based on individualized needs and circumstances. 20% Assisting customers with applications to public and private benefits. Examples but not limited to: Soc. Sec, Disability, Medical Assistance, Senior Care, housing applications, loans and grants. Helping with understanding any forms/mailings they do not understand and referral to other resources as appropriate. 20% Required state reporting of activities and time. (SHIPS, SAMS & 100% time reporting for MA) 10% Assisting customers with appeals. Appealing denials of benefits (financial & medical/drug coverage) and benefit overpayments reclaims. HOW OUTCOMES COULD BE MEASURED Customer feedback on understanding options. Word of mouth referrals by customers and other agencies. Confirmation on receiving new benefits. Problem situations have been resolved. Positive review with supervising attorney. Funding for program received. Decision was reached in favor of consumer. Word of mouth referrals. 6% Public education events: Medicare 101, articles for newspaper and newsletter, group presentations as requested by public/private organizations. 6% Attend trainings and meetings. State provides regularly scheduled mandatory meetings to maintain a working knowledge of ever changing programs and issues. Agency has staff informational meetings as well. 6% Provide assistance to the many unique situations that people face. Individualized service is provided based on the specific struggles the person is facing and the details of their circumstance. 2% Explaining Nursing Home, Long Term Care Insurance plans and other possible options. The individual plans coverage, exclusions, and interaction with other benefit programs. Feedback from people who have attended a presentation or read an article. Keeps current on the issues that individuals face and how to best assist them. Feedback from the consumer that their situation has been resolved and they have peace of mind. Feedback on understanding their specific plan and its limitations and coverage. Or decision on what direction to take. III. FORMAL PREPARATION / EXPERIENCE Please answer the following based on the most representative combination of formal preparation and relevant experience to qualify for the position. 1. Formal preparation (or equivalent) to qualify for the position. Indicate years of previous experience and degree if required, as well as your preparation level. Bachelor s degree, preferably in a human services related field. (Educational requirement may be waived by the State Legal Services Developer if the individual has a minimum of four-year experience in income maintenance, insurance, or medical billing fields).

3 2. Relevant experience required to qualify for the position. (Indicate your relevant experience as well.) - Knowledge or experience with public benefits preferred. - Excellent written and oral communication skills. - Ability to read, interpret, and apply regulations governing eligibility for benefits, and work with supervising attorney for clarification. - Ability to advocate on behalf of older people. - Ability to travel to consumers homes, when necessary. - Experience working with the elderly preferred. - Ability to attend and successfully complete initial and ongoing trainings as required under Chapter 9 of the Wisconsin Aging Network Manual of Policies, Procedures and Technical Assistance. - Microsoft Word Office Software (or McIntosh) experience. 3. Note any other training that is desirable for the position. (Indicate additional training that you have.) Social Work certification is preferred but not required. IV. Assisting people with applications, overpayments, and questions regarding their benefits. Problem solving and possible referral for additional assistance. Assisting people with applications and helping them get answers they have regarding benefits. Communicate to work through billing issues. Assisting with applications and providing information for obtaining loans & grants. Contacting Department of Revenue regarding unusual situations while assisting with Homestead Tax Credit Sharing information to maintain a working knowledge of what resources and benefits are available, in both directions. Working through questions and issues individuals have.

4 Human Resource Departments Supervising Attorney Assisting people with questions about benefits they have through their current/former employment. Attorney assists with legal help and in some situations. Research on appropriate federal and state statutes is provided. VI. PROBLEM SOLVING Please identify the typical types of problems you solve on a regular basis in performing your job. Also, include information on who else may be involved in helping with problem resolution. Help people with comparing health care options that best suits their situation. This includes traditional Medicare benefits, Medicare Supplements, Medicare Advantage/Health Plans, Cost Plans, Prescription Drug Coverage, Senior Care, as well as, any other program they may be eligible for. Assistance with the application is provided based on need. Assist solving an array of problems such as financial, insurance, billing discrepancies and medical bills that they can t afford. Identify resources and help apply for programs to meet their needs. This also includes assisting with appeals as needed for denials and overpayments. Note assets, facilities, equipment, or funds, if any, for which you have some degree of accountability. IX. UNUSUAL / UNIQUE MENTAL REQUIREMENTS Does your position require any unusual or unique mental requirements? Ability to work well with all people and be professional, thoughtful, and understanding. Ability to work with people who have dementia and / or mental illness requires a certain type of person who can deal with all of these situations and still ensure the person is comfortable and knows that you are trying to help them. Ability to handle numerous unique situations that arise along with being very organized in your thought process in order to take care of many situations in a concise organized fashion as needed. Ability to take complex legal concepts & explain them to clients in a way that makes sense to the client. Persons in this position need very strong communication skills, both written and verbal, to work with a very diversified population. X. ADDITIONAL DATA/NOTABLE INFORMATION Please identify any other information that would help someone else understand your position more clearly: As an example: Often working with people who haven t read their mail because they receive so much. They go to the pharmacy and don t have any prescription drug coverage. They can t afford their medications. I need to find out what they had for coverage, why it stopped and help them discover their options so that they can receive the medications they need. Elder Benefit Specialists have to be detectives (investigators to find out the underlying issues. Many clients don t know what benefits they have or even qualify for). Some people can t afford their health care co-pays, so this position works with them to see what programs might be able to help them such medical assistance, cancer co-pay programs, applying for programs to have bills written off, etc.

5 An awareness of available government and local resources and programs is important, not only to people who have limited income, but people who do not know about resources that may be available for them to help with their needs.
